class=\"wp-block-list\">\n<li>The complexity of development challenges calls for collaboration among the government, communities, markets and civil society to ensure good governance.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>From Government Delivery to Impactful Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Government-centric governance<\/strong> often focuses on schemes, expenditure and administrative processes, whereas impactful governance focuses on whether interventions actually improve citizens\u2019 lives.<\/li>\n\n\n\n<li><strong>Wicked problems <\/strong>such as <strong>poverty, malnutrition, sanitation, <\/strong>etc. involve multiple interconnected social, economic and institutional factors.<\/li>\n\n\n\n<li>Such problems require <strong>decentralised decision-making<\/strong>, <strong>community participation, professional expertise and convergence across departments<\/strong> rather than isolated departmental interventions.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government initiatives for Good Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Government e Marketplace (GeM):<\/strong> Facilitates online procurement of common use Goods &amp; Services required by various Government Departments\/ Organizations\/ PSUs.\n<ul class=\"wp-block-list\">\n<li>GeM aims to enhance transparency, efficiency and speed in public procurement.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>UMANG App: <\/strong>Developed by the <strong>Ministry of Electronics and Information Technology<\/strong> and National eGovernance Division, the UMANG App serves as a single platform to access PAN India services of the Government.\n<ul class=\"wp-block-list\">\n<li>It brings together major government services on a single mobile app so as to enable the accessibility of government services on mobile phones of citizens.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Centralized Public Grievance Redress and Monitoring System (CPGRAMS): <\/strong>A 24\u00d77 online platform for time-bound redressal and monitoring of public grievances through dashboards, enhancing transparency and accountability in service delivery.<\/li>\n\n\n\n<li><strong>e-HRMS 2.0 Mobile Application:<\/strong> The e-HRMS 2.0 app, available on Android and iOS, was launched to provide government employees seamless access to human resource services.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Local Governments as the Foundation of Collaborative Governance&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The Eleventh Schedule<\/strong> assigns <strong>29 subjects to Panchayats<\/strong>, while the<strong> Twelfth Schedule <\/strong>provides <strong>18 functional areas<\/strong> for municipalities.<\/li>\n\n\n\n<li><strong>Local governments<\/strong> can act as <strong>platforms for convergent action<\/strong> because issues such as nutrition, sanitation, livelihoods, health and poverty are closely interconnected at the local level.<\/li>\n\n\n\n<li>However, effective decentralisation also requires <strong>adequate funds, functions and functionaries <\/strong>so that local governments can translate their responsibilities into meaningful outcomes.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Experiences of Community Participation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Women\u2019s Self-Help Groups: <\/strong>The <strong>National Rural Livelihoods Mission (NRLM) <\/strong>demonstrates how women\u2019s collectives can build social capital and participate in local development beyond their traditional role in savings and credit.<\/li>\n\n\n\n<li><strong>Swachh Bharat Mission:<\/strong> Sustained improvements in sanitation require not only infrastructure but also community mobilisation, behavioural change and local leadership.<\/li>\n\n\n\n<li><strong>ASHA workers <\/strong>demonstrate the importance of locally resident and trained frontline workers who connect public health institutions with communities.<\/li>\n\n\n\n<li><strong>Watershed and livelihood programmes: <\/strong>Community participation in <strong>watershed management and livelihood diversification<\/strong> can improve the effectiveness and sustainability of interventions because local stakeholders participate in managing common resources.<\/li>\n\n\n\n<li><strong>Total literacy campaigns <\/strong>demonstrated how citizen participation and decentralised mobilisation can complement formal government systems.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Centralised decision-making:<\/strong> Administrative systems tend to prefer centralised planning and standardised implementation, even when local problems call for context-specific solutions.<\/li>\n\n\n\n<li><strong>Weak institutional capacity:<\/strong> Many local governments do not have sufficient technical expertise, professional staff and administrative capacities.<\/li>\n\n\n\n<li><strong>Inadequate Resources: <\/strong>Devolution of duties without adequate financial and human resources reduces the efficiency of decentralisation.<\/li>\n\n\n\n<li><strong>Weak Accountability Mechanisms: <\/strong>Monitoring focuses on expenditure and physical targets rather than quality of outcomes and citizen satisfaction.<\/li>\n\n\n\n<li><strong>Limited Community Validation: <\/strong>The quality of public services experienced by citizens may not be adequately captured in government data.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>3Fs of decentralisation:<\/strong> Local governments should be provided enough funding, functions and officials with more decision-making autonomy.<\/li>\n\n\n\n<li><strong>Local professional capacity: <\/strong>Technical and management assistance should be provided by the positioning of professionals and skilled community resource workers closer to the community.<\/li>\n\n\n\n<li><strong>Connect funds to outcomes: <\/strong>Financial resources should be linked to the developmental shortfalls revealed using instruments such as the Panchayat Advancement Index.<\/li>\n\n\n\n<li><strong>Social accountability: <\/strong>Community validation, social
