The United Nations Educational, Scientific and Cultural Organization (UNESCO) is a specialized agency of the United Nations that promotes peace through collaboration in the spheres of education, science, culture, and communications. The organization comprises 194 Member States and is located at Paris in France. UNESCO also helps member states achieve the Sustainable Development Goals of member countries, especially those related to education, culture, knowledge societies, and the environment.

Formation of United Nations Educational, Scientific and Cultural Organization

  • The efforts of UNESCO after the first world war at the International Committee on Intellectual Cooperation which was set up by the League of Nations and its executive organ – the International Institute of Intellectual Cooperation located in Paris.
  • The Committee and the Institute undertook the work on universities, libraries, intellectual property, arts, and information but their activities were disrupted because of the outbreak of the Second World War.
  • During the war, the Conference of Allied Ministers of Education (CAME) held its sessions in London from 1942 which brought together the European governments in exile and then the USA, to discuss post-war education rehabilitation plans.
  • On the proposal of the CAME, the United Nations Conference on the establishment of the educational and cultural organisation took place in London in November 1945. The delegates from 40 countries participated in it.
  • At the conference, it was decided to establish an organisation which would promote the ‘culture of peace’ based on humankind.
  • UNESCO was signed on 16 November 1945 and came into effect on 4 November 1946 following the ratification by 20 countries including India, France, United Kingdom, USA, China, Egypt and others.
  • The first session of the General Conference took place in Paris between 19 November and 10 December 1946. It can be considered as the beginning of the activities of UNESCO and its fundamental purpose – to create peace in the minds of people through education, science and culture.

  • India is among the founding members of UNESCO and attended its first general conference in 1946.
  • Over the years, India has been actively involved in the decision-making process of UNESCO in various fields including education for all, cultural diversity, and developmental science policies.
  • India has a permanent delegation at the UNESCO headquarters in Paris and is host to many UNESCO category-1 and category-2 institutes.

  • In the field of communication and information, the partnership includes media development, freedom of expression, and documentary heritage.

Major Initiatives

  • The initiatives of UNESCO include the priority program areas which ensure that the organization’s mandate translates into concrete projects on the ground.
  • In the education sector, UNESCO heads the global Education 2030 Agenda and facilitates SDG-4 through providing advisory services and monitoring processes. It also launched flagship programs like Education for All and Global Citizenship Education.
  • UNESCO implements the International Hydrological Programme, the Intergovernmental Oceanographic Commission, and the Man and the Biosphere Programme. It also focuses on the study of scientific matters related to water resources, the ocean, biodiversity, and climate change.
  • The Organization works to facilitate science policies, open science, and ethics in emerging technologies, such as artificial intelligence.
  • Culturally, UNESCO is responsible for the implementation of the World Heritage Convention, the Convention for the Safeguarding of the Intangible Cultural Heritage, and the Convention on the Protection and Promotion of the Diversity of Cultural Expressions.
  • UNESCO also works towards promoting press freedom, safety of journalists, and right to information. It also encourages media and information literacy and safeguards documentary heritage through programmes such as ‘Memory of the World’.
