{"id":83808,"date":"2026-09-04T18:17:06","date_gmt":"2026-09-04T12:47:06","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=83808"},"modified":"2026-09-04T18:17:23","modified_gmt":"2026-09-04T12:47:23","slug":"police-modernisation-mission","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/04-09-2026\/police-modernisation-mission","title":{"rendered":"Police Modernisation Mission (PMM)\u00a0"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Union government told the Supreme Court that it has begun implementing a <strong>\u20b924,000-crore umbrella scheme<\/strong> called the Police Modernisation Mission (PMM) over the next five years.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About the Police Modernisation Mission (PMM)&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Coverage:<\/strong> The scheme would strengthen the internal security capabilities of <strong>state police forces and Central Armed Police Forces and Central Government security and intelligence agencies<\/strong> through targeted investments, reforms and technology-led transformation.\u00a0<\/li>\n\n\n\n<li><strong>CCTV infrastructure: <\/strong>Adequate funds would be provided for installing CCTV cameras in police stations across states.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Responsibility for Police Modernisation<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Police and law and order <\/strong>fall under the category of subjects within the domain of the State as per <strong>Entry 2 of List II<\/strong> of the <strong>Seventh Schedule <\/strong>of the Constitution of India.\n<ul class=\"wp-block-list\">\n<li>Thus, the principal responsibility for managing these subjects lies with the state governments.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>However, the States have not been able to fully modernise and equip their police forces up to the desired level due to financial constraints and hence the <strong>Ministry of Home Affairs (MHA)<\/strong> has been supplementing the efforts and resources of the States.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Issues Related to Police Forces in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Overburdened Police Force:<\/strong> Apart from their core responsibility of maintaining law and order and preventing crime, police personnel are frequently deployed for functions such as traffic management, disaster response, and removal of encroachments.<\/li>\n\n\n\n<li><strong>Poor Quality of Investigation: <\/strong>The Law Commission (2012) observed that poor-quality investigation is one of the major reasons for low conviction rates in India.<\/li>\n\n\n\n<li><strong>Police personnel lack adequate training<\/strong>, specialised expertise and modern forensic support required for professional investigation.<\/li>\n\n\n\n<li><strong>Inadequate Police-Population Ratio: <\/strong>Many states face shortages of police personnel, leading to an unfavourable police-population ratio.<\/li>\n\n\n\n<li><strong>Lack of Operational Autonomy:<\/strong> Control over the police force largely rests with the political executive.\n<ul class=\"wp-block-list\">\n<li><strong>The Second ARC (2007) <\/strong>noted that such control can result in undue interference in police functioning, including transfers, postings and operational decision-making.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Inadequate Infrastructure<\/strong>: Several police stations continue to face shortages of modern equipment, vehicles, communication systems, forensic facilities and functional surveillance infrastructure such as CCTV cameras.<\/li>\n\n\n\n<li><strong>The inadequate representation of women<\/strong> in police forces affects gender-sensitive policing and may discourage women from reporting certain crimes.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Existing Government Initiatives for Police Modernisation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Assistance to States &amp; UTs for Modernisation of Police (ASUMP) scheme: <\/strong>The Centre supplements State\/UTs efforts through the <strong>Assistance to States &amp; UTs for Modernisation of Police (ASUMP) scheme.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>Its objective is to strengthen police infrastructure at the cutting-edge level by equipping police stations with modern technology, weapons, communication systems, mobility and selective infrastructure such as police stations and housing.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Modernisation of Police Forces (MPF) scheme:<\/strong> The MPF scheme was initiated in 1969-70 and has undergone several revisions over the years.\n<ul class=\"wp-block-list\">\n<li>Funds from the scheme are used for improving police infrastructure through<strong> construction of police stations and provision of modern weaponry, surveillance and communication equipment.\u00a0\u00a0<\/strong><\/li>\n\n\n\n<li>Upgradation of training infrastructure, police housing and computerisation are also important objectives funded through the scheme.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>In order to facilitate police in States\/ UTs with a common platform for sharing information on crimes and criminals at national level, the Ministry of Home Affairs (MHA) has implemented <strong>Crime and Criminal Tracking Network and Systems (CCTNS) <\/strong>under which 17,712 police stations across the country have been covered.\u00a0<\/li>\n\n\n\n<li><strong>SMART Policing:<\/strong> It compasses the entire range of policing activities e.g cybercrime prevention, drug de-addiction, capacity building with latest equipment, countermeasures against left-wing extremist etc.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Supreme Court judgements<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>In the Paramvir Singh Saini vs Baljit Singh case<\/strong>, the court mandated the installation of CCTV cameras at key locations within police stations, including entry and exit points, lockups, corridors, reception areas, and the rooms of inspectors and sub-inspectors.<\/li>\n\n\n\n<li><strong>Prakash Singh v.
