GS3\/Economy<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cabinet has approved the <strong>\u2018Viksit Bharat Initiative for Statistical Transformation, Analytics &amp; Research\u2019, VISTAR Scheme <\/strong>for 2026-27 to 2030-31.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a <strong>central sector scheme <\/strong>to overhaul <strong>India&#8217;s official statistical system,<\/strong> bringing all of the statistics ministry&#8217;s survey, data and economic census work under one umbrella.<\/li>\n\n\n\n<li><strong>Aim:<\/strong> To establish a dynamic, real-time and future-ready official statistical architecture for enhanced timeliness, data granularity, interoperability with harmonised and AI ready datasets.<\/li>\n\n\n\n<li>It will fund<strong> 59 surveys over the 16th Finance Commission cycle <\/strong>(FY27-FY31) to fill critical data gaps in various sectors.\n<ul class=\"wp-block-list\">\n<li>It will also fund the long-delayed<strong> 8th Economic Census <\/strong>and a revamped programme of support to state statistical bureaus.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The scheme has three components:<\/strong> comprehensive statistical operations and strengthening of the ecosystem; Support for Statistical Strengthening (SSS) for states; and the Economic Census.<\/li>\n\n\n\n<li><strong>First Component: <\/strong>Under this, the Ministry of Statistics and Programme Implementation (Mospi) will<strong> digitise statistical processes<\/strong> and <strong>embed artificial intelligence<\/strong> and<strong> machine learning<\/strong> in data processing, validation and analysis.<\/li>\n\n\n\n<li>The ministry plans new measures, including a <strong>Headline Index of Services Production and an Index of Unincorporated Sector Enterprises.\u00a0<\/strong><\/li>\n\n\n\n<li>It will also ta<strong>p alternative sources such as mobile phone, scanner and e-commerce data <\/strong>to complement traditional surveys and ease the burden on respondents.<\/li>\n\n\n\n<li><strong>Second Component: <\/strong>The central funds to states and Union Territories will be <strong>&#8220;deliverable-linked&#8221;.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>Mospi will help scale up <strong>district-level and million-plus city<\/strong> estimates in <strong>flagship surveys<\/strong> such as the Periodic Labour Force Survey, and in compiling state gross domestic product (GDP) and district GDP.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Under the Economic Census (EC) component,<\/strong> MoSPI will undertake the <strong>8th Economic Census (EC)<\/strong> in collaboration with the States \/ UTs.\n<ul class=\"wp-block-list\">\n<li>It will provide granular data and activity details of all the non \u2013 farm establishments and workers hired, therein, upto Gram Panchayat and Ward level.<\/li>\n\n\n\n<li>The economic census data will be useful for policy makers at <strong>national and sub-national levels,<\/strong> which will pave the way for estimating the <strong>contribution of the unorganized sector to the Gross Domestic Product (GDP).<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Significance<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>VISTAR Scheme will encompass all statistical and data management activities of the Ministry of Statistics and Programme Implementation.\u00a0<\/li>\n\n\n\n<li>It will play a crucial role for upgrading the official statistical system of the country.<\/li>\n<\/ul>\n\n\n\n<p><strong>Source: <\/strong><a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2332495&amp;reg=48&amp;lang=2\" target=\"_blank\" rel=\"noopener\"><strong>PIB<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p><strong> Context <\/strong><\/p>\n<li class=\"ms-5\"> Cabinet has approved the \u2018Viksit Bharat Initiative for Statistical Transformation, Analytics &#038;
