The foundation\u2019s partners include the Centre for Social Justice, Common Cause, Commonwealth Human Rights Initiative, DAKSH, TISS-Prayas, Vidhi Centre for Legal Policy and How India Lives, IJR\u2019s data partner.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">This report is based on <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>overall data of 4 pillars of justice delivery namely<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"> Police, Judiciary, Prisons, and Legal Aid.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">This third IJR also separately assesses the capacity of the 25 State Human Rights Commissions in the country.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>The 3rd edition<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"> also assesses the capacity of the 25 State Human Rights Commissions in the country separately.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong><u>Key Highlights<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">Out of the <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>18 large and medium-sized states<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"> having a population of over 1 crore each, <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>Karnataka ranked first in \u201cjustice delivery\u201d<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"> followed by <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>Tamil Nadu, Telangana, Gujarat, and Andhra Pradesh<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">, respectively.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><img decoding=\"async\" style=\"height: 533px; width: 598px;\" src=\"https:\/\/lh3.googleusercontent.com\/PqZJQld41AKim5bpWzrK3hV9cfJWYLJh6Csr7VRjuqqS5mgqJjoBUFUXVNwwSJsmznHOR7U7SVgpUd3HV3FvQMRwQ4A9eqnu1Sa-InHgyR74zMDPMXsX025FnA625gsfLq3MrQMFkXOaHXR1UiAB0zM\" \/><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">Meanwhile, the <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>State of UP is at the lowest rank (18th) <\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">among <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>mid-sized and large <\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">States having population over 1 crore, while the State of Goa is at the lowest rank (7th) among the small States with a population less than 1 crore.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><img decoding=\"async\" style=\"height: 309px; width: 486px;\" src=\"https:\/\/lh5.googleusercontent.com\/YKg4AtYllSqYsr-P4L0qGZZHyVoltV7UyWVb-wCzD2CakI50MLTHY-RNwzgyh3yCMBtIwkPFhZZs3KL6srXj0BmqvQ8p1UrTlGOTnSCkdUOL6I940bFs2_UZetvBDcBzyawzxTcfKm5SrJ9Ya9y2Vg8\" \/><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">Although states have increased budget allocation for legal aid, legal aid clinics reduced by <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>44 per cent between 2019 to 2021.<\/strong><\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">Except for two union territories, <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>Delhi and Chandigarh, no state spends more than 1 per cent <\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">of its total annual expenditure on the judiciary.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">Most states have not fully utilised the funds given to them by the Centre and \u201ctheir own increase in spending on the police, prisons, and judiciary has not kept pace with the overall increase in state expenditure.\u201d<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">Concerning budgets, the report states the<\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong> national per capita spend on legal aid, including the expenditure of the National Legal Services Authority (NALSA) <\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">and the state\/UT governments themselves, is a \u201cmeagre Rs 4.57 per annum\u201d<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\">The report flags the issue of <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #000000;\"><strong>\u201cvacancy\u201d in areas like the police, prison staff, judiciary, and legal aid.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10.5pt;\"><span style=\"font-family: Arial;\"><span style=\"color: #333333;\"><span style=\"background-color: #f0f5f7;\"><strong><img decoding=\"async\" style=\"height: 363px;
