Varanasi, Gaya and Kushinagar; Bhubaneswar and Hubballi; Raipur and Aurangabad; and Tiruchirappalli and Tirupati.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h3 class=\"wp-block-heading\"><strong>PPP Model &amp; PPP Appraisal Committee (PPPAC)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u2018<\/strong><strong>Public-Private Partnership (PPP) Model: <\/strong>A PPP is a <strong>long-term arrangement<\/strong> between the government and a private entity for providing public infrastructure or services.\n<ul class=\"wp-block-list\">\n<li>The private partner may contribute <strong>finance, technical expertise, construction, operation and maintenance<\/strong>, while risks and responsibilities are allocated between the public and private sectors.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Key features of PPPs include:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Long-term contractual relationships;<\/li>\n\n\n\n<li>Sharing of risks between the public and private partners;<\/li>\n\n\n\n<li>Service delivery based on performance;<\/li>\n\n\n\n<li>Mobilisation of private finance and skills; and<\/li>\n\n\n\n<li>Lifecycle management of infrastructure assets.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>PPP Appraisal Committee (PPPAC)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is an <strong>inter-ministerial appraisal mechanism<\/strong> for examining PPP projects before their approval.\u00a0<\/li>\n\n\n\n<li>It functions under the <strong>Department of Economic Affairs (DEA), Ministry of Finance<\/strong>, and appraises major Central-sector PPP projects.<\/li>\n\n\n\n<li>Its broad purpose is to ensure that PPP projects are <strong>financially viable, appropriately structured, transparent and consistent with public interest<\/strong>.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Reasons for Recent Privatization Announcements<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India&#8217;s <strong>rising passenger traffic<\/strong> and growing infrastructure requirements have increased the need for substantial investment.\u00a0<\/li>\n\n\n\n<li>Under the proposed model, concessionaires would undertake operation, management and development, including sanctioned capital expenditure and subsequent capacity expansion.\u00a0<\/li>\n\n\n\n<li>Allowing bidders with relevant <strong>cross-sectoral infrastructure experience<\/strong>, rather than only aviation-sector experience, may widen the investor pool.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of Airport Privatisation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Improved Efficiency and Service Quality: <\/strong>The private sector involvement can bring in managerial skills, technology and customer focused operations which could improve the passenger experience.<\/li>\n\n\n\n<li><strong>Faster Infrastructure Development: <\/strong>Private funding can supplement public resources and support terminal expansion, capacity augmentation and city-side infrastructure.<\/li>\n\n\n\n<li><strong>Fiscal &amp; Developmental Benefits:<\/strong> PPP models can ease the immediate fiscal load on the government and facilitate the use of public resources for other developmental priorities.<\/li>\n\n\n\n<li><strong>Regional Connectivity:<\/strong> A mix of lucrative and weaker airports can facilitate operating regional airports and supplement greater connectivity objectives.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are the Concerns?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The primary worry is <strong>market concentration.<\/strong> Excessive concentration of ownership in a few corporate groupings can stifle competition and pose systemic dangers.<\/li>\n\n\n\n<li>Another risk is <strong>over-leverage:<\/strong> financial difficulties in one project might possibly have knock-on repercussions across many airports held by the same firm.<\/li>\n\n\n\n<li>Other issues are:\n<ul class=\"wp-block-list\">\n<li>Longer timeframes for concessions and proper regulatory scrutiny;<\/li>\n\n\n\n<li>Protection of public interest and low cost airport services;<\/li>\n\n\n\n<li>Not leaving commercially weaker airports behind;
