Mahalanobis<\/strong> founded the Indian Statistical Institute in Kolkata in\u00a0 <strong>1931.\u00a0<\/strong><\/li>\n\n\n\n<li>The institute gained the status of an Institution of National Importance by an act of the <strong>Indian Parliament in 1959.<\/strong><\/li>\n\n\n\n<li>ISI provides education, research, and training in statistics.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Provisions of the Bill<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Incorporation:<\/strong> ISI is presently registered as a society under the West Bengal Societies Registration Act, 1961.\n<ul class=\"wp-block-list\">\n<li>The Bill provides that ISI will be a corporate body and will be a not-for-profit legal entity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Visitor: <\/strong>The President of India will be the visitor of the institute.<\/li>\n\n\n\n<li><strong>Board of Governors:\u00a0 <\/strong>ISI will have a Board of Governors as the <strong>principal policy-making <\/strong>executive body.\n<ul class=\"wp-block-list\">\n<li><strong>The Chairperson of the Board<\/strong> will be a distinguished person in academia, industry, education, public policy, statistical sciences and allied sciences, or other such fields.\u00a0<\/li>\n\n\n\n<li>The Chairperson will be nominated by the Visitor on the recommendation of the central government.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Councils:<\/strong> The Bill establishes;\n<ul class=\"wp-block-list\">\n<li><strong>An academic council <\/strong>as the principal academic body to decide matters such as courses, admissions, examinations, and evaluation,\u00a0<\/li>\n\n\n\n<li><strong>A finance committee<\/strong> to scrutinise accounts and expenditure, and\u00a0<\/li>\n\n\n\n<li><strong>A management council <\/strong>for each centre.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Director: <\/strong>The Board will appoint a Director who will be the chief executive officer, with prior approval of the Visitor. The Director will be responsible for implementing the decisions of the <strong>Board and the academic council.<\/strong><\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>What are Parliamentary Standing Committees?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Parliamentary Standing Committees (PSCs) are <strong>permanent committees of Parliament<\/strong> constituted to examine, scrutinise, and oversee the functioning of the executive.<\/li>\n\n\n\n<li>These committees<strong> continue to function throughout the year,<\/strong> unlike ad hoc committees, which are temporary.<\/li>\n\n\n\n<li><strong>Types of Parliamentary Standing Committees:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Department-Related Standing Committees (DRSCs):<\/strong> It examines demands for grants from ministries, bills referred to them and policy issues.
