{"id":84742,"date":"2026-09-12T18:31:15","date_gmt":"2026-09-12T13:01:15","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=84742"},"modified":"2026-09-12T18:31:55","modified_gmt":"2026-09-12T13:01:55","slug":"ecommerce-rules-2026","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/12-09-2026\/ecommerce-rules-2026","title":{"rendered":"The Consumer Protection (E-Commerce) (Amendment) Rules, 2026"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/ Economy<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The government has amended the Consumer Protection (E-Commerce) Rules 2020, to tighten norms on price transparency, sponsored listings, search result manipulation and dark patterns.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>E-Commerce Market in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s e-commerce industry, valued at <strong>US$ 125 billion in 2024<\/strong>, is projected to grow to US$ 345 billion by 2030, reflecting a <strong>compound annual growth rate (CAGR) of 18.4%.<\/strong><\/li>\n\n\n\n<li>India had nearly <strong>290\u2013300 million online shoppers in 2025,<\/strong> with Tier-2+ cities contributing around 65% of incremental shoppers.\n<ul class=\"wp-block-list\">\n<li>Shopper penetration remains only 25\u201330% of internet users in smaller cities, leaving significant room for future growth.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>India has become the third-largest online shopper base<\/strong> after China and the US.\u00a0<\/li>\n\n\n\n<li>The sector has benefited from increased internet penetration, rising affluence, and affordable data prices.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"ddd8cf\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"727\" height=\"361\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-97.png\" alt=\"ecommerce rules 2026\" class=\"not-transparent wp-image-84743\" style=\"--dominant-color: #ddd8cf; aspect-ratio:2.013894299441631;width:487px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-97.png 727w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-97-300x149.png 300w\" sizes=\"auto, (max-width: 727px) 100vw, 727px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Provisions of the Amended Rules<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>E-commerce entities will be <strong>prohibited from manipulating search results<\/strong> in ways that mislead consumers or reduce the relevance of results to their search queries.<\/li>\n\n\n\n<li>The entities will have to<strong> disclose the reduced price <\/strong>and prior price whenever a price cut is announced.\n<ul class=\"wp-block-list\">\n<li>The prior price has been defined as the lowest price at which the product was offered in the <strong>30 days<\/strong> before the discount was announced.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Every e-commerce entity has to become a partner in the convergence process of the <strong>National Consumer Helpline (NCH),<\/strong> strengthening the integration of online platforms with the national consumer grievance redressal mechanism.<\/li>\n\n\n\n<li>E-commerce entities will be required to <strong>comply with the Guidelines for Prevention and Regulation of Dark Patterns, 2023.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>They will also have to conduct a yearly self-audit and prominently display a certificate of compliance.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>On consumer grievances, every e-commerce entity will be required to<strong> provide complainants with a copy of the complaint <\/strong>as recorded by its grievance officer, adding greater transparency to the complaint-handling process.<\/li>\n\n\n\n<li>Marketplace e-commerce entities will have to provide consumers with <strong>key information<\/strong> about products and services, including <strong>best-before or use-before dates, return and refund policies, warranty details, delivery information and payment terms.<\/strong><\/li>\n\n\n\n<li><strong>For imported products<\/strong>, platforms will also be required to <strong>disclose the importer details<\/strong> and country of origin, giving consumers greater information about the products they purchase online.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#ebecf0\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h3 class=\"wp-block-heading\"><strong>E-Commerce Model in India<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Business to Consumer (B2C): <\/strong>Platforms like Amazon, Flipkart, and Myntra operate on this model<\/li>\n\n\n\n<li><strong>Business to Business (B2B):<\/strong> It is particularly relevant for industries such as manufacturing, where companies procure raw materials, machinery, and other supplies from suppliers.\n<ul class=\"wp-block-list\">\n<li>Platforms like <strong>Udaan and Alibaba <\/strong>cater to this segment, facilitating bulk transactions and supply chain solutions.<\/li>\n\n\n\n<li><strong>100% FDI is allowed in B2B e-commerce.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Consumer to Consumer (C2C): <\/strong>Platforms like OLX and Quikr enable individuals to list and sell their items, providing a marketplace for peer-to-peer transactions.<\/li>\n\n\n\n<li><strong>Business to Administration (B2A) and Consumer to Administration (C2A):<\/strong> The Government e-Marketplace (GeM) is an example of a B2A platform, facilitating government procurement of goods and services.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Other steps of government<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Government e-Marketplace (GeM)<\/strong> has also played a vital role in promoting e-commerce by providing a platform for government procurement.<\/li>\n\n\n\n<li><strong>Draft National E-Commerce Policy, 2019:<\/strong> Focusing on data localization, consumer protection, intellectual property rights, and competition issues.<\/li>\n\n\n\n<li><strong>Open Network for Digital Commerce:<\/strong> It is the decentralised online platform that will help reduce the cost of doing business for retailers.<\/li>\n\n\n\n<li><strong>100% FDI<\/strong> is allowed in B2B e-commerce &amp;
