Graham Sanctioning Russia and Iran Act of 2026<\/strong>, allowing the U.S. to<strong> impose tariffs of up to 100%<\/strong> on th<strong>e top five purchasers of Russian oil.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About the Bill<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The bill calls for the <strong>US Trade Representative to reassess the top five purchasers every 180 days<\/strong> to adjust tariff rates based on changes in purchasing behaviour.\n<ul class=\"wp-block-list\">\n<li>Apart from <strong>China and India,<\/strong> the other top purchasers of Russian oil are <strong>Turkiye, Slovakia, and Hungary.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>It provides exceptions for countries<\/strong> that import<strong> less than 15% <\/strong>of their natural gas from Russia and are taking steps to reduce those imports.<\/li>\n\n\n\n<li><strong>Supporters of the bill claim<\/strong> it&#8217;s necessary to choke off <strong>Russia\u2019s energy income,<\/strong> weakening the Russian President&#8217;s<strong> ability to finance the war in Ukraine.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Import of Russian Oil<\/strong><\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"c3cacf\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"582\" height=\"365\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-140.png\" alt=\"us russia sanctions bill\" class=\"not-transparent wp-image-85086\" style=\"--dominant-color: #c3cacf; aspect-ratio:1.5946142649199417;width:537px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-140.png 582w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-140-300x188.png 300w\" sizes=\"auto, (max-width: 582px) 100vw, 582px\" \/><\/figure>\n<\/div>\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Invasion of Ukraine:<\/strong> Most of the Western countries avoided Russian crude following the country\u2019s 2022 invasion of Ukraine.\n<ul class=\"wp-block-list\">\n<li>Russia began offering <strong>discounts on its oil <\/strong>to willing buyers, including Indian refiners.<\/li>\n\n\n\n<li>This is how a peripheral supplier of oil to India became India\u2019s biggest source of crude, displacing the traditional West Asian suppliers.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Security Amid West Asia Crisis:<\/strong> This proved to be a strong energy security hedge for India amid the West Asia crisis, as oil flows from the Gulf dried up.\u00a0<\/li>\n\n\n\n<li><strong>Unsubstitutable Supply Source: <\/strong>Despite the threat of sanctions, Russian crude remains the most practical and competitive source of supply for Indian refiners and is extremely difficult to replace in the current market.<\/li>\n\n\n\n<li><strong>India imported<\/strong> 2.08 million barrels per day (bpd) of Russian oil in August, accounting for 45% of the country\u2019s total oil imports. The share was even higher, at over 50%, in the preceding two months.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns for India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tight Global Supply Chains:<\/strong> For India, reducing Russian oil imports is just not an option in the prevailing circumstances of global energy supply tightness amid the West Asia crisis.\n<ul class=\"wp-block-list\">\n<li>Even for the U.S., taking away millions of barrels of Russian oil from the global market when energy flows from West Asia remain highly constrained wouldn\u2019t be prudent.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Higher import costs and inflation:<\/strong> If Russian supplies become inaccessible and India has to procure costlier alternatives, the impact could pass through to transport, manufacturing, agriculture, and consumer prices.\u00a0<\/li>\n\n\n\n<li><strong>India\u2013US trade relations: <\/strong>The proposed tariff mechanism could add pressure to ongoing India\u2013US trade negotiations. India has itself warned that such measures could affect bilateral relations.<\/li>\n\n\n\n<li><strong>Strategic Autonomy: <\/strong>External pressure to alter India&#8217;s energy purchases can constrain India&#8217;s ability to pursue an independent foreign policy based on national energy-security interests.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Maintain diversified sourcing:<\/strong> While procuring crude from Russia, India could simultaneously expand supplies from the Middle East, Africa, the Americas, and other reliable sources to avoid excessive dependence on any single country.<\/li>\n\n\n\n<li><strong>Pursue diplomatic engagement: <\/strong>India should engage both the U.S. and Russia to protect its energy-security interests while advocating that sanctions and tariff measures should not destabilise global energy markets.<\/li>\n\n\n\n<li><strong>Strengthen strategic petroleum reserves: <\/strong>Expanding and efficiently managing strategic petroleum reserves can provide a buffer against sudden geopolitical or supply disruptions.<\/li>\n\n\n\n<li><strong>Deepen energy partnerships: <\/strong>India should strengthen cooperation with major energy-consuming countries on emergency stockpiles, alternative supply routes and energy-resilience mechanisms.<\/li>\n\n\n\n<li><strong>Balance affordability with strategic autonomy: <\/strong>The immediate priority should be ensuring affordable and uninterrupted energy supplies while gradually reducing vulnerability to geopolitical pressure.<\/li>\n<\/ul>\n\n\n\n<p><strong>Source: <\/strong><a href=\"https:\/\/www.thehindu.com\/news\/international\/us-house-passes-russia-sanctions-bill-india-tariffs\/article71474350.ece\" target=\"_blank\" rel=\"noopener\"><strong>TH<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p><strong> Context <\/strong><\/p>\n<li class=\"ms-5\"> The US House of Representatives passed the Lindsey O.
