class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In the ongoing session of the <strong>UN General Assembly (UNGA), <\/strong>France has made a <strong>proposal to enhance the functioning of the UN,<\/strong> especially in <strong>dealing with collective security and the use of veto.\u00a0<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About the United Nations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The United Nations is an international organization founded in <strong>1945<\/strong>.\u00a0<\/li>\n\n\n\n<li><strong>The main bodies of the United Nations are<\/strong> the General Assembly, the Security Council, the Economic and Social Council, the Trusteeship Council, the International Court of Justice, and the UN Secretariat.\n<ul class=\"wp-block-list\">\n<li>All were established under the<strong> UN Charter when the Organization was founded in 1945.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Members:<\/strong> Currently it has 193 Member States and its work is guided by the purposes and principles contained in its founding Charter.\n<ul class=\"wp-block-list\">\n<li>All UN Member States are members of the <strong>General Assembly.\u00a0\u00a0<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Membership:<\/strong> States are admitted to membership by a decision of the General Assembly upon the <strong>recommendation of the Security Council.<\/strong><\/li>\n\n\n\n<li><strong>The Security Council is the UN&#8217;s premier decision-making body.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>It has 15 Members<\/strong> (5 permanent and 10 non-permanent members).<\/li>\n\n\n\n<li><strong>The five permanent members <\/strong>China, France, Russia, the United Kingdom, and the United States<strong> have the veto power<\/strong> and <strong>non-permanent members<\/strong> are elected for <strong>two-year terms <\/strong>by the General Assembly.<\/li>\n\n\n\n<li>It has primary responsibility for the<strong> maintenance of international peace and security.\u00a0<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The Secretary-General is Chief Administrative Officer of the UN<\/strong>.\n<ul class=\"wp-block-list\">\n<li>The Secretary-General is appointed by the General Assembly on the recommendation of the Security Council for a <strong>5-year renewable term.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Election of Non Permanent Members<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Each year the <strong>General Assembly elects five non-permanent members<\/strong> (out of 10 in total) for a <strong>two-year term.<\/strong><\/li>\n\n\n\n<li>The 10 non-permanent seats are distributed on a regional basis as follows:\n<ul class=\"wp-block-list\">\n<li>Five for African and Asian States;<\/li>\n\n\n\n<li>One for the Eastern European States;<\/li>\n\n\n\n<li>Two for the Latin American and Caribbean States;<\/li>\n\n\n\n<li>Two for Western European and other States.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>To be elected to the Council, candidate countries need a <strong>two-thirds majority<\/strong> of ballots of the Member States that are present and voting in the Assembly.\n<ul class=\"wp-block-list\">\n<li>The elections are held with each of the<strong> 193 member states casting its vote in a secret ballot.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>More than 50 United Nations Member States have never been Members of the Security Council.\n<ul class=\"wp-block-list\">\n<li><strong>India<\/strong> last sat at the UN high table as a non-permanent member in <strong>2021-22.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need for the Reforms in the UNSC<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Current Composition:<\/strong> The current composition of the Security Council has <strong>under-representation and un-representation of key regions<\/strong>.<\/li>\n\n\n\n<li><strong>Changes in World Order:<\/strong> The world has undergone significant<strong> changes since 1945 <\/strong>and the<strong> new realities need to be reflected <\/strong>in the permanent membership.\u00a0<\/li>\n\n\n\n<li><strong>Veto Power: <\/strong>Currently, <strong>only the five permanent members <\/strong>hold veto powers and through its use have stalled action in the Council to address global challenges and conflicts such as in Ukraine and Gaza.\n<ul class=\"wp-block-list\">\n<li>The remaining 10 nations in the Council are elected to sit as non-permanent members for two-year terms and <strong>do not have veto powers.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Legitimacy:<\/strong> The disproportionate power held by the five permanent members, particularly their veto power <strong>lead to a perception of unfairness and lack of legitimacy.<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Loss of Relevance and Credibility: <\/strong>The UN is increasingly sidelined in major global crises, its failure to enforce collective decisions has eroded faith in multilateralism.<\/li>\n\n\n\n<li><strong>Changing Global Power Structure: <\/strong>The UN reflects the power realities of 1945, not the 21st century, emerging powers like India, Brazil, Germany, Japan, and South Africa deserve permanent representation.<\/li>\n\n\n\n<li><strong>Addressing Emerging Global Challenges: <\/strong>Issues like climate change, cyber warfare, pandemics, and AI governance demand a more responsive and modernized UN structure.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Limitations in Introducing the Reforms in UNSC<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Veto Power of Permanent Members:<\/strong> Any reforms to the composition or working methods of the UNSC require the approval of the <strong>five permanent members.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>These countries have divergent interests and are reluctant to support changes that could diminish their influence within the Council.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Regional Dynamics:<\/strong> Regional rivalries and geopolitical tensions complicate efforts to reform the Council.<\/li>\n\n\n\n<li><strong>Complexity of the Reform Process:<\/strong> Amending the UN Charter to enact reforms requires a lengthy and complex process involving ratification by a significant number of member states, making it difficult to enact substantive reforms.<\/li>\n\n\n\n<li><strong>Question of veto for new members: <\/strong>There is no consensus on whether an expanded permanent membership should also receive veto rights.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The call for reform is driven by the UN\u2019s diminishing credibility and outdated structure.\u00a0<\/li>\n\n\n\n<li>However, deep contradictions within its founding design, between democracy and great-power privilege make genuine reform almost impossible.<\/li>\n\n\n\n<li>Hence, while incremental reforms (e.g., improving transparency, enhancing regional voices) may be feasible, a new global multilateral framework suited for a multipolar world may eventually be necessary.<\/li>\n<\/ul>\n\n\n\n<p><strong>Source: <\/strong><a
