{"id":84796,"date":"2026-09-14T18:21:18","date_gmt":"2026-09-14T12:51:18","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=84796"},"modified":"2026-09-14T18:22:43","modified_gmt":"2026-09-14T12:52:43","slug":"india-research-paradox","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/editorial-analysis\/14-09-2026\/india-research-paradox","title":{"rendered":"India\u2019s Research Paradox: From Research Volume to Real-World Impact"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Science &amp; Technology<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s research output has surged between 2020 and 2025, but weak citation impact, low patent commercialisation and rising retractions raise concerns over a growing <strong>\u2018paper fortress\u2019<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About India\u2019s Research Ecosystem<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has emerged as a major global producer of academic knowledge. Between <strong>2020 and 2025, Indian researchers published nearly 1.6 million papers in Scopus-indexed journals<\/strong>, the highest among countries, <strong>ahead of the US, UK and China.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Some private universities recorded <strong>over 760% growth<\/strong> in paper output in five years.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Patent activity has also expanded sharply. University patent filings rose almost fourfold, from <strong>11,150 in 2020\u201321 to 45,776 in 2024\u201325<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Some private universities have collectively surpassed the IITs in patent filings.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>In <strong>QS World University Rankings 2026<\/strong>, India had <strong>54 institutions<\/strong>, compared with <strong>only 11 in 2015,<\/strong> becoming the fourth-most represented country globally. <strong>Eight Indian institutions<\/strong> entered the global top 100 for citations per faculty.\n<ul class=\"wp-block-list\">\n<li><strong>IIT Delhi was India\u2019s highest-ranked<\/strong> institution at <strong>123rd<\/strong>, while IIT Bombay and IIT Madras followed; IIT Madras rose <strong>47 places<\/strong>, from 227th to 180th.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>However, the <strong>Times Higher Education (THE) 2026<\/strong> rankings are more sobering: although India had <strong>120+ ranked institutions<\/strong>, only four entered the global top 500. IISc was placed in the <strong>201\u2013250 band<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Research: From Publication Volume to Real-World Impact<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Publication Volume vs Research Impact: <\/strong>The central challenge is that <strong>quantity has not translated proportionately into influence<\/strong>.\n<ul class=\"wp-block-list\">\n<li>India ranks third globally in annual publication volume but only <strong>19th by h-index<\/strong>.<\/li>\n\n\n\n<li>Its aggregate h-index is <strong>925<\/strong>, compared with <strong>3,213 for the US<\/strong>.<\/li>\n\n\n\n<li>Thus, India produces enormous amounts of research but comparatively less research that is subsequently read, cited, adopted or built upon.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Patent Paradox: <\/strong>The patent story reveals a similar disconnect. Although university filings increased from <strong>11,150 to 45,776<\/strong>, patent grants in <strong>2024\u201325 fell by 67%<\/strong> from the previous year.\n<ul class=\"wp-block-list\">\n<li>Over the last five years, the overall patent-grant rate averaged about <strong>24%<\/strong>, but for universities it was reportedly as low as <strong>3%<\/strong>.<\/li>\n\n\n\n<li>More concerning, the share of granted patents actually put to commercial use, the <strong>working rate<\/strong> fell from <strong>12.1% in 2022\u201323 to just 1.6% in 2024\u201325<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Issues &amp; Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Incentive Structure: <\/strong>The <strong>NIRF<\/strong> assigns <strong>30% weightage to Research and Professional Practice<\/strong>, substantially rewarding publications and patent applications\/grants.\n<ul class=\"wp-block-list\">\n<li>The problem is that institutions can gain from <em>filing or publishing<\/em> without equivalent penalties for poor downstream outcomes.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Monetary Incentive Problem: <\/strong>Several private universities offer cash incentives, sometimes <strong>lakhs of rupees per paper, patent or conference presentation<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Such incentives, when weakly monitored, can encourage predatory publishing, questionable authorship and paper-mill activity.<\/li>\n\n\n\n<li>The contrast between <strong>IIMs and IITs<\/strong> is instructive. Some IIMs offer incentives of up to <strong>\u20b910 lakh for papers in top-tier journals<\/strong>, partly compensating faculty for the opportunity cost of consulting.<\/li>\n\n\n\n<li>Older IITs generally do not offer direct publication bonuses; they rely instead on research infrastructure, conference support, academic prestige, named chairs and technology-transfer opportunities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Research Integrity: <\/strong>India now ranks <strong>third globally in outright retractions<\/strong>. Its retraction rate increased from <strong>1.5 per thousand papers in 2012 to 3.5 in 2022<\/strong>.\n<ul class=\"wp-block-list\">\n<li>A study of <strong>3,244 Indian-affiliated retracted papers over two decades<\/strong> found around <strong>60% linked to private institutions<\/strong>, with fake peer review, fabricated data and plagiarism among major causes.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Efforts &amp; Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has strengthened its research ecosystem through <strong>ANRF<\/strong>, the <strong>National Education Policy (NEP) 2020<\/strong>, <strong>IPR reforms<\/strong> and institutional research-ethics mechanisms.\u00a0<\/li>\n\n\n\n<li>India still lacks a fully independent national research-integrity body with strong investigative powers unlike the UK\u2019s <strong>Research Integrity Office (established in 2006)<\/strong> and Denmark\u2019s statutory <strong>Board on Research Misconduct.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward: From Paper Fortress to Knowledge Power<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India needs to shift from <strong>\u2018publish more\u2019 to \u2018create impact\u2019<\/strong>.<\/li>\n\n\n\n<li><strong>Reform NIRF metrics<\/strong> to reward quality-adjusted citations, reproducibility and genuine research impact.<\/li>\n\n\n\n<li>Count patents primarily after <strong>grant and successful commercialisation<\/strong>, not merely filing.<\/li>\n\n\n\n<li>Introduce penalties for <strong>retracted papers, fabricated research and unethical authorship<\/strong>.<\/li>\n\n\n\n<li>Establish an <strong>autonomous national research-integrity authority<\/strong> with investigative powers.<\/li>\n\n\n\n<li>Replace crude cash-per-paper incentives with funding for laboratories, doctoral training, conferences and technology translation.<\/li>\n\n\n\n<li>Measure research through four lenses: <strong>scholarly, technological, economic and societal impact<\/strong>.<\/li>\n\n\n\n<li>Encourage academia-industry collaboration, start-ups, licensing, public-policy translation and locally relevant research.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India possesses extraordinary intellectual capital and a vast demographic base, demonstrated by achievements ranging from <strong>Chandrayaan to a rapidly expanding research ecosystem<\/strong>.<\/li>\n\n\n\n<li>The next transformation, however, cannot be measured merely in papers filed or patents counted.<\/li>\n\n\n\n<li><strong>Quality, integrity, utilisation and societal impact must become the true currency of Indian research<\/strong> if India is to evolve from a paper-producing nation into a genuine global knowledge power.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Daily Mains Practice Question<\/strong><br><strong>[Q] <\/strong>Critically examine the structural and institutional factors behind India\u2019s research paradox.
