{"id":84535,"date":"2026-09-09T17:59:34","date_gmt":"2026-09-09T12:29:34","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=84535"},"modified":"2026-09-09T18:03:50","modified_gmt":"2026-09-09T12:33:50","slug":"india-youth-global-skills","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/editorial-analysis\/09-09-2026\/india-youth-global-skills","title":{"rendered":"India\u2019s Youth: Powering World\u2019s Ageing Economies"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Economy&nbsp;<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The global economy is witnessing demographic ageing and labour shortages, creating an opportunity for India to convert its young population into a strategic asset through <strong>global skills mobility<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Youth in India and Its Demography<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>According to <strong>UN population estimates<\/strong>, around <strong>450 million Indians are currently aged between 18 and 35 years<\/strong>.\n<ul class=\"wp-block-list\">\n<li>A significant proportion is English-speaking, digitally literate, culturally adaptable and globally connected.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>However, <strong>several advanced economies<\/strong> face <strong>declining fertility, ageing populations and shrinking workforces<\/strong>, generating structural shortages in healthcare, infrastructure, technology and specialised services.\n<ul class=\"wp-block-list\">\n<li>Nurses, caregivers, technicians, engineers, coders and other skilled professionals are increasingly in demand.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Thus, India\u2019s demographic advantage can complement the demographic constraints of ageing economies.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Youth in India as a Strategic Resource<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Historically, countries have leveraged natural resources for economic and geopolitical influence i.e. <strong>Gulf economies through oil, Australia through coal, iron ore and uranium, and China through rare-earth minerals<\/strong>.<\/li>\n\n\n\n<li><strong>For India,<\/strong> its greatest strategic resource may increasingly be <strong>human capital<\/strong>.<\/li>\n\n\n\n<li>India\u2019s advantage, however, is not merely the size of its youth population. To become globally employable, youth require:\n<ul class=\"wp-block-list\">\n<li>Foreign-language proficiency and communication skills;<\/li>\n\n\n\n<li>Technical and vocational training;<\/li>\n\n\n\n<li>Internationally recognised certification;<\/li>\n\n\n\n<li>Cultural and workplace preparedness; and<\/li>\n\n\n\n<li>Professional discipline and adaptability.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The challenge is therefore to transform <strong>raw demographic potential into productive human capital<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Contribution: Global and Indian \u2018Brain Circulation\u2019<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>International mobility<\/strong> can generate benefits both abroad and at home.<\/li>\n\n\n\n<li>Indian workers can address labour shortages in ageing societies while contributing to India through <strong>remittances, skills, networks, entrepreneurship and knowledge transfer<\/strong>.<\/li>\n\n\n\n<li>India received <strong>over $110.47 billion in worker remittances in FY 2025\u201326<\/strong>, representing a <strong>26% increase over the previous year<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It demonstrates the scale of India\u2019s overseas workforce economy.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Consequently, the conventional \u2018<strong>brain drain<\/strong>\u2019 narrative is increasingly giving way to <strong>\u2018brain circulation\u2019<\/strong>, where migration facilitates two-way flows of skills, capital, technology and knowledge.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Global Skills Mobility as Economic Diplomacy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Global skills mobility should therefore be treated not merely as migration policy but as a pillar of <strong>economic diplomacy, workforce development and international cooperation<\/strong>.\n<ul class=\"wp-block-list\">\n<li>However, political resistance to migration is increasing in several developed economies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Anti-immigration political forces, including <strong>Germany\u2019s AfD and Austria\u2019s Freedom Party<\/strong>, have gained influence, while the term <strong>\u2018remigration\u2019<\/strong> has entered political discourse.<\/li>\n\n\n\n<li><strong>Circular mobility<\/strong> i.e. temporary, regulated and economically beneficial migration can provide a politically sustainable alternative.\n<ul class=\"wp-block-list\">\n<li>Experiences of <strong>Singapore\u2019s work-permit system, Hong Kong\u2019s helper and skilled-worker arrangements, and Gulf labour-mobility systems<\/strong> demonstrate how temporary mobility can coexist with large-scale labour demand.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns and Issues with India\u2019s Youth<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s opportunity is constrained by:\n<ul class=\"wp-block-list\">\n<li><strong>Skill mismatch<\/strong> between domestic training and international demand;<\/li>\n\n\n\n<li>Uneven quality of vocational education;<\/li>\n\n\n\n<li>Limited foreign-language and soft skills;<\/li>\n\n\n\n<li>Non-recognition of Indian qualifications abroad;<\/li>\n\n\n\n<li>Exploitative intermediaries and recruitment malpractices;<\/li>\n\n\n\n<li>Vulnerability of migrant workers to poor working conditions;<\/li>\n\n\n\n<li>High migration costs and information asymmetry; and<\/li>\n\n\n\n<li>Risk of excessive outward migration of highly skilled professionals.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Therefore, mobility without worker protection could reproduce vulnerabilities rather than create a demographic dividend.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Efforts and Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has undertaken measures through <strong>Skill India and the PMKVY ecosystem<\/strong>, alongside overseas-employment and migrant-support mechanisms.<\/li>\n\n\n\n<li>The <strong>Ministry of External Affairs\u2019 eMigrate platform<\/strong> seeks to make overseas employment safer and more transparent, while initiatives such as <strong>Pravasi Kaushal Vikas Yojana<\/strong> focus on improving the international employability of Indian workers.<\/li>\n\n\n\n<li>India has increasingly pursued <strong>migration and mobility partnerships<\/strong> with foreign countries to facilitate regulated movement of skilled workers and strengthen mutual recognition of qualifications.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward: Strengthening the Institutional Ecosystem<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India should aspire to become the <strong>global hub for trusted talent mobility<\/strong>. It requires:\n<ul class=\"wp-block-list\">\n<li><strong>Demand-linked skilling:<\/strong> Map foreign labour shortages and align Indian training accordingly.<\/li>\n\n\n\n<li><strong>Global certification:<\/strong> Establish internationally benchmarked curricula and mutual recognition agreements.<\/li>\n\n\n\n<li><strong>Ethical recruitment:<\/strong> Regulate intermediaries, ensure transparent contracts and reduce migration costs.<\/li>\n\n\n\n<li><strong>Worker protection:<\/strong> Strengthen pre-departure orientation, grievance redressal and consular support.<\/li>\n\n\n\n<li><strong>Circular mobility:<\/strong> Promote temporary and repeat migration pathways that enable skills and capital to return to India.<\/li>\n\n\n\n<li><strong>Public-private partnerships:<\/strong> Make industry responsible for long-term workforce development rather than short-term placement.<\/li>\n\n\n\n<li><strong>Talent diplomacy:<\/strong> Integrate diaspora networks, mobility agreements and skilling partnerships into India\u2019s economic diplomacy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s demographic dividend is <strong>time-bound<\/strong> and its youth can become a strategic resource comparable in importance to natural resources if supported by quality education, skills, institutional capacity and safe mobility pathways.<\/li>\n\n\n\n<li>The transition from <strong>\u2018brain drain\u2019 to \u2018brain circulation\u2019<\/strong> can simultaneously address global labour shortages, raise Indian incomes, deepen economic diplomacy and enhance India\u2019s soft power.<\/li>\n\n\n\n<li>The decisive question is no longer whether India has talent, but <strong>whether it can systematically make that talent globally employable and trusted<\/strong>.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Daily Mains Practice Question<\/strong><br><strong>[Q] <\/strong>Discuss the opportunities and challenges associated with global skills mobility of Indian youth.
