India started retailing E20 at selected outlets in <strong>2023<\/strong> under the <strong>Ethanol Blended Petrol (EBP) Programme.<\/strong><\/li>\n\n\n\n<li>The policy is aimed at reducing dependence on imported crude oil, promoting domestic biofuel production, supporting farmers and reducing the carbon intensity of transport.<\/li>\n\n\n\n<li>The government advanced the target of <strong>20% ethanol blending in petrol to 2025-26,<\/strong> instead of the earlier 2030 target.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/11-07-2026\/centre-defends-e20-rollout\"><strong>Major Promises of E20<\/strong><\/a><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lower Emissions:<\/strong> Ethanol is partly derived from biomass and can therefore reduce the carbon intensity of fuel.\n<ul class=\"wp-block-list\">\n<li>The actual environmental benefit, however, depends on several factors i.e. vehicle efficiency, ethanol feedstock and production process, lifecycle emissions, blending level and distance travelled per litre.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Foreign-exchange Savings: <\/strong>Domestic ethanol can replace a part of imported petroleum. This can reduce crude-oil demand and help in saving foreign-exchange.<\/li>\n\n\n\n<li><strong>Farmer Income Diversification: <\/strong>Ethanol provides an additional market for crops such as <strong>sugarcane and maize<\/strong>. For farmers, this creates another possible revenue channel.\n<ul class=\"wp-block-list\">\n<li>India increasingly uses <strong>maize and sugarcane-derived feedstocks<\/strong> for ethanol.<\/li>\n\n\n\n<li>At the same time, large-scale diversion of these crops can affect their availability and prices.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Supports Rural Economy:<\/strong> More distilleries, ethanol supply chains and biomass utilisation can bring investment and employment opportunities to rural areas.<\/li>\n\n\n\n<li><strong>Reduces Excess Sugar Stocks: <\/strong>Ethanol gives sugar mills another outlet for sugar and molasses. This can help in managing the structural surplus in the sugar sector.<\/li>\n\n\n\n<li><strong>Feedstock Diversification:<\/strong> Government policy has increasingly encouraged <strong>maize and other feedstocks.<\/strong> It can reduce excessive dependence on sugarcane.<\/li>\n\n\n\n<li><strong>Strategic Transition:<\/strong> E20 can be an intermediate step towards <strong>flex-fuel vehicles, advanced biofuels and lower-carbon mobility<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Issues &amp; Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lower Fuel Economy &amp; Higher Consumer Expenditure: <\/strong>Ethanol contains less energy per litre than gasoline. As the ethanol share increases, vehicle fuel economy can therefore decline.\n<ul class=\"wp-block-list\">\n<li>The <strong>ARAI\u2013SIAM\u2013IOCL study<\/strong> estimated a <strong>2\u20136% reduction in fuel economy<\/strong>, depending on vehicle category and vintage.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Legacy-vehicle Compatibility:<\/strong> Older vehicles may not have been designed for higher ethanol blends. It raises concerns related to compatibility, durability and maintenance.\n<ul class=\"wp-block-list\">\n<li>Owners of such vehicles may consequently face adjustment costs during the transition.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Emission Benefit is Mileage-dependent:<\/strong> Ethanol has a lower carbon content per litre. But the benefit also depends on vehicle mileage.\n<ul class=\"wp-block-list\">\n<li>The supplied analysis indicates that with a <strong>4\u20136% mileage loss, <\/strong>emissions per kilometre could potentially rise.<\/li>\n\n\n\n<li>The actual result can vary with vehicle vintage and the lifecycle of ethanol production.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Food-versus-fuel Concern:<\/strong> Greater diversion of <strong>maize and sugarcane<\/strong> towards ethanol can increase competition between fuel, food, feed and other agricultural uses.<\/li>\n\n\n\n<li><strong>Sugar Export Implications:<\/strong> Higher domestic ethanol demand has created policy tensions between ethanol requirements and sugar availability, including export restrictions.\n<ul class=\"wp-block-list\">\n<li>Lower exports can, in turn, reduce agricultural export earnings.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Maize Import\/Export Pressure:<\/strong> Ethanol production is increasing demand for maize. If domestic supply does not keep pace, this can put pressure on prices and trade flows.\n<ul class=\"wp-block-list\">\n<li>India was reported in the supplied material as becoming a <strong>net maize importer<\/strong> in the preceding year.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Water-intensive Feedstock:<\/strong> Sugarcane requires relatively large quantities of water. It raises questions about the sustainability of further ethanol expansion in water-stressed regions.<\/li>\n\n\n\n<li><strong>Benefits Depend on Feedstock:<\/strong> First-generation ethanol produced from food crops does not have the same sustainability profile as <strong>2G ethanol made from agricultural residues<\/strong>.<\/li>\n\n\n\n<li><strong>Distributional Impact: <\/strong>The impact of a uniform E20 transition will not be the same for everyone.\n<ul class=\"wp-block-list\">\n<li>Owners of older, less E20-compatible vehicles may face higher adjustment costs, while the benefits from reduced oil imports are realised largely at the macroeconomic level.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Vehicle Compatibility: <\/strong>Ensure E20-compatible vehicles and fuel systems across the fleet.<\/li>\n\n\n\n<li><strong>Consumer Transparency: <\/strong>Publish fuel-economy and \u20b9\/km comparisons for different vehicle vintages.\n<ul class=\"wp-block-list\">\n<li>It would allow consumers to understand the actual cost implications of different fuel blends.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Feedstock Diversification:<\/strong> Put greater priority to agricultural residues, second-generation ethanol and other non-food feedstocks.<\/li>\n\n\n\n<li><strong>Food Security Safeguards:<\/strong> Ethanol procurement needs to be calibrated so that diversion of agricultural commodities does not undermine food availability.<\/li>\n\n\n\n<li><strong>Lifecycle Assessment:<\/strong> E20 should be assessed on <strong>well-to-wheel emissions<\/strong>, rather than only on tailpipe emissions.<\/li>\n\n\n\n<li><strong>Public Transport: <\/strong>Expand reliable mass transit and last-mile connectivity.
