{"id":83058,"date":"2026-08-25T18:01:25","date_gmt":"2026-08-25T12:31:25","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=83058"},"modified":"2026-08-26T11:10:50","modified_gmt":"2026-08-26T05:40:50","slug":"gorkha-statehood-demand-new-states","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/25-08-2026\/gorkha-statehood-demand-new-states","title":{"rendered":"Gorkha Statehood Demand and the Issue of New State Formation in India"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Union Ministry of Home Affairs constituted a high-level committee following a key meeting of Gorkha leaders with the Union Home Minister and West Bengal government representatives in Siliguri.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are the Roots of the Gorkhas\u2019 Demand?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Gorkhas\u2019 movement for a <strong>separate administrative identity<\/strong> is among the oldest of its kind in India.<\/li>\n\n\n\n<li>Darjeeling and its adjacent areas\u2014including <strong>Kalimpong, Kurseong, the Terai, and the Dooars<\/strong>\u2014are culturally, ethnically, and linguistically distinct from the rest of West Bengal.\u00a0<\/li>\n\n\n\n<li>Because the region\u2019s population primarily <strong>speaks Nepali and possesses distinct physical features,<\/strong> residents frequently face racial profiling<\/li>\n\n\n\n<li>This persistent alienation has fuelled a <strong>deep-seated identity crisis<\/strong>, driving the <strong>demand for a separate state<\/strong> to affirm their identity as Indian citizens.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Historical Roots<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The demand for a separate administrative identity for the Gorkhas dates back to <strong>1907<\/strong>, when the <strong>Darjeeling Hillmen\u2019s Association<\/strong>, led by <strong>Sonam Wangel Laden La, <\/strong>petitioned the <strong>Minto-Morley Reforms Committee<\/strong> for the <strong>separation of Darjeeling and Jalpaiguri from Bengal.<\/strong><\/li>\n\n\n\n<li>The demand continued before the <strong>Simon Commission (1929)<\/strong> and later British officials, seeking a separate administrative arrangement.<\/li>\n\n\n\n<li><strong>In 1947<\/strong>, the undivided<strong> Communist Party of India (CPI) <\/strong>submitted a memorandum demanding <strong>\u201cGorkhasthan\u201d<\/strong> to Jawaharlal Nehru and Liaquat Ali Khan.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Constitutional Framework for Creation of New States<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 3 <\/strong>of the Constitution empowers Parliament to form a new State by separation of territory from an existing State, unite two or more States or parts of States, or alter the area, boundaries or names of existing States.<\/li>\n\n\n\n<li><strong>Key Requirements: <\/strong>A bill for reorganisation needs to be introduced in Parliament <strong>only with the President\u2019s recommendation.<\/strong>\n<ul class=\"wp-block-list\">\n<li>If the proposal affects the area or boundaries of an existing state, the <strong>President needs to refer it to that state\u2019s legislature<\/strong> for its views.<\/li>\n\n\n\n<li>The <strong>views of the legislature are not binding; <\/strong>Parliament can proceed regardless.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Evolution of State Reorganisation in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Dhar Commission, 1948: <\/strong>The S.K. Dhar Commission examined the question of reorganising provinces after Independence.\n<ul class=\"wp-block-list\">\n<li>It gave greater importance to administrative convenience and economic viability rather than language as the sole basis of reorganisation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>JVP Committee, 1948\u201349: <\/strong>The JVP Committee, comprising <strong>Jawaharlal Nehru, Vallabhbhai Patel and Pattabhi Sitaramayya<\/strong>, reconsidered the question of linguistic states.\n<ul class=\"wp-block-list\">\n<li>It opposed the creation of states solely on linguistic considerations, emphasising national unity, security and administrative requirements.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>States Reorganisation Commission, 1953:<\/strong> It comprises Justice <strong>Fazl Ali, K.M. Panikkar and H.N.
