{"id":85002,"date":"2026-09-17T18:14:11","date_gmt":"2026-09-17T12:44:11","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=85002"},"modified":"2026-09-17T18:14:40","modified_gmt":"2026-09-17T12:44:40","slug":"india-wto-plurilateral-agreements","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/17-09-2026\/india-wto-plurilateral-agreements","title":{"rendered":"India Sets Terms for WTO Plurilateral Agreements"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/IR; GS3\/Economy<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>After opposition to plurilateral pacts at the World Trade Organisation\u2019s (WTO\u2019s) Ministerial Conference this year, India offered its proposal on WTO reforms which could help <strong>insert plurilateral agreements within the WTO framework.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Background<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India had blocked the<strong> insertion of China-backed Investment Facilitation for Development (IFD) plurilateral pact<\/strong> into the WTO rulebook.\u00a0<\/li>\n\n\n\n<li>The change in India\u2019s position <strong>came after the BRICS summit and the bilateral talks with China.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>The New Delhi Declaration said <strong>BRICS members recognise the importance of identifying pathways for plurilateral initiatives.\u00a0<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are Plurilateral Agreements?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A plurilateral agreement is a <strong>trade deal between a group of WTO members rather than all WTO members.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>For example, if 50 WTO members agree on a particular set of rules, the remaining members are not automatically bound by those rules.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>A plurilateral agreement can become <strong>part of the WTO&#8217;s official rulebook only if all WTO members agree to it.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Difference Between Plurilateral Deals and Multilateral WTO Agreements?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Multilateral agreement<\/strong> involves the <strong>WTO membership as a whole.<\/strong> The idea is that all WTO members negotiate the rules together.\u00a0<\/li>\n\n\n\n<li>On the other hand, <strong>plurilateral agreement<\/strong> involves <strong>only a group of WTO members.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>Countries that join the agreement have to follow its rules, while c<strong>ountries that do not join are generally not bound by those rules.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why is India Against some Plurilateral Deals?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has been concerned that <strong>plurilateral agreements could allow a group of powerful or interested countries<\/strong> to create new rules without the participation of everyone. This becomes <strong>especially important for developing countries.<\/strong><\/li>\n\n\n\n<li>India&#8217;s argument is that <strong>WTO members should first decide common rules and safeguards<\/strong> for all plurilateral agreements.\n<ul class=\"wp-block-list\">\n<li>It does not want <strong>one agreement to be added first and the broader rules to be decided later.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Terms to Advance Talks on WTO Plurilateral Agreements<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Right to opt out:<\/strong> WTO members should have the right to not participate in a plurilateral agreement, without losing their existing rights under the WTO.<\/li>\n\n\n\n<li><strong>Protect developing countries:<\/strong> Special and Differential Treatment (S&amp;DT) should remain central so that plurilateral agreements do not ignore the concerns and priorities of developing and least-developed countries.<\/li>\n\n\n\n<li><strong>Avoid overburdening the WTO:<\/strong> Too many plurilateral agreements could put pressure on the WTO\u2019s limited budget and administrative resources.<\/li>\n\n\n\n<li><strong>Protect essential WTO functions:<\/strong> WTO resources should not be diverted from important activities such as technical assistance and capacity building for developing countries.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>WTO<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The WTO is the successor of the erstwhile <strong>General Agreement on Tariffs and Trade (GATT),<\/strong> and is the world\u2019s largest <strong>intergovernmental trading body<\/strong> established in <strong>1995<\/strong>.<\/li>\n\n\n\n<li>It is the <strong>only global international organization <\/strong>dealing with the<strong> rules of trade between nations.<\/strong><\/li>\n\n\n\n<li>It has<strong> over 160 member nations,<\/strong> and represents <strong>98% of the world\u2019s trade.<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Its stated goal is to <strong>open trade for the benefit of all.<\/strong><\/li>\n\n\n\n<li><strong>Ministerial conferences<\/strong> usually take place <strong>every two
