class=\"wp-block-heading\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Contrary to the name, the Silk Road was a network of<strong> multiple land and maritime trade routes <\/strong>connecting<strong> parts of east, central, south, and west Asia.\u00a0<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Ancient Silk Road<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Silk Road became important from around the <strong>second century BC,<\/strong> when <strong>China\u2019s Han dynasty<\/strong> expanded west and established contacts with Central Asian states.\n<ul class=\"wp-block-list\">\n<li>Because <strong>Chinese silk was a prized commodity<\/strong> then, the <strong>network was called the Silk Road.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It was a network of trade routes connecting <strong>China and the Far East with the Middle East and Europe.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>Silk was <strong>transported from east to west<\/strong> throughout the year except for harsh winters which brought back<strong> gold and silver coins<\/strong> and other precious goods in exchange.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Since it offered well-traveled roads, the Silk Road also <strong>became the routes that technologies, religions, artistic styles, languages, and natural philosophy<\/strong> took to spread across Eurasia.\u00a0<\/li>\n\n\n\n<li>The Silk Road routes remained in use until A.D. 1453, until the <strong>Ottoman Empire boycotted trade to the w<strong>ithdrawal of the Southwest Monsoon<\/strong> from India, generally during<strong> October\u2013November.<\/strong><\/li>\n\n\n\n<li>It marks the transition from the <strong>rainy season to the winter season.<\/strong><\/li>\n\n\n\n<li>During this period, the Northeast Monsoon becomes important, particularly over <strong>southern and southeastern India.<\/strong><\/li>\n\n\n\n<li>The northeast monsoon mainly affects five meteorological divisions\u2014Tamil Nadu, Kerala, Coastal Andhra Pradesh, Rayalaseema and South Interior Karnataka\u2014and contributes about 11% of India\u2019s annual rainfall, compared with around 75% from the southwest monsoon.\n<ul class=\"wp-block-list\">\n<li>Rainfall in northern and Gangetic regions during November\u2013December is largely caused by Western Disturbances, not the northeast monsoon.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Kerala<\/strong> receives some secondary rainfall during Purpose Vehicle (SPV), namely, <strong>Integrated Transport &amp; Logistics Authority (ITLA).<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About Integrated Transport and Logistics Authority (ITLA)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a national apex institution established as a Special Purpose Vehicle (SPV) to promote integrated and multimodal transport planning, big-data analytics, technical appraisal of projects, and policy support across freight and transit sectors.<\/li>\n\n\n\n<li>It is modelled on integrated transport planning institutions in countries such as Japan, the United States, South Korea, China and Australia.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Key Roles and Responsibilities of ITLA&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Long-Term National Transport Master Plan:<\/strong> The authority will prepare a comprehensive National Transport Master Plan with a planning horizon of 10 years or more.\n<ul class=\"wp-block-list\">\n<li>It will cover roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Integrated Planning Framework:<\/strong> It will evaluate short-term sectoral plans with a horizon of around five years and annual plans of transport Ministries.\u00a0<\/li>\n\n\n\n<li><strong>Technical Appraisal of Major Projects:\u00a0 <\/strong>ITLA will undertake technical appraisal of Government of India infrastructure projects costing \u20b9500 crore or more.\u00a0<\/li>\n\n\n\n<li><strong>Monitoring and Impact Assessment: <\/strong>It will monitor transport and infrastructure projects costing above \u20b9500 crore and provide a coordinated mechanism for issue resolution.<\/li>\n\n\n\n<li><strong>National Transport Data Repository (NTDR):<\/strong> The authority will develop a unified transport data repository class=\"wp-block-heading\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Joint Crediting Mechanism aims to promote the deployment of <strong>advanced low-carbon <strong>National Statistics Office (NSO)<\/strong> of the Ministry of Statistics and Programme Implementation has conducted the first-ever all-India survey on household travel between <strong>July 2025 and June 2026.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The survey captures key aspects of domestic travel, including:\n<ul class=\"wp-block-list\">\n<li><strong>Purpose of travel:<\/strong> Employment, education, social engagements, cultural and leisure activities, tourism, domestic work, caregiving and other purposes.<\/li>\n\n\n\n<li><strong>Mode of transport:<\/strong> Modes of transportation used by different demographic groups for undertaking trips.<\/li>\n\n\n\n<li><strong>Travel duration and distance:<\/strong> Average time taken and distances travelled during trips.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Findings of the Survey<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Two-wheelers <\/strong>are the predominant mode of transport for commuting to fixed workplaces, accounting for <strong>42.6 per cent<\/strong> of workers.\u00a0<\/li>\n\n\n\n<li><strong>Buses and railways<\/strong> facilitate <strong>73.5 percent<\/strong> of\u00a0 overnight travel followed by cars at <strong>15.1 percent<\/strong> and two wheelers at<strong> 8.8 percent.\u00a0<\/strong><\/li>\n\n\n\n<li><strong>Gender Gap in Workforce Travel: <\/strong>\u00a061.9% of male workers undertake daily work trips (>1 km) compared to 41.9% of female workers nationwide.<\/li>\n\n\n\n<li>The average monthly expenditure on commuting to a fixed workplace is <strong>\u20b9785 per worker<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>Urban workers<\/strong> spend substantially more, at <strong>\u20b91,044 a month<\/strong>, compared with <strong>\u20b9612 for rural workers.\u00a0<\/strong><\/li>\n\n\n\n<li>Male workers spend an average of <strong>\u20b9835<\/strong> on their commute each month, against <strong>\u20b9533 for female
