proposal covers historic havelis and heritage properties across <strong>14 towns<\/strong>: Alsisar, Bissau, Chirawa, Churu, Dundlod, Fatehpur, Jhunjhunu, Khetri, Laxmangarh, Mandawa, Mahansar, Nawalgarh, Ramgarh and Sikar.\u00a0<\/li>\n\n\n\n<li>Located in <strong>northeastern Rajasthan<\/strong>, Shekhawati is renowned for its elaborately painted havelis, built largely by merchant families.\u00a0<\/li>\n\n\n\n<li>These properties feature <strong>ornate fa\u00e7ades, courtyards, gateways and detailed frescoes<\/strong>.\u00a0<\/li>\n\n\n\n<li>The murals depict <strong>religious writing system.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What is Namey Dogra Akhar?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Namey Dogra Akhar, meaning \u201cNew Dogri Script\u201d, is a modified form of the <strong>Takri script<\/strong> historically associated with the Dogri language.<\/li>\n\n\n\n<li>It developed during the <strong>reign of Maharaja Ranbir Singh<\/strong>, when vowel signs from Devanagari were incorporated to make the script more suitable for administrative use.<\/li>\n\n\n\n<li><strong>Dogri is an Indo-Aryan language<\/strong>, spoken primarily in Jammu and Kashmir\u2019s Jammu division, besides smaller groups in the adjoining states of Punjab and Himachal Pradesh and Pakistan-occupied Kashmir.\n<ul class=\"wp-block-list\">\n<li>According to the <strong>2011 census,<\/strong> Dogri was the primary language of nearly <strong>2.6 million<\/strong> people in <strong>nicotine pouches are making their way into Indian cities<\/strong> through online platforms, hookah shops, and gig-delivery services.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What are nicotine pouches?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a <strong>small, tobacco-free, tea-bag-like sack containing nicotine<\/strong>, flavorings, and plant-based fibers.\u00a0<\/li>\n\n\n\n<li>Users tuck the pouch between their lip and gum for up to an hour, allowing nicotine to absorb directly into the bloodstream without smoke, vapour, or spitting.\u00a0<\/li>\n\n\n\n<li>Unlike traditional smokeless tobacco like snuff or chewing tobacco, nicotine pouches do not contain tobacco leaf, dust, or stem.\n<ul class=\"wp-block-list\">\n<li>The nicotine used can be extracted from t<strong>obacco plants or created synthetically in a lab.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>In May 2026, WHO issued a Health risk warning linked to nicotine pouches.\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Regulation In India&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Marketing, advertising, and sales of cigarettes and other tobacco products are regulated by the<strong> Cigarettes and Other Tobacco Products Act, 2003 and the rules (COTPA).<\/strong>\n<ul class=\"wp-block-list\">\n<li>The definition of cigarettes and tobacco products is very specific and does not include \u201call products containing nicotine\u201d.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Nicotine is not mentioned as a drug in any of the schedules of the<strong> Drugs &amp; Cosmetics Act, 1940 (Drugs Act).\u00a0\u00a0<\/strong><\/li>\n\n\n\n<li>Nicotine patches and gums have, however, been approved as drugs by the <strong>Drug Controller General of India <\/strong>for therapeutic use in treating nicotine addiction.\u00a0<\/li>\n\n\n\n<li><strong>Schedule K under the Drugs and Cosmetics Rules, 1945<\/strong> lists gums and lozenges and exempts them from licensing and prescription requirements if they contain less than 2 mg of nicotine.<\/li>\n\n\n\n<li><strong>WHO Guidelines:<\/strong>\u00a0 The World Customs Organization has revised the <strong>Harmonised System,<\/strong> and oral nicotine products have been given distinct classifications.\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Role of Duty Free Shops&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The scope of Indian law does not completely exclude<strong> duty-free outlets at Indian airports.\u00a0<\/strong><\/li>\n\n\n\n<li><strong>Section 58 of the Customs Act<\/strong> provides for their special status, which effectively exempts them from payment of customs duties, levies and taxes on eligible products.\u00a0<\/li>\n\n\n\n<li>In the case of <strong>Flemingo Duty Free Shop (2024)<\/strong>, the Calcutta High Court held that until the time the products maintained in a duty-free shop are purchased by the passengers and transported into the country, they are to be classified as outside India for customs reasons.\n<ul class=\"wp-block-list\">\n<li>This is not to say that he is totally immune to the laws of in Maoist-affected regions.<\/li>\n\n\n\n<li>In 2005 the<strong> anti-Maoist campaign Salwa Judum emerged<\/strong> and the Supreme Court later restricted the arming of tribal youth as SPOs.\u00a0<\/li>\n\n\n\n<li>By 2013 security forces were advancing a \u201cclear, hold and develop\u201d strategy\u2014pushing camps deeper into Maoist areas and extending roads and
