{"id":84605,"date":"2026-09-10T18:29:06","date_gmt":"2026-09-10T12:59:06","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=84605"},"modified":"2026-09-10T18:29:27","modified_gmt":"2026-09-10T12:59:27","slug":"dilrmp-3-0","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/10-09-2026\/dilrmp-3-0","title":{"rendered":"Digital India Land Records Modernisation Programme (DILRMP) 3.0"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Department of Land Resources, Ministry of Rural Development, is set to officially launch the Operational Guidelines for the <strong>Digital India Land Records Modernisation Programme (DILRMP) 3.0 (2026\u20132031).<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>core vision of DILRMP 3.0 <\/strong>shifts the focus from simple digital record-keeping to establishing a comprehensive, GIS-enabled<strong> &#8220;Land Stack&#8221;.<\/strong><\/li>\n\n\n\n<li><strong>Key Interventions to be Unveiled:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Universal Bhu-Aadhaar (ULPIN):<\/strong> A framework to assign a <strong>14-digit unique identification number<\/strong> to every land parcel in the country, ensuring secure and unmistakable identity for all properties.<\/li>\n\n\n\n<li><strong>Digitisation of Maps and Georeferencing:<\/strong> Complete digitization of cadastral maps embedded with exact geographical coordinates.<\/li>\n\n\n\n<li><strong>Paperless Property Registration: <\/strong>The introduction of end-to-end online, paperless registration and a new Registration Repository. The Ministry also plans to upgrade 75 Sub-Registrar Offices (SROs) into modern &#8216;Registration Seva Kendras&#8217; with an outlay of Rs. 37.5 Crore.<\/li>\n\n\n\n<li><strong>Integrated Revenue Courts: <\/strong>A modern, paperless case management system (RCCMS) integrated directly with land records to track disputes and cut down the time and cost of legal battles.<\/li>\n\n\n\n<li><strong>NAKSHA Pilot for Urban Areas: <\/strong>Completion of NAKSHA Pilot.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Digital India Land Records Modernization Programme (DILRMP)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Digital India Land Records Modernization Programme (erstwhile National Land Record Modernization Programme) was<strong> revamped and converted as a Central Sector Scheme<\/strong> in<strong> 2016<\/strong> with <strong>100%<\/strong> funding by the Centre.\u00a0<\/li>\n\n\n\n<li><strong>The objective of DILRMP <\/strong>is to develop a comprehensive and transparent land record management system with the aim to develop an <strong>Integrated Land Information Management System<\/strong> which will inter alia:\n<ul class=\"wp-block-list\">\n<li>Improve real-time information on land;\u00a0<\/li>\n\n\n\n<li>Optimize use of land resources;\u00a0<\/li>\n\n\n\n<li>Benefit both landowners &amp; prospectors;\u00a0<\/li>\n\n\n\n<li>Assist in policy &amp; planning;\u00a0<\/li>\n\n\n\n<li>Check fraudulent\/benami transactions etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need for Digitization of Land Records<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It will <strong>transform land management<\/strong> by addressing <strong>traditional challenges<\/strong> like disputes, fraud, and inefficient manual processes.\u00a0<\/li>\n\n\n\n<li><strong>Ownership information<\/strong> will be <strong>easily accessible <\/strong>online, enhancing transparency and reducing illegal encroachments.\u00a0<\/li>\n\n\n\n<li>It<strong> simplifies dispute resolution,<\/strong> easing court burdens, and empowering marginalized communities by improving access to land rights.\u00a0<\/li>\n\n\n\n<li>Integration with geospatial mapping <strong>enhances land management,<\/strong> enabling accurate surveys and planning.\u00a0<\/li>\n\n\n\n<li><strong>During land acquisitions or disasters,<\/strong> digital records ensure fair and timely <strong>compensation<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges with Digitalisation of Land Records<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Legacy and inaccurate records: <\/strong>Historical records may contain errors in ownership, boundaries, names and survey numbers, while old paper maps may not accurately correspond with present ground realities.<\/li>\n\n\n\n<li><strong>Fragmented databases:<\/strong> Land records, registration records, cadastral maps and revenue databases are maintained by different authorities and often follow different formats, making seamless integration difficult.<\/li>\n\n\n\n<li><strong>Inter-State and inter-departmental coordination:<\/strong> Land is primarily a <strong>State subject, <\/strong>while several components of modern land administration involve <strong>Central institutions,<\/strong> requiring<strong> effective coordination between Union, State and local authorities.<\/strong><\/li>\n\n\n\n<li><strong>Cybersecurity and data privacy risks: <\/strong>Digitised land databases contain sensitive information about ownership and property assets, making them vulnerable to unauthorised access, manipulation and cyberattacks.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Digitisation should be accompanied by progressive movement from presumptive titles towards<strong> conclusive, guaranteed land titles, supported by reliable surveys <\/strong>and appropriate title insurance or state guarantees.<\/li>\n\n\n\n<li>Modern technologies such as <strong>GIS, satellite imagery, drones and CORS-enabled surveying <\/strong>can improve the accuracy of cadastral boundaries and facilitate periodic
