Recently, the Union Minister for Finance and Corporate Affairs tabled the Economic Survey 2025-26 in Parliament.
What is an Economic Survey?
It is an official annual document that reviews the state of the Indian economy over the past year and outlines key economic trends, challenges, and policy directions.
It is prepared by the Economic Division, Department of Economic Affairs (DEA), Ministry of Finance, under the supervision and guidance of the Chief Economic Adviser (CEA).
It is tabled in Parliament just before the Union Budget every year.
Across the world, the decline of centralised economic planning has reshaped the role of state-owned enterprises, pushing them toward efficiency, competitiveness, and innovation.
आर्थिक सर्वेक्षण 2025-26 के अनुसार, स्वदेशी “अनिवार्य और आवश्यक” है क्योंकि वैश्विक व्यापारिक वातावरण निर्यात नियंत्रण, प्रौद्योगिकी निषेध व्यवस्थाओं और कार्बन सीमा तंत्रों से प्रभावित है।
परिचय
सर्वेक्षण ने उल्लेख किया कि युद्धोत्तर अमेरिका, जर्मनी, जापान और पूर्वी एशिया की कंपनियों के विपरीत, भारतीय कंपनियाँ दीर्घकालिक जोखिम वहन एवं राष्ट्र-निर्माण निवेश के प्रति अपेक्षाकृत कम रुचि प्रदर्शित करती हैं।
इसमें कहा गया कि भारतीय कंपनियाँ दीर्घकालिक जोखिम वहन और वैश्विक प्रतिस्पर्धा के प्रति सीमित इच्छाशक्ति दिखाती हैं तथा उत्पादकता, पैमाने या अधिगम की बजाय नियामकीय अवसरवाद एवं संरक्षित लाभांश पर अधिक निर्भर रहती हैं।
आर्थिक सर्वेक्षण 2025-26 ने केंद्र के लिए कठोर राजकोषीय लक्ष्यों में विलंब के पक्ष में तर्क दिया है, जैसे कि राजकोषीय उत्तरदायित्व एवं बजट प्रबंधन अधिनियम (FRBM Act) के अंतर्गत निर्धारित किए गए थे।
राजकोषीय लक्ष्यों पर सर्वेक्षण की प्रमुख विशेषताएँ
महामारी वर्ष 2020-21 में GDP के 9.2% तक बढ़ने के बाद, केंद्र का राजकोषीय घाटा वर्तमान वित्तीय वर्ष के अंत तक 4.4% पर रहने का अनुमान है, जो FY21 के राजकोषीय घाटे को पाँच वर्षों में आधा करने की प्रतिबद्धता के अनुरूप है।
भारत ने 2020 से सामान्य सरकारी ऋण-से-GDP अनुपात को लगभग 7.1 प्रतिशत अंक तक कम किया है, जबकि सार्वजनिक निवेश का उच्च स्तर बनाए रखा है।
आर्थिक सर्वेक्षण 2025–26 ने भारत में एक सामाजिक क्षेत्र विरोधाभास को चिन्हित किया है: स्वास्थ्य परिणामों में उल्लेखनीय प्रगति के साथ-साथ शिक्षा की गुणवत्ता और शहरी क्षमता में ठहराव या असमान प्रगति।

अपेक्षित स्कूली शिक्षा के वर्ष अब भी कई प्रमुख अर्थव्यवस्थाओं से कम हैं।
कक्षा VIII के बाद तीव्र ड्रॉपआउट; माध्यमिक स्तर पर शुद्ध नामांकन लगभग 52.2%।
आर्थिक सर्वेक्षण 2025-26 ने डिजिटल आसक्ति और स्क्रीन-सम्बंधित मानसिक स्वास्थ्य समस्याओं में तीव्र वृद्धि को एक प्रमुख स्वास्थ्य समस्या के रूप में चिन्हित किया है, विशेषकर बच्चों और किशोरों में।
आर्थिक सर्वेक्षण 2025-26 की प्रमुख सिफारिशें
आयु-आधारित सीमाएँ : बच्चों और किशोरों में डिजिटल आसक्ति की बढ़ती चिंताओं को देखते हुए सोशल मीडिया प्लेटफ़ॉर्म तक पहुँच पर आयु-आधारित सीमाएँ लगाने पर विचार करने का आह्वान।
कठोर आयु सत्यापन : ऑनलाइन प्लेटफ़ॉर्म को आयु सत्यापन प्रक्रियाओं को लागू करने के लिए उत्तरदायी बनाया जाए ताकि नाबालिग आसानी से खाते न बना सकें या वयस्कों हेतु सामग्री तक पहुँच न प्राप्त कर सकें।

About Lajpat Rai
He was a lawyer, journalist, and freedom fighter.
He was born on 28 January, 1865 in a Punjabi Hindu family in Dhudike.
