Polity<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Opposition is going to move a motion in Parliament seeking the <strong>removal of the Chief Election Commissioner.\u00a0<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 324 establishes the Election Commission of India (ECI)<\/strong> and provides for the appointment, tenure and removal of the CEC and other Election Commissioners.<\/li>\n\n\n\n<li><strong>The CEC and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023<\/strong> provides the statutory framework governing their appointment and service conditions.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Constitutional Provisions for Removal of the CEC<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 324(5) <\/strong>of the Constitution of India provides that the Chief Election Commissioner (CEC) can be removed in the same manner and on the same grounds as a <strong>judge of the Supreme Court.<\/strong>\n<ul class=\"wp-block-list\">\n<li>However, an Election Commissioner or Regional Commissioner<strong> can be removed by the President <\/strong>only on the <strong>recommendation of the CEC.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>A motion seeking the removal of the CEC<\/strong> may be introduced in either House of Parliament and must specify the grounds for seeking removal.<\/li>\n\n\n\n<li>The motion must be supported by:\n<ul class=\"wp-block-list\">\n<li>At least <strong>100 members<\/strong> of the Lok Sabha, or<\/li>\n\n\n\n<li>At least <strong>50 members<\/strong> of the Rajya Sabha.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Once the motion is admitted, the Speaker of the Lok Sabha or the Chairman of the Rajya Sabha<strong> constitutes an inquiry committee <\/strong>to investigate the allegations.\n<ul class=\"wp-block-list\">\n<li>If the committee finds the charges proven, the <strong>motion is taken up for voting in Parliament.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Both Houses must then pass the motion with a<strong> two\u2011thirds majority of those present and voting.<\/strong> After both Houses approve the motion, the President issues the final order for removal.\n<ul class=\"wp-block-list\">\n<li>So far, no Chief Election Commissioner has ever been successfully removed or impeached \u201cAyurveda for a Healthier Tomorrow\u201d.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About Ayurveda Day<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Government notified<strong> September 23<\/strong> as Ayurveda Day every year on a permanent basis in<strong> 2025.<\/strong><\/li>\n\n\n\n<li>The date coincides with the <strong>autumnal equinox<\/strong>, when day and night are approximately equal, symbolising the principle of balance associated with Ayurveda.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What is Ayurveda?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The term Ayurveda denotes the <strong>\u201cknowledge of life\u201d. <\/strong>It is the ancient Indian school of medicine that focuses on holistic well-being.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The earliest references found in the <strong>four Vedas<\/strong>\u2014Indian texts composed between <strong>5000 and 1000 BCE.<\/strong>\n<ul class=\"wp-block-list\">\n<li>These Vedas discuss treatments using plant-based remedies and natural techniques.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Its focus is on maintaining health and treating illness through a balance of<strong> doshas, agni, dhatus and malas<\/strong>, along with physical and mental well-being.<\/li>\n\n\n\n<li>The ayurvedic references were later expanded into organized texts like the<strong> Charaka Samhita <\/strong>and<strong> Sushruta Samhita,<\/strong> which focused on areas such as internal medicine, surgery, and holistic lifestyle practices.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Growth of Ayurveda<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>By 200 BCE<\/strong>, Ayurveda had gained international renown, drawing medical students from across the world to the<strong> Takshashila University in India.<\/strong><\/li>\n\n\n\n<li>From the <strong>2nd to the 7th <\/strong>centuries CE, <strong>Nalanda University<\/strong> also became a significant centre for Ayurvedic learning, especially for students from <strong>Japan, China<\/strong>, and other countries.\n<ul class=\"wp-block-list\">\n<li>Ayurveda also <strong>spread eastward<\/strong> through Buddhism, deeply influencing Tibetan and Chinese medical systems.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>In 1827<\/strong>, India\u2019s first formal Ayurveda course was launched at the Government <strong>Sanskrit College in Calcutta.<\/strong><\/li>\n\n\n\n<li><strong>Currently Ayush sector size<\/strong> in India is<strong> 6.5 lakh crore <\/strong>and is contributing <strong>1.5 percent <\/strong>in Country&#8217;s GDP.\n<ul class=\"wp-block-list\">\n<li>This sector is expected to grow over <strong>200 billion by 2030.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 Minister Sanae Takaichi called on the UN to delete the archaic \u201cenemy state\u201d references from its Charter, which China and Russia have recently used to attack Japan\u2019s rising defence spending.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u201cEnemy State\u201d Clause in UN Charter&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The \u201cenemy state\u201d provisions in the UN Charter, drafted after World War II and effective from October 24, 1945, were intended by the victorious Allied Powers to prevent the revival of militarism or fascism in former Axis Powers\u2014Germany, Italy and Japan.\u00a0<\/li>\n\n\n\n<li>The term appears in Articles 53, 77 and 107 of the Charter.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Major Articles of the UN Charter&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 53 <\/strong>allows for enforcement action to be taken against an \u2018enemy state\u2019 without prior permission from the UN Security Council under specific conditions.\n<ul class=\"wp-block-list\">\n<li>Article 53(2) defines an enemy state as any country which was an enemy of a signatory of the Charter of the United Nations in the Second World War.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Article 107 permits<\/strong> the former Allied Powers to take enforcement action against World War II enemy states (Axis Powers) without prior UN Security Council approval, creating an exception to the general rule requiring UN authorisation for the use of force.<\/li>\n\n\n\n<li><strong>Article 77(1)(b) <\/strong>provides for applying the UN trusteeship system to territories detached from enemy states after World War II.\n<ul class=\"wp-block-list\">\n<li>Under Articles 73 and 75, these territories were to be administered and supervised until their people achieved full self-government.
