{"id":85482,"date":"2026-09-24T18:11:14","date_gmt":"2026-09-24T12:41:14","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=85482"},"modified":"2026-09-24T18:12:09","modified_gmt":"2026-09-24T12:42:09","slug":"3rd-national-conference-anti-narcotics-task-force-antf","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/24-09-2026\/3rd-national-conference-anti-narcotics-task-force-antf","title":{"rendered":"3rd National Conference of Anti-Narcotics Task Force (ANTF)"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Internal Security<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Union Home Minister inaugurated the<strong> 3rd National Conference of Anti-Narcotics Task Force (ANTF) Heads of States\/UTs in New Delhi.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>He also laid the foundation stones for new <strong>Narcotics Control Bureau (NCB) Zone complexes<\/strong> in <strong>Lucknow and Dehradun.<\/strong><\/li>\n\n\n\n<li>The two-day conference was organised by the <strong>NCB<\/strong> and saw participation of<strong> ANTF heads from 36 States and Union Territories<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>The Anti-Narcotics Task Force (ANTF)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a dedicated <strong>State\/Union Territory-level mechanism<\/strong> for combating<strong> drug trafficking and strengthening coordination <\/strong>among agencies involved in enforcement of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.<\/li>\n\n\n\n<li><strong>Each State\/UT has a dedicated ANTF,<\/strong> generally headed by an Additional Director General (ADG) or Inspector General (IG)-level police officer.<\/li>\n\n\n\n<li>They facilitate coordination between <strong>State Police, the Narcotics Control Bureau (NCB) and other Central and State enforcement agencies.<\/strong><\/li>\n\n\n\n<li>Their activities include <strong>intelligence gathering, investigation, interdiction of drug trafficking and action against illicit drug networks.<\/strong><\/li>\n\n\n\n<li><strong>Role of NCB:<\/strong> The NCB is the <strong>central nodal agency <\/strong>for drug-law enforcement and coordinates the activities of Central and State agencies.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Drug Trafficking in India as per the NCB Annual Report&nbsp; 2025<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Myanmar Emerged as Alternative Source: <\/strong>Following the 2022 Taliban-imposed ban on drugs in Afghanistan, <strong>Myanmar <\/strong>has emerged as an alternative source of global opium supply.\n<ul class=\"wp-block-list\">\n<li>Myanmar\u2019s illicit opium cultivation expanded by approximately<strong> 56% between 2021 and 2023<\/strong>.<\/li>\n\n\n\n<li><strong>Myanmar\u2019s Golden Triangle<\/strong> has expanded as both an opiate supplier and a dominant methamphetamine hub.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>North-East India Most Impacted: <\/strong>The northeastern States of Manipur, Mizoram, and Nagaland are bearing the sharpest frontline exposure due to the enhanced production of drugs in Myanmar.<\/li>\n\n\n\n<li><strong>Porous Border Mechanisms: <\/strong>The Free Movement Regime (FMR) along the India-Myanmar border, have created conditions under which these States have transitioned from peripheral transit zones to active staging grounds for distribution of narcotics.<\/li>\n\n\n\n<li><strong>Drug Trafficking Through Afghanistan: <\/strong>The drone-based drug trafficking from across the Pakistan border has seen a five-fold increase over the past five years.\n<ul class=\"wp-block-list\">\n<li><strong>The South Asian arm of the drug trade via Afghanistan<\/strong> flows through Pakistan into India via both the land frontier in Punjab and Rajasthan, and the maritime frontier along the Gujarat and Maharashtra coastlines.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why is India Targeted by Drug Trafficking?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Geographic Location: <\/strong>India is situated at the intersection of the illicit drug flows from two key drug-producing regions, the so-called <strong>Golden Crescent <\/strong>(encompassing the border regions of Afghanistan, Pakistan and Iran) and the <strong>Golden Triangle<\/strong> (including Myanmar, Laos and Thailand), and has been historically affected by heroin flows from both directions.<\/li>\n\n\n\n<li><strong>Extensive Land and Maritime Borders: <\/strong>India shares over 15,000 km of land borders and a coastline of over 11,000 Km.\n<ul class=\"wp-block-list\">\n<li>Porous borders with Myanmar, Nepal, and Bangladesh facilitate cross-border smuggling through difficult terrain and informal routes.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Growing Domestic Market:<\/strong> India is no longer only a transit country but also a significant consumer market.<\/li>\n\n\n\n<li><strong>Pharmaceutical Manufacturing Base: <\/strong>India is one of the world&#8217;s largest producers of pharmaceuticals and precursor chemicals.\n<ul class=\"wp-block-list\">\n<li>Diversion of precursor chemicals can aid the illegal manufacture of synthetic drugs if regulatory oversight is weak.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Narco-Terrorism: <\/strong>Drug trafficking finances terrorist organisations and insurgent groups. Proceeds from narcotics have been used to fund anti-India activities, especially along the western border.<\/li>\n\n\n\n<li><strong>Expanding Maritime Trade: <\/strong>India&#8217;s busy ports and growing container traffic create opportunities to conceal narcotics among legitimate cargo.<\/li>\n\n\n\n<li><strong>Difficult Terrain and Border Challenges: <\/strong>Dense forests, mountains, deserts, and riverine stretches make surveillance difficult.<\/li>\n\n\n\n<li><strong>Regional Instability: <\/strong>Political instability and weak law enforcement in parts of neighbouring countries enable cultivation, production, and trafficking of narcotics into and through India.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Impact of Drug Abuse<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Economic Impact:<\/strong> Drug abuse lowers productivity, increases healthcare costs, and weakens human capital.<\/li>\n\n\n\n<li><strong>Health Impact: <\/strong>It causes mental disorders, spreads HIV\/AIDS and hepatitis, and leads to physical deterioration.<\/li>\n\n\n\n<li><strong>Social Impact: <\/strong>It disrupts families, fuels domestic violence, and results in social isolation and stigma.<\/li>\n\n\n\n<li><strong>National Security Impact:<\/strong> Drug trade fosters narco-terrorism, organised crime, and youth involvement weakens national integrity.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Three Year Roadmap: <\/strong>The Union Home Minister outlined a<strong> three-year roadmap<\/strong> to make India <strong>drug-free by 2029. The road map is based on four pillars.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>First<\/strong> is intelligence and operation-based enforcement; <strong>second<\/strong>\u2014precursor and synthetic drugs control; <strong>third<\/strong>\u2014demand and harm reduction; and <strong>fourth<\/strong>\u2014capacity building and coordination.\u00a0<\/li>\n\n\n\n<li><strong>BSF, CISF, Indian Coast Guard, Customs and DRI<\/strong> will carry out risk-based profiling and install scanners at land borders, ports, airports and cargo for sharper surveillance.\u00a0<\/li>\n\n\n\n<li><strong>The CBI, Ministry of External Affairs and Interpol<\/strong> will bring back the fugitives.\u00a0<\/li>\n\n\n\n<li><strong>The Enforcement Directorate, Financial Intelligence Unit and the banking system<\/strong> will catch the money trail.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Narcotic Drugs and Psychotropic Substances Act, 1985 (NDPS Act):<\/strong> It prohibits the production, possession, sale, and consumption of illicit drugs and prescribes penalties for violations.<\/li>\n\n\n\n<li><strong>Nasha Mukt Bharat Abhiyaan:<\/strong> Launched in 2020, this campaign aims to create awareness about the ill effects of drug abuse and promote a drug-free India.\u00a0<\/li>\n\n\n\n<li><strong>350 Integrated Rehabilitation Centers for Addicts (IRCAs) <\/strong>are supported by the Government to provide treatment for the drug victims, preventive education, awareness generation, motivational counseling, detoxification\/de-addiction, after care and re-integration into the social mainstream.<\/li>\n\n\n\n<li><strong>Kashi Declaration: It is a five-year roadmap <\/strong>for drug-free India,<strong> <\/strong>signed during the<strong> <\/strong>Youth Spiritual Summit in <strong>Varanasi.<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>India <\/strong>has<strong> <\/strong>set a national goal of achieving a<strong> Drug-Free India by 2047.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>India has signed Bilateral Agreements with 27 countries,<\/strong> Memorandum of Understanding with 16 countries and Agreements on Security Cooperation with 02 countries for combating illicit trafficking of Narcotic Drugs and Psychotropic Substances (NDPS) and Chemical Precursors as well as related offences.<\/li>\n\n\n\n<li><strong>DarkNet Monitoring Cell <\/strong>under <strong>Narcotics Control Bureau (NCB) <\/strong>tracks online drug sales.<\/li>\n\n\n\n<li>To monitor the investigation of important and significant seizures, a<strong> Joint Coordination Committee (JCC) under the Chairmanship of Director General, Narcotics Control Bureau (NCB) <\/strong>has been set up.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The growing drug menace in India poses a grave threat to public health, societal well-being, and national security.\u00a0<\/li>\n\n\n\n<li>However, sustained success will require coordinated efforts across government, civil society, and communities, with a strong
