The challenge now is to convert this scale into <strong>productive, formal, well-paid and inclusive employment<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About India\u2019s Employment Status<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/13-06-2026\/employment-landscape-india\">India\u2019s employment<\/a> landscape has undergone significant change over the past decade.<\/li>\n\n\n\n<li>The <strong>RBI\u2019s KLEMS database<\/strong> provisionally estimates employment to have increased from <strong>47.15 crore in 2014-15 to 64.33 crore in 2023-24<\/strong>, an addition of 17.18 crore workers.<\/li>\n\n\n\n<li>However, employment numbers alone do not capture its quality. The next phase needs to focus on <strong>formalisation, real wages, social security, productivity, working conditions and career progression<\/strong>.<\/li>\n\n\n\n<li>The<strong> <\/strong><strong><em>Reimagining Skilling for Viksit Bharat@2047 <\/em><\/strong><strong>(NITI Aayog report)<\/strong>, highlights the scale of the skilling challenge, estimates that around <strong>9 crore young Indians were neither in education, employment nor training (NEET)<\/strong>, with nearly 88% engaged in domestic duties.<\/li>\n\n\n\n<li>Such persons should not automatically be labelled unemployed, but the figures reveal substantial untapped human capital, particularly among young women.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h3 class=\"wp-block-heading\"><strong>Employment Indicators<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Unemployment Rate (UER):<\/strong> Unemployment Rate measures the percentage of unemployed persons within the labour force.\n<ul class=\"wp-block-list\">\n<li>It is calculated as the number of unemployed persons actively seeking work divided by the total labour force.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Labour Force Participation Rate (LFPR):<\/strong> LFPR refers to the proportion of the working-age population that is either employed or actively seeking employment.<\/li>\n\n\n\n<li><strong>Employment Rate (ER): <\/strong>Employment Rate measures the proportion of the working-age population that is employed.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Present Status and Growth Trends in the Last Decade<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Employment has expanded alongside improvements in financial inclusion, infrastructure and entrepreneurship.\n<ul class=\"wp-block-list\">\n<li><strong>Female Labour Force Participation Rate (LFPR)<\/strong> under usual status increased from <strong>23.3% in 2017-18 to 41.7% in 2023-24<\/strong>.<\/li>\n\n\n\n<li>More than <strong>1.64 crore candidates<\/strong> have been trained\/oriented under the <strong>Pradhan Mantri Kaushal Vikas Yojana (PMKVY)<\/strong>.<\/li>\n\n\n\n<li>Over <strong>56.08 lakh apprentices<\/strong> have been engaged since 2016.<\/li>\n\n\n\n<li>Recognised start-ups have emerged as an important source of employment, generating <strong>over 23 lakh direct jobs by April 2026<\/strong>.<\/li>\n\n\n\n<li>India\u2019s unicorn ecosystem has expanded from just four unicorns in 2014 to <strong>more than 120 firms valued above $1 billion<\/strong>.<\/li>\n\n\n\n<li>Around half of recognised start-ups originate from <strong>Tier-II and Tier-III cities<\/strong>, indicating increasing geographical diversification.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>At the same time, labour statistics must be interpreted carefully. <strong>Current Weekly Status (CWS)<\/strong> captures activity during the preceding seven days, whereas <strong>Usual Status<\/strong> reflects the longer-term annual employment situation.\n<ul class=\"wp-block-list\">\n<li>Monthly, weekly and annual indicators are therefore complementary, not interchangeable.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are the Key Concerns and Issues?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Quality versus Quantity of Jobs: <\/strong>The addition of workers does not automatically imply productive or adequately paid employment.\n<ul class=\"wp-block-list\">\n<li>Informal work, low wages, inadequate social security and underemployment remain concerns.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Educated Youth Unemployment: <\/strong>First-time entrants, particularly graduates, often face a mismatch between qualifications and market requirements.\n<ul class=\"wp-block-list\">\n<li><strong>Skill mismatch and lack of industry exposure<\/strong> restrict employability.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Women\u2019s Employment: <\/strong>Unpaid care work, safety concerns, mobility constraints, social norms and lack of suitable local employment continue to limit women\u2019s participation despite rising female LFPR.<\/li>\n\n\n\n<li><strong>Skill\u2013Industry Mismatch: <\/strong>Traditional skilling systems need stronger links with actual employer demand, apprenticeships and emerging sectors such as <strong>AI, electronics, green technologies and advanced manufacturing.<\/strong><\/li>\n\n\n\n<li><strong>Limited Capacity of Government Employment: <\/strong>Public employment remains important, but the government cannot absorb the millions entering the workforce every year.\n<ul class=\"wp-block-list\">\n<li>Private enterprise and scalable MSMEs must become major employment engines.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Efforts and Reforms<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Government initiatives have created important building blocks:\n<ul class=\"wp-block-list\">\n<li><strong>PMKVY<\/strong> for market-oriented skilling.<\/li>\n\n\n\n<li><strong>Apprenticeship programmes<\/strong> for industry exposure and work-based learning.<\/li>\n\n\n\n<li><strong>MUDRA<\/strong> and <strong>Stand-Up India<\/strong> for entrepreneurship and credit access.<\/li>\n\n\n\n<li><strong>Jan Dhan Yojana<\/strong> for financial inclusion.<\/li>\n\n\n\n<li><strong>Start-up India<\/strong> for innovation-led entrepreneurship.<\/li>\n\n\n\n<li><strong>Self-Help Groups<\/strong> for women\u2019s economic empowerment.<\/li>\n\n\n\n<li>Infrastructure, sanitation, clean cooking fuel and tap-water initiatives that reduce women\u2019s unpaid domestic drudgery.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward: India\u2019s Next Employment Decade<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India needs to move from an <strong>\u2018employment quantity\u2019 framework to an \u2018employment quality\u2019 framework<\/strong>. For this, there is a need to:\n<ul class=\"wp-block-list\">\n<li>Create a national employment dashboard tracking formalisation, real wage growth, social security coverage, hours worked, sectoral productivity and movement from low-income to stable employment.<\/li>\n\n\n\n<li>Make skilling <strong>demand-led and industry-linked<\/strong>, with apprenticeships, internships and employer-certified outcomes at its core.<\/li>\n\n\n\n<li>Enable MSMEs and micro-enterprises to <strong>scale, formalise and hire<\/strong> through easier compliance, credit, technology and market access.<\/li>\n\n\n\n<li>Make women\u2019s employment a central policy objective through <strong>affordable childcare, safe transport, working-women\u2019s hostels, flexible formal work, digital access and jobs closer to home<\/strong>.<\/li>\n\n\n\n<li>Strengthen public recruitment through transparent vacancy filling, examination integrity and timely results.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has built a credible employment foundation over the last decade.
