China-US Tech Race"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Science &amp; Technology; GS2\/ IR<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The second <strong>World Humanoid Games in Beijing<\/strong> highlighted China\u2019s ambition to <strong>combine AI, robotics and manufacturing<\/strong> to become a global science superpower amid intensifying <strong>US-China technological competition.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Manufacturing to Scientific Leadership of China &amp; US<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The emerging technology race is about <strong>integrating scientific research, AI, manufacturing, capital, energy, supply chains and markets<\/strong> into a single innovation ecosystem.<\/li>\n\n\n\n<li><strong>China<\/strong> has promoted <strong>\u2018new quality productive forces\u2019<\/strong>, arguing that future growth must increasingly come from innovation rather than cheap labour, infrastructure and capital accumulation.\n<ul class=\"wp-block-list\">\n<li>AI is central to this strategy because China seeks to diffuse it across robotics, machine tools, automobiles, biotechnology, materials, energy, agriculture and scientific research.<\/li>\n\n\n\n<li><strong>China\u2019s traditional advantage<\/strong> is its <strong>massive manufacturing ecosystem<\/strong>, and it now seeks to move upstream, from technological adaptation to <strong>original scientific discovery<\/strong> having spent decades absorbing and improving foreign technologies.<\/li>\n\n\n\n<li>China\u2019s R&amp;D expenditure reportedly reached about <strong>2.8% of GDP in 2025<\/strong>, with basic-research expenditure rising by <strong>11%<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The <strong>United States<\/strong> is pursuing a <strong>complementary strategy<\/strong> from the opposite direction.\n<ul class=\"wp-block-list\">\n<li>Its strengths lie in <strong>world-class universities, laboratories, technology companies, venture capital and financial markets<\/strong>, but globalisation has <strong>weakened the link<\/strong> between American innovation and domestic manufacturing.\u00a0<\/li>\n\n\n\n<li>The USA increasingly seeks to rebuild this connection and reduce vulnerabilities exposed by the pandemic, supply-chain disruptions and strategic dependence on China.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Thus, <strong>China<\/strong> is moving from manufacturing towards science, while the <strong>US<\/strong> is seeking to reconnect science with manufacturing.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>China\u2019s Shift &amp; US-China Competition<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>China possesses manufacturing depth, supply-chain integration and large-scale deployment capacity <strong>(science-industrial ecosystem)<\/strong>.\u00a0<\/li>\n\n\n\n<li>The US retains major advantages in frontier research, advanced semiconductor technologies, universities, capital markets and high-end innovation.<\/li>\n\n\n\n<li>AI could become the bridge between the two domains by making discovery, design and manufacturing increasingly continuous.<\/li>\n\n\n\n<li>It explains why technological competition has become a component of <strong>national security and geopolitical power<\/strong>.<\/li>\n\n\n\n<li><strong>Both countries fear strategic dependence:<\/strong> China on American advanced technologies and the US on Chinese manufacturing and supply chains.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Challenges Ahead of the China-US Tech Race<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Low R&amp;D Intensity and Weak Private-Sector Participation: <\/strong>The <strong>Economic Survey 2025-26 <\/strong>places India\u2019s R&amp;D expenditure at<strong> only about 0.64% of GDP<\/strong>, compared with approximately <strong>2.8% in China and 3.5% in the US<\/strong>.\n<ul class=\"wp-block-list\">\n<li>WIPO estimates India\u2019s R&amp;D spending at about <strong>$75 billion (PPP-adjusted)<\/strong>, against <strong>$786 billion for China and $782 billion for the US<\/strong>.<\/li>\n\n\n\n<li>India<strong> lacks sufficient private-sector participation<\/strong> in basic and applied research.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Institutional and Scientific-System Reform: <\/strong>India\u2019s 1990s economic reforms did not produce a comparable transformation of the scientific ecosystem.\n<ul class=\"wp-block-list\">\n<li>Bureaucratisation, fragmented funding, limited university-industry collaboration and inadequate incentives for researchers continue to constrain innovation.<\/li>\n\n\n\n<li>Scientific temper needs to remain central: civilisational pride cannot substitute mythology for evidence, experimentation and scientific inquiry.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Efforts of India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has recognised the emerging challenge through initiatives such as:\n<ul class=\"wp-block-list\">\n<li><strong>IndiaAI Mission:<\/strong> Developing computing infrastructure, datasets, indigenous AI capabilities and AI applications.<\/li>\n\n\n\n<li><strong>India Semiconductor Mission:<\/strong> Strengthening semiconductor manufacturing and the electronics ecosystem.<\/li>\n\n\n\n<li><strong>National Quantum Mission:<\/strong> Building capabilities in quantum computing, communication, sensing and materials.<\/li>\n\n\n\n<li><strong>National Research Foundation\/Anusandhan-related Reforms:<\/strong> Seeking to strengthen research funding and industry-academia collaboration.<\/li>\n\n\n\n<li><strong>Draft National Robotics Policy:<\/strong> It aimed at developing India\u2019s robotics ecosystem and industrial adoption.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>However, initiatives need to translate into <strong>research capacity, commercialisation and manufacturing scale<\/strong>, rather than remain primarily policy announcements.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward: Roadmap for India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India needs a <strong>two-legged strategy of global integration and domestic capability<\/strong>:\n<ul class=\"wp-block-list\">\n<li>Raise R&amp;D spending progressively towards <strong>2\u20133% of GDP<\/strong>, with greater private-sector contribution.<\/li>\n\n\n\n<li>Reform universities and public laboratories through competitive funding, autonomy and outcome-based evaluation.<\/li>\n\n\n\n<li>Build stronger <strong>university-industry-government linkages<\/strong> and technology-transfer institutions.<\/li>\n\n\n\n<li>Create incentives for Indian scientists and global Indian talent to return.<\/li>\n\n\n\n<li>Integrate AI with manufacturing, agriculture, healthcare, defence, energy and materials science.<\/li>\n\n\n\n<li>Deepen partnerships with global universities, firms, capital and technology networks rather than pursuing isolationist \u2018technological sovereignty\u2019.<\/li>\n\n\n\n<li>Develop domestic capabilities in <strong>semiconductors, robotics, quantum technologies, advanced materials and compute infrastructure<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The decisive technology race will not be won by the country with merely the cleverest AI model or most impressive robot.
