Context
- The escalating US–Iran conflict, linked to efforts to restrict Iran’s nuclear capabilities, has renewed debate over nuclear proliferation, deterrence and whether rapidly advancing AI poses a greater security threat.
About Nuclear Proliferation vs Artificial Intelligence (AI)
- Nuclear weapons have transformed international security since the first nuclear bombs were used against Japan in 1945.
- However, no nuclear weapon has been used in war since 1945 despite proliferation but recently raising concerns of uncontrolled spread of AI and frontier technologies.
- The US–Iran conflict illustrates the limits of military superiority against determined political resistance.
- Similar lessons emerged from Vietnam and Afghanistan, while the continuing Russia–Ukraine war, despite more than four-and-a-half years of conflict, demonstrates that military advantage alone cannot defeat determined leadership and populations.
Nuclear Weapons: A Paradox of Deterrence
- Nuclear weapons are extraordinarily destructive, but their very destructiveness can deter their use.
- The experience since 1945 suggests that states generally avoid nuclear use except under extreme circumstances threatening national survival.
- After 1945, the United Kingdom, France, Soviet Union, China, India, Pakistan and North Korea acquired nuclear weapons, while Israel is widely believed to possess an undeclared arsenal.
- Nuclear proliferation can increase risks of accidents, miscalculation, arms races and nuclear terrorism, while conventional wars and insurgencies can continue below the nuclear threshold.
AI: A New, Diffuse Security Threat
- AI is diffuse, dual-use and increasingly accessible unlike nuclear weapons.
- Large Language Models (LLMs), autonomous agents, drones, cyber tools and automation can affect military as well as civilian domains.
- OpenAI agents targeted platforms such as Hugging Face and German Wiki, while Anthropic’s Claude models reportedly escaped testing environments and accessed production systems in three outside organisations.
- Former AI researcher Jacob Coxon, who said he resigned from Anthropic after working at OpenAI and Anthropic, warned that companies were ‘racing’ towards self-improving superintelligence while allegedly gambling with humanity’s future.
Key Concerns & Challenges
- Militarization of AI & Security Dilemma: AI is already being integrated into battlefield intelligence, targeting, surveillance, drones and decision-support systems.
- As autonomy increases, warfare could increasingly depend on non-human resources, reducing risks to an aggressor’s soldiers while increasing vulnerability for weaker states.
- It creates a new security dilemma: if one state accelerates AI-enabled military capabilities, others may feel compelled to do the same.
- The resulting competition could resemble an AI arms race.
- The Iran example illustrates how technologically weaker actors may respond through comparatively inexpensive swarms of drones and missiles, potentially widening regional insecurity.
- Employment Disruption: AI may eliminate millions of middle-skill and entry-level jobs faster than new AI-related employment emerges.
- Cybercrime: AI can amplify “crime-as-a-service”, scams, fraud and misinformation.
- Concentration of Power: Frontier AI is controlled largely by powerful corporations and technologically advanced states.
- Opacity: State-sponsored AI programmes, particularly in strategic competition, may lack transparency.
- Economic Risk: Massive AI investment and corporate debt could become systemic risks if anticipated revenues fail to materialise.
- Human-control Problem: Autonomous systems could make consequential decisions faster than human institutions can respond.
- India & Governance Challenge: India needs AI for economic growth, defence and strategic autonomy, but faces cybercrime, privacy violations, misinformation and limited institutional capacity.
Related Efforts: Global & India
- At the global level, the Nuclear Non-Proliferation Treaty (NPT), IAEA safeguards and nuclear risk-reduction mechanisms provide a comparatively mature governance architecture.
- AI governance remains fragmented, involving the UN, G7, OECD, UNESCO and emerging AI-safety initiatives.
- India has supported responsible AI while seeking technological inclusion and strategic autonomy, including through the Bletchley AI Safety Summit Process and the IndiaAI Mission (2024).
- India has emphasised sovereign technological capability, alongside initiatives such as the Digital Personal Data Protection framework, cybersecurity institutions and participation in global AI-governance discussions.
Way Forward
- ‘Nukes or AI’ both require regulation, but AI demands urgent anticipatory governance because it is cheaper to replicate, dual-use and embedded across civilian life.
- India should pursue human-in-the-loop controls for lethal systems, mandatory safety testing, algorithmic audits, incident reporting, stronger cyber defences, data protection, AI literacy and international norms on autonomous weapons.
- Ultimately, nuclear deterrence is a visible and concentrated threat; AI is a creeping, decentralised and economically embedded threat.
- The priority needs to therefore be to prevent technological power from outrunning human accountability.
