{"id":85994,"date":"2026-09-30T18:32:11","date_gmt":"2026-09-30T13:02:11","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=85994"},"modified":"2026-09-30T18:32:37","modified_gmt":"2026-09-30T13:02:37","slug":"india-literacy-viksit-bharat","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/30-09-2026\/india-literacy-viksit-bharat","title":{"rendered":"India\u2019s Literacy Leap: Journey Towards Viksit Bharat"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Social Issues; Education<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India&#8217;s progress in literacy, with the <strong>PLFS 2025 reporting an overall literacy rate of 81.1%<\/strong>, while stressing persistent rural, gender and educational-stage gaps.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Literacy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Department of School Education and Literacy<\/strong> defines literacy as the ability to <strong>read, write and compute with comprehension<\/strong>, including the ability to identify, understand, interpret and create, along with <strong>digital and financial literacy<\/strong>.\n<ul class=\"wp-block-list\">\n<li>A State\/UT attaining <strong>95% literacy<\/strong> is considered fully literate.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>According to Census 2011,\u00a0 literacy is an ability to <strong>read and write with understanding<\/strong> in any language for individuals <strong>aged 7 years and above<\/strong>.<\/li>\n\n\n\n<li><strong>According to UNESCO<\/strong>, literacy is the ability to read, write, use numbers and digital materials to solve problems and participate in <strong>work, learning and everyday life<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Thus, literacy is increasingly a foundation for inclusion, equality and human development.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Literacy Progress<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has witnessed a major transformation:\n<ul class=\"wp-block-list\">\n<li>Overall literacy increased from <strong>18.32% in 1951 to 74.04% in 2011<\/strong>.<\/li>\n\n\n\n<li>Male literacy rose from <strong>27.15% to 82.14%<\/strong>, while female literacy increased from <strong>8.86% to 65.46%<\/strong>.<\/li>\n\n\n\n<li>Urban literacy increased from <strong>34.59% to 84.1%<\/strong>, while rural literacy rose from <strong>12.10% to 67.8%<\/strong>.<\/li>\n\n\n\n<li>Between 2001\u201311, <strong>rural female literacy grew by 26%<\/strong>, compared with 10% among rural males.<\/li>\n\n\n\n<li><strong>PLFS 2025<\/strong> places overall literacy at <strong>81.1%<\/strong>. Among persons aged 7 years and above, urban literacy was <strong>89%<\/strong> and rural literacy <strong>77.4%<\/strong>; rural female literacy stood at only <strong>70.3%<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img data-dominant-color=\"dceaf3\" data-has-transparency=\"false\" style=\"--dominant-color: #dceaf3;\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"693\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-234-1024x693.png\" alt=\"\" class=\"not-transparent wp-image-85996\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-234-1024x693.png 1024w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-234-300x203.png 300w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-234-768x519.png 768w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-234-1536x1039.png 1536w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-234.png 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>School Education: Access, Retention and Learning<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Literacy gains depend upon children entering, staying within and progressing through school.<\/li>\n\n\n\n<li>According to <strong>UDISE+ 2025-26<\/strong>:\n<ul class=\"wp-block-list\">\n<li><strong>24.72 crore<\/strong> students were enrolled in schools.<\/li>\n\n\n\n<li><strong>GER: <\/strong>42.8% Foundational, 91.7% Preparatory, 89.6% Middle and 71.7% Secondary.<\/li>\n\n\n\n<li><strong>Dropout rates rise<\/strong> across stages, from 1.8% at Preparatory to 7% at Secondary.<\/li>\n\n\n\n<li><strong>Retention falls<\/strong> from 98.5% at Foundational to 51.9% at Secondary.<\/li>\n\n\n\n<li><strong>Transition rates<\/strong> are 99.2% Foundational\u2013Preparatory, 93.8% Preparatory\u2013Middle and 88.3% Middle\u2013Secondary.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Thus, <strong>secondary-level retention and learning continuity<\/strong> remain important concerns.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Higher Education and Human Capital<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Higher education participation has expanded:\n<ul class=\"wp-block-list\">\n<li>Enrolment increased from 3.42 crore in 2014-15 to <strong>4.50 crore<\/strong> in 2023-24.<\/li>\n\n\n\n<li>GER increased from 23.7% to <strong>30% <\/strong>over the same period.<\/li>\n\n\n\n<li>Higher education out-turn increased from 88.28 lakh in 2014-15 to over <strong>1.09 crore<\/strong> in 2023-24.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>This expansion, including greater participation of women and disadvantaged groups, supports human-capital formation and the <strong>NEP 2020 target of 50% higher-education GER by 2035<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Issues &amp; Concerns in India\u2019s Literacy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Rural\u2013urban Divide:<\/strong> PLFS 2025 shows a 11.6 percentage-point gap in literacy between rural and urban populations aged 7+.<\/li>\n\n\n\n<li><strong>Gender Disparity:<\/strong> Rural female literacy remains significantly below male literacy.<\/li>\n\n\n\n<li><strong>Secondary-stage Attrition:<\/strong> Dropout and declining retention become pronounced at higher school stages.<\/li>\n\n\n\n<li><strong>Beyond Basic Literacy:<\/strong> Digital, financial, numeracy and critical life skills are increasingly essential.<\/li>\n\n\n\n<li><strong>Equity &amp; Inclusion:<\/strong> Regional and social disparities require sustained attention.<\/li>\n\n\n\n<li><strong>Learning Quality:<\/strong> Enrolment alone needs to translate into foundational competencies and meaningful learning.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>ULLAS (New India Literacy Programme):<\/strong> It targets adults aged 15+ who missed formal schooling.\n<ul class=\"wp-block-list\">\n<li>It combines functional literacy, numeracy, critical life skills and lifelong learning through a <strong>hybrid model<\/strong>.<\/li>\n\n\n\n<li>It aims to cover <strong>5 crore learners (2022\u201327)<\/strong> with an outlay of <strong>\u20b91,037.90 crore<\/strong>.\u00a0<\/li>\n\n\n\n<li>About <strong>4.03 crore learners<\/strong> and <strong>52.20 lakh volunteers<\/strong> have registered, while over <strong>3.3 crore<\/strong> have participated in FLNAT so far.<\/li>\n\n\n\n<li><strong>Ten (10) States\/UTs<\/strong> have declared themselves <strong>fully literate<\/strong> between 2024 and 2026. These include Ladakh, Mizoram, Goa, Tripura, Himachal Pradesh, Chandigarh, Andaman &amp; Nicobar Islands, Sikkim, Uttarakhand and Jammu &amp; Kashmir.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"c7d9e4\" data-has-transparency=\"false\" style=\"--dominant-color: #c7d9e4;\" loading=\"lazy\" decoding=\"async\" width=\"428\" height=\"309\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-233.png\" alt=\"\" class=\"not-transparent wp-image-85995\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-233.png 428w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-233-300x217.png 300w\" sizes=\"auto, (max-width: 428px) 100vw, 428px\" \/><\/figure>\n<\/div>\n\n\n<ul class=\"wp-block-list\">\n<li><strong>NIPUN Bharat (2021):<\/strong> It seeks <strong>universal foundational literacy and numeracy by 2026-27<\/strong>, ensuring foundational skills by Grade 2 for <strong>children aged 3\u20138 years.<\/strong><\/li>\n\n\n\n<li><strong>Other Supporting Schemes:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Samagra Shiksha:<\/strong> Inclusive schooling, foundational learning, teacher development and vocational integration.<\/li>\n\n\n\n<li><strong>PM SHRI:<\/strong> Strengthening <strong>14,500+ exemplar schools<\/strong>.<\/li>\n\n\n\n<li><strong>PM e-VIDYA:<\/strong> Multimodal digital, online and on-air learning, expected to benefit nearly <strong>25 crore children<\/strong>.<\/li>\n\n\n\n<li><strong>PM POSHAN:<\/strong> Hot cooked meals for <strong>11.20 crore students<\/strong> in 10.36 lakh schools, supporting nutrition and school participation.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Literacy and Viksit Bharat<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Literacy contributes to <strong>women\u2019s empowerment, social inclusion, employability, productivity, innovation and economic participation<\/strong>.\u00a0<\/li>\n\n\n\n<li>It is central to <strong>UN SDG 4<\/strong>, which seeks inclusive and equitable quality education and lifelong learning.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s challenge is shifting from <strong>literacy access to literacy quality<\/strong>.
