{"id":84553,"date":"2026-09-09T18:22:07","date_gmt":"2026-09-09T12:52:07","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=84553"},"modified":"2026-09-09T18:22:35","modified_gmt":"2026-09-09T12:52:35","slug":"sea-level-rise-threat-fundamental-human-rights-un-report","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/09-09-2026\/sea-level-rise-threat-fundamental-human-rights-un-report","title":{"rendered":"Sea-level Rise is a Threat to Fundamental Human Rights: UN Report\u00a0"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Environment<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A recent UN Special Report, <em>Challenges related to sea-level rise and ways and approaches to address it,<\/em> highlighted escalating threats to infrastructure, human rights, livelihoods, culture and statehood.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Scale and Drivers of the Crisis<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rising seas are primarily driven by <strong>warming ocean waters and melting glaciers and ice sheets<\/strong>.\n<ul class=\"wp-block-list\">\n<li>In <strong>2024<\/strong>, the annual global sea-level rise reached <strong>5.9 mm<\/strong>, the highest level ever recorded.<\/li>\n\n\n\n<li>Around <strong>770 million people<\/strong>, or nearly <strong>10% of the global population<\/strong>, live in coastal areas <strong>less than five metres above the high-tide line<\/strong> and face significant risks.<\/li>\n\n\n\n<li>U<strong>p to 1.2 billion people could be displaced by 2050<\/strong> without urgent adaptation.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Unequal Regional Impacts<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Coastal Cities: <\/strong>Cities such as <strong>Miami, New York and Guangzhou<\/strong> face enormous financial exposure. Coastal assets at risk are estimated at <strong>$2\u20133.5 trillion<\/strong>.<\/li>\n\n\n\n<li><strong>South Asian Deltas: <\/strong>In low-lying South Asian deltas, the principal concern is human displacement. <strong>More than 14 million people in Kolkata, Mumbai and Dhaka<\/strong> are at immediate risk of losing their homes to permanent inundation.<\/li>\n\n\n\n<li><strong>Human Rights and Cultural Identity: <\/strong>Sea-level rise threatens fundamental rights, including access to <strong>adequate housing, safe drinking water, sanitation, food, healthcare and education<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Flooding and coastal erosion can destroy homes, schools, hospitals and agricultural land.\u00a0<\/li>\n\n\n\n<li><strong>Saltwater intrusion<\/strong> contaminates freshwater resources and soils, while damaged sanitation systems increase exposure to <strong>water-borne diseases<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Small Island Developing States (SIDS), Indigenous Peoples and low-lying coastal communities<\/strong> are particularly vulnerable.\n<ul class=\"wp-block-list\">\n<li>For Indigenous Peoples, the loss of ancestral lands can sever <strong>cultural identity, spiritual connections and intergenerational transmission of traditional knowledge<\/strong>.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Thus, climate-induced displacement is not merely an economic issue but a <strong>human-rights and cultural-identity challenge<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Economic and Legal Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Coastal infrastructure damage is already estimated at <strong>more than $1.8 trillion<\/strong>. Without adequate adaptation, annual global losses could reach <strong>$1.2\u20134 trillion by the end of the century<\/strong>.<\/li>\n\n\n\n<li>Sea-level rise creates unprecedented legal questions concerning <strong>statehood, sovereignty, nationality and maritime boundaries<\/strong>, especially for island states facing permanent territorial loss.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Rise of Sea Level in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Current Trend: <\/strong>India\u2019s sea level is <strong>rising gradually due to climate change<\/strong>, mainly because of <strong>ocean warming (thermal expansion)<\/strong> and <strong>melting glaciers\/ice sheets<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Long-term observations indicate an average rise along the Indian coast of roughly <strong>3.3 mm\/year<\/strong>, though rates vary regionally.<\/li>\n\n\n\n<li><strong>Relative sea-level rise<\/strong> can be higher locally because of <strong>land subsidence<\/strong>, groundwater extraction and sediment compaction.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Most Vulnerable Regions: Mumbai, Kolkata, Chennai and other coastal cities<\/strong> face increasing risks from flooding and storm surges.\n<ul class=\"wp-block-list\">\n<li><strong>Sundarbans and Ganga-Brahmaputra-Meghna delta<\/strong> are particularly vulnerable because of their low elevation.<\/li>\n\n\n\n<li><strong>Small islands<\/strong>, including parts of the <strong>Andaman &amp; Nicobar and Lakshadweep<\/strong>, face heightened exposure.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"59b5de\" data-has-transparency=\"false\" style=\"--dominant-color: #59b5de;\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-79.png\" alt=\"\" class=\"not-transparent wp-image-84554\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-79.png 1024w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-79-300x188.png 300w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/09\/image-79-768x480.png 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Government\/Policy Response<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>National Centre for Coastal Research (NCCR)<\/strong> monitors shoreline changes and coastal vulnerability.<\/li>\n\n\n\n<li><strong>INCOIS<\/strong> provides ocean information, forecasts and early-warning services.<\/li>\n\n\n\n<li><strong>Coastal Regulation Zone (CRZ) framework<\/strong> seeks to regulate environmentally sensitive coastal development.<\/li>\n\n\n\n<li><strong>National Disaster Management Authority (NDMA)<\/strong> and state agencies focus on cyclone preparedness, evacuation and resilient infrastructure.<\/li>\n\n\n\n<li><strong>Mangrove restoration and nature-based solutions<\/strong> can provide protection against storm surges and erosion.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Effective adaptation requires:\n<ul class=\"wp-block-list\">\n<li>Early action and reliable scientific assessments;<\/li>\n\n\n\n<li>Early-warning systems and resilient infrastructure;<\/li>\n\n\n\n<li>Faster greenhouse-gas emission reductions;<\/li>\n\n\n\n<li>Greater and predictable climate-adaptation finance;<\/li>\n\n\n\n<li>Technology transfer and stronger international cooperation;
