{"id":83238,"date":"2026-08-27T18:09:42","date_gmt":"2026-08-27T12:39:42","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=83238"},"modified":"2026-08-27T18:13:53","modified_gmt":"2026-08-27T12:43:53","slug":"news-in-short-27-08-2026","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/27-08-2026\/news-in-short-27-08-2026","title":{"rendered":"News In Short 27-08-2026"},"content":{"rendered":"\n<h2 class=\"wp-block-heading has-text-align-center\"><strong>Sarnath Added To UNESCO World Heritage List<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus: GS1\/History and Culture<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At the 48th Session of the World Heritage Committee in Busan, South Korea, the <strong>Ancient Buddhist Site of Sarnath<\/strong> was inscribed on the<strong> UNESCO World Heritage List.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sarnath was nominated <strong>under criteria (iii) and (vi) of the UNESCO World Heritage List.<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Criterion (iii)<\/strong> recognizes Sarnath&#8217;s enduring spiritual significance as one of the four principal destinations of Buddhist pilgrimage.\u00a0<\/li>\n\n\n\n<li><strong>Criterion (vi) <\/strong>recognizes Sarnath&#8217;s direct and tangible association with events in the life of the Buddha that hold outstanding significance for the Buddhist community.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>With 45 sites in the List, India <\/strong>ranks <strong>6th globally and 2nd in Asia Pacific Region <\/strong>for the most number of World Heritage Sites.<\/li>\n\n\n\n<li><strong>The last addition or \u2018inscription\u2019 was in 2024,<\/strong> with the<strong> Maratha Military Landscapes<\/strong> located<strong> Maharashtra and Tamil Nadu.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About Sarnath<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Location: <\/strong>It is situated near Varanasi, Uttar Pradesh.\n<ul class=\"wp-block-list\">\n<li>It is one of the four major Buddhist pilgrimage sites (others: Lumbini, Bodh Gaya, Kushinagar).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Historical Importance:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>After attaining enlightenment at Bodh Gaya, Gautama Buddha<strong> delivered his first sermon<\/strong> at Sarnath (around 528 BCE).<\/li>\n\n\n\n<li>This event is called <strong>\u201cDhammachakrapravartana\u201d<\/strong> or \u201cTurning of the Wheel of Dharma\u201d.<\/li>\n\n\n\n<li>It marked the <strong>beginning of the Buddhist Sangha <\/strong>(community of monks) and the establishment of the <strong>principles of the Noble Eightfold Path.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Monuments &amp; Structures:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Dhamek Stupa:<\/strong> It was built by Ashoka and commemorates the Buddha\u2019s first sermon.<\/li>\n\n\n\n<li><strong>Chaukhandi Stupa:<\/strong> It marks the spot where Buddha met his first disciples.<\/li>\n\n\n\n<li><strong>Ashokan Pillar<\/strong>: It was established by Emperor Ashoka; It is supported by the OHCHR.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Its main\u00a0 function is to review periodic reports submitted by State parties and issues Concluding Observations.<\/li>\n\n\n\n<li>It uses early warning and urgent action procedures to prevent racial or ethnic conflicts.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>UNCERD and framework<\/strong>, including Articles 14, 15, 16 and 17, along with laws such as the Protection of Civil Rights Act, 1955 and SC\/ST (Prevention of Atrocities) Act, 1989, addresses class=\"wp-block-list\">\n<li>The State Disaster Response Fund (SDRF), financed jointly by the Centre and States in a 75:25 ratio, 90:10 for Himalayan and north-eastern States, provides immediate relief for shelter, food, medical care and compensation.\u00a0<\/li>\n\n\n\n<li>The National Disaster Response Fund (NDRF), fully funded by the Union government, supplements this when a calamity is classified as severe<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Determinations<\/strong>:\u00a0 The FC-XVI recommended Rs 2.04 lakh crore for State disaster funds in the five years between 2026-27 and 2030-31, nearly 28% more than the previous Commission\u2019s allocation.\n<ul class=\"wp-block-list\">\n<li>Of the total fund, \u20b91.6 lakh crore goes to the State Disaster Response Fund (SDRF) and the rest to the State Disaster Mitigation Fund (SDMF).<\/li>\n\n\n\n<li>A State could notify a heatwave as a \u2018local disaster\u2019 and use the SDRF \u2014 but only up to 10% of its annual
