भारतीय रिज़र्व बैंक (RBI) ने निवेशकों और कंपनियों के लिए पूंजी को अधिक सुलभ बनाने हेतु एक श्रृंखला में तरलता उपायों की घोषणा की है।

RBI द्वारा प्रमुख उपाय

अधिग्रहण वित्तपोषण: प्रथम बार, बैंक अब कंपनियों को अन्य कंपनियों को खरीदने के लिए ऋण दे सकते हैं। इससे वे विलय, अधिग्रहण और समेकन सौदों को वित्तपोषित कर सकते हैं — जो वर्षों से बैंकों की मांग रही थी।

ऋण सीमा में वृद्धि: RBI ने शेयरों के विरुद्ध व्यक्तिगत ऋण सीमा को ₹20 लाख से बढ़ाकर ₹1 करोड़ कर दिया है, जो पांच गुना वृद्धि है।

नीति आयोग ने कर नीति कार्य पत्र श्रृंखला-–I के अंतर्गत प्रथम कार्यपत्र जारी किया है, जिसका शीर्षक है: “भारत में विदेशी निवेशकों के लिए स्थायी प्रतिष्ठान और लाभ आवंटन में कर सुनिश्चितता को बढ़ाना”। यह कर सुनिश्चितता में सुधार और अधिक विदेशी निवेश आकर्षित करने पर केंद्रित है।

कर सुनिश्चितता का महत्व

विदेशी निवेश महत्वपूर्ण है: भारत को 2005–06 में लगभग 6 अरब अमेरिकी डॉलर से बढ़कर 2024–25 में 50 अरब अमेरिकी डॉलर का FDI प्राप्त हुआ है।

अस्पष्ट नियम समस्याएं उत्पन्न करते हैं: विदेशी कंपनियों को प्रायः यह स्पष्ट नहीं होता कि उन्हें भारत में कर देना होगा या नहीं, क्योंकि स्थायी प्रतिष्ठान (PE) और लाभ आवंटन की परिभाषाएं स्पष्ट नहीं हैं।

As per the National Crime Records Bureau (NCRB) report Accidental Deaths and Suicides in India, lightning was responsible for the highest number of deaths in 2023, accounting for 39.7% of the 6,444 deaths attributed to ‘forces of nature’.

In the last few years, lightning has emerged as a new climate challenge for India, which has seen a 400 per cent rise in lightning strikes from 2019-20 to 2024-25. 

Under lightning strikes, Madhya Pradesh (397), Bihar (345), Odisha (294), Uttar Pradesh (287), and Jharkhand (194) were the biggest victim states/Union Territories (UTs).

Disaster Management Act, 2005 defines "disaster" broadly but does not specifically list lightning as a centrally notified disaster.

The union government has resisted demands to classify it as a disaster, arguing that most deaths could be prevented through public awareness and safety measures.
