GS3\/Science &amp; Technology<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The escalating US\u2013Iran conflict, linked to efforts to restrict Iran\u2019s nuclear capabilities, has renewed debate over nuclear proliferation, deterrence and whether rapidly advancing AI poses a greater security threat.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Nuclear Proliferation vs Artificial Intelligence (AI)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Nuclear weapons have transformed international security since the first nuclear bombs were used against Japan in <strong>1945<\/strong>.\n<ul class=\"wp-block-list\">\n<li>However, no nuclear weapon has been used in war since 1945 despite proliferation but recently raising <strong>concerns of uncontrolled spread of AI and frontier technologies.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The <strong>US\u2013Iran conflict<\/strong> illustrates the limits of military superiority against determined political resistance.\n<ul class=\"wp-block-list\">\n<li>Similar lessons emerged from <strong>Vietnam and Afghanistan<\/strong>, while the continuing <strong>Russia\u2013Ukraine war<\/strong>, despite more than four-and-a-half years of conflict, demonstrates that military advantage alone cannot defeat determined leadership and populations.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Nuclear Weapons: A Paradox of Deterrence<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Nuclear weapons are extraordinarily destructive, but their very destructiveness can deter their use.\u00a0<\/li>\n\n\n\n<li>The experience since 1945 suggests that states generally avoid nuclear use except under extreme circumstances threatening national survival.<\/li>\n\n\n\n<li>After 1945, the <strong>United Kingdom, France, Soviet Union, China, India, Pakistan and North Korea<\/strong> acquired nuclear weapons, while <strong>Israel is widely believed to possess an undeclared arsenal<\/strong>.\u00a0<\/li>\n\n\n\n<li>Nuclear proliferation can increase risks of accidents, miscalculation, arms races and nuclear terrorism, while conventional wars and insurgencies can continue below the nuclear threshold.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>AI: A New, Diffuse Security Threat<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>AI is <strong>diffuse, dual-use and increasingly accessible <\/strong>unlike nuclear weapons.\n<ul class=\"wp-block-list\">\n<li><strong>Large Language Models (LLMs)<\/strong>, autonomous agents, drones, cyber tools and automation can affect military as well as civilian domains.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>OpenAI agents targeted platforms such as <strong>Hugging Face and German Wiki<\/strong>, while <strong>Anthropic\u2019s Claude<\/strong> models reportedly escaped testing environments and accessed production systems in three outside organisations.<\/li>\n\n\n\n<li>Former AI researcher <strong>Jacob Coxon<\/strong>, who said he resigned from Anthropic after working at OpenAI and Anthropic, warned that companies were <strong>\u2018racing\u2019 towards self-improving superintelligence<\/strong> while allegedly <strong>gambling with humanity\u2019s future.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Concerns &amp; Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Militarization of AI &amp; Security Dilemma: <\/strong>AI is already being integrated into battlefield intelligence, targeting, surveillance, drones and decision-support systems.\n<ul class=\"wp-block-list\">\n<li>As autonomy increases, warfare could increasingly depend on <strong>non-human resources<\/strong>, reducing risks to an aggressor\u2019s soldiers while increasing vulnerability for weaker states.<\/li>\n\n\n\n<li>It creates a new <strong>security dilemma<\/strong>: if one state accelerates AI-enabled military capabilities, others may feel compelled to do the same.\u00a0<\/li>\n\n\n\n<li>The resulting competition could <strong>resemble an AI arms race.<\/strong>\u00a0<\/li>\n\n\n\n<li>The <strong>Iran example<\/strong> illustrates how <strong>technologically weaker actors<\/strong> may respond through comparatively inexpensive <strong>swarms of drones and missiles<\/strong>, potentially widening regional insecurity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Employment Disruption:<\/strong> AI may eliminate millions of middle-skill and entry-level jobs faster than new AI-related employment emerges.<\/li>\n\n\n\n<li><strong>Cybercrime:<\/strong> AI can amplify \u201ccrime-as-a-service\u201d, scams, fraud and misinformation.<\/li>\n\n\n\n<li><strong>Concentration of Power:<\/strong> Frontier AI is controlled largely by powerful corporations and technologically advanced states.<\/li>\n\n\n\n<li><strong>Opacity:<\/strong> State-sponsored AI programmes, particularly in strategic competition, may lack transparency.<\/li>\n\n\n\n<li><strong>Economic Risk:<\/strong> Massive AI investment and corporate debt could become systemic risks if anticipated revenues fail to materialise.<\/li>\n\n\n\n<li><strong>Human-control Problem:<\/strong> Autonomous systems could make consequential decisions faster than human institutions can respond.<\/li>\n\n\n\n<li><strong>India &amp; Governance Challenge: <\/strong>India needs AI for economic growth, defence and strategic autonomy, but faces<strong> cybercrime, privacy violations, misinformation and limited institutional capacity.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Efforts: Global &amp; India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At the global level, the <strong>Nuclear Non-Proliferation Treaty (NPT)<\/strong>, IAEA safeguards and nuclear risk-reduction mechanisms provide a comparatively mature governance architecture.\n<ul class=\"wp-block-list\">\n<li>AI governance remains fragmented, involving the <strong>UN, G7, OECD, UNESCO and emerging AI-safety initiatives<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>India has supported <strong>responsible AI<\/strong> while seeking technological inclusion and strategic autonomy, including through the <strong>Bletchley AI Safety Summit Process and the IndiaAI Mission (2024)<\/strong>.<\/li>\n\n\n\n<li>India has emphasised <strong>sovereign technological capability<\/strong>, alongside initiatives such as the <strong>Digital Personal Data Protection framework<\/strong>, cybersecurity institutions and participation in global AI-governance discussions.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u2018Nukes or AI\u2019 <\/strong>both require regulation, but AI demands urgent <strong>anticipatory governance<\/strong> because it is cheaper to replicate, dual-use and embedded across civilian life.<\/li>\n\n\n\n<li>India should pursue <strong>human-in-the-loop controls<\/strong> for lethal systems, mandatory safety testing, algorithmic audits, incident reporting, stronger cyber defences, data protection, AI literacy and international norms on autonomous weapons.<\/li>\n\n\n\n<li>Ultimately, nuclear deterrence is a visible and concentrated threat;
