the adoption of Hindi in Devanagari script as the official language of the Union by the Constituent Assembly in <strong>1949.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Language Debate in the Constituent Assembly<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hindi proponents requested that Hindi be declared the national language and English be scrapped as early as possible.\n<ul class=\"wp-block-list\">\n<li>However representatives from <strong>non-Hindi speaking areas were opposed <\/strong>to linguistic uniformity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Moderate leaders, recognised the <strong>practical difficulties of replacing English <\/strong>immediately, particularly in administration, law and technical communication.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Munshi\u2013Ayyangar Formula<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The formula sought to <strong>balance the demand for Hindi<\/strong> with the linguistic diversity and administrative dependence on English.<\/li>\n\n\n\n<li>It provided for Hindi in <strong>Devanagari script <\/strong>as the official language of the Union under<strong> Article 343 of the Constitution.<\/strong><\/li>\n\n\n\n<li>English was allowed to continue for official purposes during a <strong>15-year transitional period <\/strong>from the commencement of the Constitution.<\/li>\n\n\n\n<li>Freedom for States to adopt their own <strong>official languages for internal government has announced that <strong>banks cannot impose any charges on Unified Payments Interface (UPI) transactions of up to 2,000 rupees.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It specifically categorised <strong>RuPay-powered debit cards and UPI transactions<\/strong> of up to 2,000 rupees as<strong> \u201celectronic modes of payment\u201d.<\/strong><\/li>\n\n\n\n<li>The notification, therefore, creates the <strong>legal room for introducing charges such as the Merchant Discount Rate (MDR) on UPI payments above Rs 2,000.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Merchant Discount Rate (MDR)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>MDR is a fee charged to <strong>merchants<\/strong> for processing <strong>digital payments,<\/strong> and is typically shared among banks and other entities involved in processing the transaction.\n<ul class=\"wp-block-list\">\n<li>Credit cards face an MDR of 1-3% of transaction value while it is up to 0.9% for debit cards.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>UPI, <\/strong>unlike card payments, has operated under a <strong>zero-MDR regime since 2020.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>MDR would<strong> not apply on person-to-person payments<\/strong> \u2014 that is, if you transferred an amount more than Rs 2,000 to a friend.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About UPI<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It was launched by the <strong>National Payments Corporation of India (NPCI)<\/strong> under the
