{"id":84865,"date":"2026-09-15T18:12:18","date_gmt":"2026-09-15T12:42:18","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=84865"},"modified":"2026-09-15T18:12:47","modified_gmt":"2026-09-15T12:42:47","slug":"india-vietnam-relations-2","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/15-09-2026\/india-vietnam-relations-2","title":{"rendered":"India\u2013Vietnam Relations: Deepening Strategic Partnership in the Indo-Pacific"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/International Relations<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/12-05-2026\/india-vietnam-ties\">India and Vietnam<\/a> recently agreed to deepen defence and security cooperation, including <strong>co-production of Indian defence equipment<\/strong>, amid China\u2019s growing assertiveness in the Indo-Pacific.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About India\u2013Vietnam Relations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India and Vietnam share a <strong>Comprehensive Strategic Partnership<\/strong>, rooted in civilisational links, convergent strategic interests and support for a <strong>free, open, inclusive and rules-based Indo-Pacific<\/strong>.<\/li>\n\n\n\n<li>Vietnam is a key pillar of India\u2019s <strong>Act East Policy<\/strong>, <strong>Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions)<\/strong> and India\u2019s engagement with ASEAN.<\/li>\n\n\n\n<li>The relationship was elevated to an <strong>Enhanced Comprehensive Strategic Partnership<\/strong> during Vietnamese General Secretary and President <strong>To Lam\u2019s State Visit to India in May 2026<\/strong>, making Vietnam the <strong>first country in the region<\/strong> with which India has bilateral ties at this level.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Historical Evolution &amp; Present Status<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Diplomatic relations were established in <strong>1972<\/strong>, building upon longstanding civilisational and anti-colonial linkages.<\/li>\n\n\n\n<li>The relationship was elevated to a <strong>Strategic Partnership in 2007<\/strong> and a <strong>Comprehensive Strategic Partnership in 2016<\/strong>.<\/li>\n\n\n\n<li>The <strong>19th India\u2013Vietnam Joint Commission Meeting (JCM)<\/strong>, co-chaired by External Affairs Minister <strong>S. Jaishankar<\/strong> and Vietnamese Foreign Minister <strong>Le Hoai Trung<\/strong>, reviewed the entire spectrum of bilateral relations.<\/li>\n\n\n\n<li>The ministers noted that high-level exchanges, including two Vietnamese State Visits, have provided renewed momentum.<\/li>\n\n\n\n<li>The two sides <strong>agreed to observe 2027 as the Year of India\u2013Vietnam Friendship<\/strong>, marking <strong>55 years of diplomatic relations<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Areas of Cooperation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Defence and Security: <\/strong>Defence cooperation is a central pillar of the <strong>Enhanced Comprehensive Strategic Partnership<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It has expanded from defence exchanges to <strong>military-to-military dialogue, capacity building and training across all three services<\/strong>.<\/li>\n\n\n\n<li>India gifted the indigenously built <strong>missile corvette INS Kirpan<\/strong> to Vietnam in <strong>2023<\/strong>.<\/li>\n\n\n\n<li><strong>12 high-speed guard boats<\/strong> were handed over in <strong>2022<\/strong> under a <strong>US$100 million Indian Line of Credit<\/strong>.<\/li>\n\n\n\n<li>Two further Lines of Credit worth <strong>US$120 million and US$180 million<\/strong> were signed between both countries <strong>in 2024<\/strong> and are currently being implemented.<\/li>\n\n\n\n<li>Both countries now seek <strong>co-production of Indian defence items<\/strong>, potentially strengthening defence-industrial cooperation and supply-chain resilience.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Trade, Connectivity and Economic Cooperation: <\/strong>The countries are working to expand <strong>trade, investment and mutually beneficial supply chains<\/strong>, alongside greater market access for Indian <strong>marine and agricultural products and pharmaceuticals<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Cooperation covers <strong>financial, port and air connectivity<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Emerging and Societal Sectors: <\/strong>New areas include <strong>nuclear energy, space cooperation, heritage conservation, standards for seafarers, capacity building and people-to-people ties<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Vietnam\u2019s participation in India\u2019s <strong>Indo-Pacific Oceans Initiative (IPOI)<\/strong> and the growing popularity of <strong>Yoga in Vietnam<\/strong> further strengthen societal and strategic linkages.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns &amp;
