Engineers explain technological capabilities to military personnel, while users communicate failures, unforeseen situations and operational requirements back to developers.\n<ul class=\"wp-block-list\">\n<li>It helps close the <strong>AI capability\u2013operational utility gap<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Field-Driven Productisation: <\/strong>Custom solutions developed for one client can become reusable product features.\n<ul class=\"wp-block-list\">\n<li>Repeated field iterations therefore improve the core product and make subsequent deployments faster.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why FDE Matters for Defence AI?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Modern military effectiveness increasingly depends on <strong>AI, software, cloud infrastructure, data and digital networks<\/strong>.\n<ul class=\"wp-block-list\">\n<li>However, possessing advanced technology does not automatically translate into mission success.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Defence deployment adds classified\/unclassified information, access controls, legacy databases, incompatible systems and mission-specific workflows.<\/li>\n\n\n\n<li>This is the <strong>deployment gap<\/strong>, the difference between what AI can theoretically do and the operational value it actually delivers.\u00a0<\/li>\n\n\n\n<li>A <strong>MIT study in 2025 reported that 95% of AI pilots failed to generate business value<\/strong>, highlighting organisational silos and data-integration problems.<\/li>\n\n\n\n<li>FDE addresses this by putting technical expertise alongside operational users. It converts generic AI capability into <strong>context-specific military capability<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Case Study: Project Maven<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Project Maven, launched by the <strong>US Department of Defense in 2017,<\/strong> initially used machine learning to analyse the enormous volume of drone imagery and video generated during operations in <strong>Iraq and Afghanistan<\/strong>, which human analysts could not process efficiently.<\/li>\n\n\n\n<li>Over time, it evolved into the <strong>Maven Smart System (MSS)<\/strong>, a broader AI-enabled command-and-control platform covering <strong>battlespace management, target management, AI-enabled deliberate planning and execution, and machine-assisted disclosure<\/strong>.<\/li>\n\n\n\n<li><strong>Maven Smart System (MSS) <\/strong>has <strong>supported Ukrainian forces<\/strong> during the <strong>Russia\u2013Ukraine war<\/strong>, including AI-enabled decision support for targeting.<\/li>\n\n\n\n<li>MSS capabilities helped US forces strike <strong>more than 1,000 identified targets, around 10 times the number possible without MSS <\/strong>during operations in <strong>Iran<\/strong>.<\/li>\n\n\n\n<li>The wider lesson is that AI is becoming an additional layer between battlefield sensors i.e. <strong>satellites, drones and personnel<\/strong> and commanders, fusing information into actionable situational awareness.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges &amp; Concerns Related to FDE<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Skill dependency:<\/strong> When external FDEs leave, militaries may lack personnel capable of maintaining customised AI systems.<\/li>\n\n\n\n<li><strong>Vendor lock-in:<\/strong> Close developer-user relationships can make military requirements and infrastructure dependent on one firm.<\/li>\n\n\n\n<li><strong>Cost and duration:<\/strong> FDEs are expensive and should operate against defined milestones rather than indefinitely.<\/li>\n\n\n\n<li><strong>Security:<\/strong> Embedded personnel must operate within stringent military data, cybersecurity and classification protocols.<\/li>\n\n\n\n<li><strong>Requirement capture:<\/strong> FDEs can influence future military requirements, raising questions of institutional autonomy and procurement neutrality.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Effort: Supporting FDE Ecosystem<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India already possesses several building blocks: <strong>iDEX\/DIO, DRDO, Service Headquarters, Technology Development Fund (TDF), DRDO Industry\u2013Academia Centres of Excellence, CAIR and DYSL-AI<\/strong>.<\/li>\n\n\n\n<li>However, an explicit operational bridge between technology developers and military users remains important.<\/li>\n\n\n\n<li>For example, an iDEX <strong>DISC challenge<\/strong> seeks an<strong> <\/strong>\u2018AI Module for UAS for Autonomous Recognition, Identification and Targeting\u2019<strong>.<\/strong><\/li>\n\n\n\n<li>Developers such as <strong>DIO, HAL or defence start-ups<\/strong> could embed engineers during <strong>user testing, pilot testing, operational experimentation and iteration<\/strong> rather than ending engagement at the prototype stage.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India should institutionalise FDE as a <strong>time-bound deployment and learning mechanism<\/strong>, with clear milestones, interoperability and data-security standards.<\/li>\n\n\n\n<li>In the long term, the <strong>Armed Forces<\/strong> should develop indigenous FDE talent by leveraging structures such as the <strong>Army Corps of Engineers and Military Engineer Services (MES)<\/strong>, alongside DRDO and technical institutions.<\/li>\n\n\n\n<li>The objective should be clear: not merely acquiring AI, but mastering its deployment, adaptation and sustained operational use.<\/li>\n\n\n\n<li>In the AI age, technological superiority will depend as much on the ability to integrate technology with soldiers and military workflows as on possessing sophisticated algorithms.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Daily Mains Practice Question<\/strong><br><strong>[Q] <\/strong>Examine the role of Forward-Deployed Engineering (FDE) in integrating AI into defence operations.
