{"id":84666,"date":"2026-09-11T18:05:34","date_gmt":"2026-09-11T12:35:34","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=84666"},"modified":"2026-09-11T18:06:08","modified_gmt":"2026-09-11T12:36:08","slug":"rupp-regulation-india","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/11-09-2026\/rupp-regulation-india","title":{"rendered":"Registered Unrecognised Political Parties (RUPP) Regulation"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Polity and Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A \u2018BBC News Hindi\u2019 investigation has revealed that <strong>six Registered Unrecognised Political Parties (RUPP) <\/strong>had received donations of around \u20b91,700 crores for the year 2023-24.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Political Parties<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Political parties are an <strong>association or body of individuals that can be formed by citizens.\u00a0<\/strong><\/li>\n\n\n\n<li><strong>Section 29A of the Representation of the People Act, 1951 (RP Act) <\/strong>lays down the requirements for registration of a political party with the Election Commission (EC).\n<ul class=\"wp-block-list\">\n<li>After satisfactory scrutiny of the documents submitted, the EC registers a political party as a RUPP.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The RUPPs enjoy the following benefits:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>tax exemption for donations received under Section 12 of the Income Tax Act, 2025,\u00a0<\/li>\n\n\n\n<li>common symbol for contesting general elections to the Lok Sabha\/State Assemblies,\u00a0<\/li>\n\n\n\n<li>and 20 \u2018star campaigners\u2019 during the election campaign.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Donations to RUPPs:<\/strong> The RUPPs are required to <strong>maintain the details of individual donors above twenty thousand rupees<\/strong> in a financial year and submit them to the poll body every year.\n<ul class=\"wp-block-list\">\n<li>The RUPPs, under the Income Tax Act, 2025, are required to accept donations in excess of two thousand rupees only through cheque or bank transfers.<\/li>\n\n\n\n<li>As per section 29C of the Representation of the People Act, failure to furnish these details will result in losing income tax exemption.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>As per the EC notification, India had <strong>more than 2,800 RUPPs<\/strong> as of July, but <strong>only around 750 contested the 2024 general elections.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>This has resulted in the moniker \u2014 <strong>\u2018letter pad parties\u2019<\/strong> \u2014 for the rest of the RUPPs.\u00a0<\/li>\n\n\n\n<li>Poor compliance with statutory requirements, coupled with a lack of transparency, results in these \u2018letter pad\u2019 parties being used as an <strong>opaque channel for tax evasion and money laundering.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Deregistration of Such Parties:<\/strong> The RP Act does not confer explicit powers on the EC to de-register a political party if it fails to contest elections, conduct inner-party elections, or lodge requisite returns.\n<ul class=\"wp-block-list\">\n<li>In the <strong>Indian National Congress vs Institute of Social Welfare &amp;
