  • संसद ने केंद्रीय सशस्त्र पुलिस बल (सामान्य प्रशासन) विधेयक पर चर्चा प्रारंभ की।

    • विधेयक की प्रमुख विशेषताएँ

  • उद्देश्य: अर्धसैनिक अधिकारियों की भर्ती, प्रतिनियुक्ति, पदोन्नति और अन्य सेवा शर्तों को विनियमित करना।
  • विधेयक पाँच केंद्रीय सशस्त्र पुलिस बलों (CAPFs) — सीमा सुरक्षा बल (BSF), केंद्रीय रिज़र्व पुलिस बल (CRPF), केंद्रीय औद्योगिक सुरक्षा बल (CISF), भारत-तिब्बत सीमा पुलिस (ITBP), और सशस्त्र सीमा बल (SSB) — में नेतृत्व पदों पर प्रतिनियुक्त आईपीएस अधिकारियों का प्रभुत्व बनाए रखेगा।

  • केंद्र सरकार ने लोकसभा में विदेशी अंशदान (विनियमन) संशोधन विधेयक, 2026 प्रस्तुत किया।

    • विदेशी अंशदान विनियमन अधिनियम (FCRA), 2010

  • FCRA का उद्देश्य विदेशी अंशदान की स्वीकृति और उपयोग को विनियमित करना है ताकि राष्ट्रीय हित के प्रतिकूल गतिविधियों को रोका जा सके।
  • यह अधिनियम प्रथम बार 1976 में लागू हुआ, जिसे 2010 में प्रतिस्थापित किया गया और आगे 2016, 2018 तथा 2020 में संशोधित किया गया।
  • इसका प्रशासन गृह मंत्रालय (MHA) द्वारा किया जाता है।

    हाल ही में ट्रांसजेंडर व्यक्ति (अधिकारों का संरक्षण) संशोधन विधेयक, 2026 राज्यसभा द्वारा पारित किया गया (इससे पूर्व लोकसभा द्वारा पारित), जिसका उद्देश्य ट्रांसजेंडर व्यक्ति (अधिकारों का संरक्षण) अधिनियम, 2019 में संशोधन करना है। यह अधिनियम लिंग, लैंगिक पहचान और इंटरसेक्स विविधताओं के बीच वैचारिक भ्रम तथा कमजोर क्रियान्वयन तंत्र से ग्रस्त है।

    Delimitation Push to Fast-Track Women’s Reservation

    Context

  • The Union Government has indicated that it may introduce an amendment Bill to carry out delimitation based on the 2011 Census. 

    • Background

  • The Constitution (106th Amendment) Act, 2023 also known as the Nari Shakti Vandan Adhiniyam provides 33% reservation for women in the Lok Sabha and State Legislative Assemblies.
  • Under the amendments that the government wants to bring in, the basis for the selection of seats will be the Census data of 2011.
  • The Act, if implemented, will increase total Lok Sabha seats to 816, reserving 273 for women.
