Commercial Use"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Science &amp; Technology; GS2\/Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, the Union Consumer Affairs Ministry notified the <strong>Legal Metrology (Indian Standard Time) Rules, 2026<\/strong>, making IST the <strong>sole official time reference<\/strong> for India.\n<ul class=\"wp-block-list\">\n<li>These rules were notified under <strong>Section 52 of Legal Metrology Act, 2009.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Legal Metrology Act, 2009<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is the principal legislation governing standards of <strong>weights and measures<\/strong> and matters connected with their use in India.\u00a0<\/li>\n\n\n\n<li>It <strong>came into force in 2011<\/strong>, replacing the earlier <em>Standards of Weights and Measures Act, 1976<\/em> and <em>Standards of Weights and Measures (Enforcement) Act, 1985<\/em>.<\/li>\n\n\n\n<li><strong>Key provisions <\/strong>of the Act include standardisation, legal units based on the International System of Units (SI), verification &amp; stamping, manufacture &amp; sale, packaged commodities, consumer protection, offences &amp; penalties, enforcement machinery, and Inter-State uniformity.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Do the New Rules Provide?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The rules seek to institutionalise the <strong>\u2018One Nation, One Time\u2019<\/strong> framework announced in 2025.\n<ul class=\"wp-block-list\">\n<li>They mandate government departments and critical sectors to use a <strong>traceable and authorised Indian Standard Time (IST) reference<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The rules will come into force <strong>180 days after publication in the Official Gazette<\/strong>, allowing institutions to upgrade systems and ensure compliance.<\/li>\n\n\n\n<li>IST is maintained by the <strong>CSIR\u2013National Physical Laboratory (CSIR-NPL)<\/strong>, India\u2019s national timekeeper.\u00a0<\/li>\n\n\n\n<li>NPL maintains <strong>UTC (NPLI)<\/strong>, India\u2019s realisation of <strong>Coordinated Universal Time (UTC)<\/strong>, with IST being <strong>UTC (NPLI) + 5:30 hours<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why Does Precise Time Synchronisation Matter?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Modern digital infrastructure depends not merely on correct time, but on <strong>highly precise and synchronised timestamps<\/strong>.<\/li>\n\n\n\n<li><strong>Banking and digital payments:<\/strong> Timestamps establish when transactions were initiated and processed.<\/li>\n\n\n\n<li><strong>Capital markets:<\/strong> Precise time helps determine the sequence of orders and trades and assists regulatory investigations.<\/li>\n\n\n\n<li><strong>Telecommunications:<\/strong> Synchronised clocks help correlate server logs and identify events such as the use of an IP address at a particular time.<\/li>\n\n\n\n<li><strong>Power grids:<\/strong> Accurate timestamps help coordinate operations and reconstruct failures.<\/li>\n\n\n\n<li><strong>Transport:<\/strong> Railways and airports require coordinated scheduling across geographically dispersed systems.<\/li>\n\n\n\n<li><strong>Government and legal records:<\/strong> A common reference strengthens the reliability of official records.<\/li>\n\n\n\n<li><strong>Cybersecurity:<\/strong> Synchronised logs can help reconstruct the sequence of events during cyber incidents.\n<ul class=\"wp-block-list\">\n<li>Thus, <strong>time synchronisation is increasingly an infrastructure and national-security requirement<\/strong>, rather than merely a matter of clocks.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How Will India Disseminate IST?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>CSIR-NPL<\/strong> will remain the source of the national reference time, while dissemination infrastructure will extend IST to critical users.<\/li>\n\n\n\n<li>Time-dissemination laboratories are being established at <strong>five Regional Reference Standard Laboratories (RRSLs)<\/strong> i.e. Ahmedabad, Bengaluru, Bhubaneswar, Faridabad and Guwahati in collaboration with NPL and ISRO.<\/li>\n\n\n\n<li>A key development is the <strong>White Rabbit Technology-based IST Dissemination Demonstration Network<\/strong> recently commissioned at Bengaluru.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#ebecf0\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>What is White Rabbit Technology?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>White Rabbit is an <strong>open-source technology<\/strong> for <strong>sub-nanosecond-level clock synchronisation over fibre-optic networks<\/strong>.<\/li>\n\n\n\n<li>It measures signal-propagation delays and compensates for them, enabling geographically separated computers to maintain highly precise synchronisation.<\/li>\n\n\n\n<li>Its fibre-based architecture also reduces dependence on satellite signals at every location, which is significant because satellite navigation signals can be susceptible to <strong>jamming and spoofing<\/strong>.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Role of NavIC and Strategic Significance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The rules permit <strong>Navigation with Indian Constellation (NavIC)<\/strong> and other approved Indian timing sources for dissemination.
