Air Power<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>India&#8217;s armed forces<\/strong> comprise the <strong>Army, Navy and Air Force,<\/strong> supported by increasingly important domains such as <strong>space, cyber and information warfare.<\/strong><\/li>\n\n\n\n<li>The <strong>Indian Air Force (IAF)<\/strong> plays a critical role in protecting Indian airspace, conducting offensive operations, supporting ground forces and enabling strategic mobility.<\/li>\n\n\n\n<li>A distinctive feature of the IAF&#8217;s doctrine is its preference for <strong>centralised control <\/strong>and operational flexibility.\n<ul class=\"wp-block-list\">\n<li>Permanent allocation of IAF to geographical theatre commands <strong>could reduce flexibility<\/strong> and fragment scarce combat resources since air assets are limited and can be rapidly redeployed.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>IAF has served India well in operations involving Pakistan, including Balakot (2019) and later contingencies.<\/li>\n\n\n\n<li>However, a potential conflict with China presents a different challenge due to the Himalayan terrain, larger geographical theatre, greater military capacity and the possibility of simultaneous contingencies.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Importance of Air Power in Modern Warfare<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Modern air power remains essential, but <strong>recent wars<\/strong> demonstrate that air superiority alone does not guarantee victory.\n<ul class=\"wp-block-list\">\n<li>Ukraine has highlighted the importance of integrated air defence.<\/li>\n\n\n\n<li>Dominance of the skies may not translate automatically into political or military success.<\/li>\n\n\n\n<li>Modern warfare is increasingly shaped by <strong>cost asymmetry. <\/strong>Low-cost drones can force defenders to expend expensive interceptors.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Thus, future air power needs to be integrated with <strong>land, maritime, cyber, space and intelligence capabilities<\/strong> rather than viewed as an independent war-winning instrument.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need of Theatre Commands for India&#8217;s Air Power<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The proposed <strong>Integrated Theatre Commands (ITCs)<\/strong> seek to bring forces from different services <strong>under unified operational structures<\/strong> for specific geographical areas.\n<ul class=\"wp-block-list\">\n<li>Their <strong>primary objective<\/strong> is to improve joint planning, faster decision-making and coordinated employment of military capabilities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>For India&#8217;s air power, theatre commands could address the persistent jointness deficit.\n<ul class=\"wp-block-list\">\n<li>The experience of Kargil and the continuing strategic challenge along the <strong>Line of Actual Control (LAC)<\/strong> underline the importance of integrated planning between air and land forces.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Recently, the Air Chief Marshal has reinforced the need for careful, evolutionary reform rather than rushed restructuring.\n<ul class=\"wp-block-list\">\n<li>Therefore, <strong>theatre-isation<\/strong> should strengthen, not dilute the IAF&#8217;s ability to deploy assets across theatres.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Benefits &amp; <\/strong>Air Force assets operate within joint command arrangements while retaining service-level organisation.<\/li>\n\n\n\n<li><strong>China<\/strong>: Five PLA Theatre Commands; PLA Air Force and other services are integrated into theatre-level operations.<\/li>\n\n\n\n<li><strong>Russia<\/strong>: Joint Strategic Commands \/ military districts with joint operational roles; Aerospace forces are coordinated with broader joint military structures.<\/li>\n\n\n\n<li><strong>Israel<\/strong>: Highly integrated operational command and joint planning system; Air power is centrally controlled and closely integrated with national operations.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Issues &amp; Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Theatre-isation is <strong>not a risk-free reform. <\/strong>The foremost concern is the <strong>possible fragmentation of air assets<\/strong>, which could undermine centralised control and flexibility.\n<ul class=\"wp-block-list\">\n<li>India faces institutional challenges involving command relationships, service cultures, rank equivalence and career progression.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Further, structural reorganisation alone cannot create jointness. A theatre command may merely become another administrative layer without common doctrine, joint training, interoperable communications and integrated logistics.<\/li>\n\n\n\n<li>The <strong>China challenge<\/strong> makes these concerns particularly significant. Mountain warfare, dispersed infrastructure and the need for rapid force concentration require both unity of command and operational flexibility.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward: Overcoming Future Challenges<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India should adopt a <strong>gradual and evidence-based approach<\/strong> to theatre-isation.<\/li>\n\n\n\n<li>It should strengthen peacetime joint planning, training and exercises before undertaking irreversible structural changes.<\/li>\n\n\n\n<li>Theatre command designs must preserve the IAF&#8217;s ability to centrally allocate and rapidly redeploy air assets based on national priorities.<\/li>\n\n\n\n<li>India should invest in integrated air and missile defence, affordable counter-drone systems, resilient airbases and indigenous surveillance capabilities to address the changing economics of warfare.<\/li>\n\n\n\n<li>Political leadership needs to provide <strong>clear strategic direction<\/strong> with objectives to build a military capable of fighting jointly while retaining the flexibility required for India&#8217;s unique geography and threat environment.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Daily Mains Practice Question<\/strong><br><strong>[Q] <\/strong>Critically examine the need for integrated theatre commands in India.
