{"id":82840,"date":"2026-08-24T19:07:13","date_gmt":"2026-08-24T13:37:13","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=82840"},"modified":"2026-08-24T19:10:15","modified_gmt":"2026-08-24T13:40:15","slug":"nhb-commercial-horticulture-subsidy","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/24-08-2026\/nhb-commercial-horticulture-subsidy","title":{"rendered":"National Horticulture Board Revises Subsidy Guidelines for Commercial Horticulture"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Agriculture<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The National Horticulture Board (NHB) has amended the guidelines for the development of Commercial Horticulture through Production and Post-Harvest Management of Horticulture Crops scheme to ensure equitable distribution of government assistance.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Amendments by the National Horticulture Board (NHB)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Expanded definition of \u2018family\u2019:<\/strong> The revised definition of family brings within its ambit the <strong>subsidy applicant\u2019s spouse, father, mother, sons and daughters.<\/strong>\n<ul class=\"wp-block-list\">\n<li>As per the old guidelines, the term \u2018family\u2019 was defined as \u201cthe husband, wife, and dependent minor children.\u201d<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Exclusion of public officials:<\/strong> Under the new guidelines, the government has made clear that <strong>five categories of people<\/strong> shall <strong>not be eligible for financial assistance <\/strong>under NHB Schemes. These comprise of:\n<ul class=\"wp-block-list\">\n<li>Present holders of <strong>constitutional posts.<\/strong><\/li>\n\n\n\n<li><strong>Present ministers and ministers of state<\/strong>; members of Lok Sabha and Rajya Sabha, members of State Legislative Assemblies\/Councils, mayors of municipal corporations and chairpersons of district panchayats.<\/li>\n\n\n\n<li><strong>Serving employees of Central\/State Government ministries\/departments, PSUs, autonomous bodies and local bodies,<\/strong> except MTS\/Class-IV\/Group D employees. Superannuated\/retired pensioners receiving a monthly pension of <strong>\u20b910,000<\/strong> or more, except MTS\/Class-IV\/Group D pensioners.<\/li>\n\n\n\n<li>Group of Farmers<\/li>\n\n\n\n<li>Family members of persons falling in the above categories may, however, avail one-time assistance, subject to the applicable provisions of the revised definition of family.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>One Family\u2013One Subsidy Principle:<\/strong> Only one member of a family can avail financial assistance under NHB schemes.\n<ul class=\"wp-block-list\">\n<li>Assistance received by any family member will be <strong>treated as assistance received by the entire family.<\/strong><\/li>\n\n\n\n<li>The restriction applies across all <strong>NHB schemes and components<\/strong>, including assistance obtained through HUFs, partnership\/proprietorship firms or companies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Reduction in subsidy: <\/strong>The Centre has also reduced the subsidy component from <strong>50 per cent to 35 per cent<\/strong> for beneficiaries in general category states and <strong>45 per cent<\/strong> in North Eastern or Himalayan states.<\/li>\n\n\n\n<li><strong>Voluntary exit mechanism:<\/strong> Beneficiaries can voluntarily exit the scheme during the lock-in period by refunding the subsidy along with applicable interest, subject to prescribed conditions.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Horticulture Sector in India&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Horticulture <\/strong>is the branch of agriculture that deals with the cultivation, production, management and post-harvest handling of <strong>fruits, vegetables, flowers, spices, plantation crops and ornamental plants.<\/strong><\/li>\n\n\n\n<li>India is the <strong>second largest producer<\/strong> of fruits and vegetables in the world. It continues to hold a strong position in the production of <strong>spices, coconut and cashew nuts.<\/strong><\/li>\n\n\n\n<li>India&#8217;s horticulture production reached<strong> 367.72 million tonnes in 2024-25, <\/strong>driven by <strong>114.51 million tonnes<\/strong> of fruits and <strong>219.67 million tonnes<\/strong> of vegetables.<\/li>\n\n\n\n<li><strong>The horticulture area in the country is expected to be about 301.51 Lakh Ha in 2025-26.<\/strong><\/li>\n\n\n\n<li>The horticulture sector accounts for approximately<strong> 37 per cent of the Gross Value Output (GVO) <\/strong>within the agricultural crops sub-sector of Agriculture and Allied sectors.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About the Scheme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Development of Commercial Horticulture through Production and Post-Harvest Management of Horticulture Crops<\/strong> is a flagship credit-linked subsidy scheme run by the <strong>National Horticulture Board (NHB)<\/strong> under the <strong>Mission for Integrated Development of Horticulture (MIDH).\u00a0<\/strong><\/li>\n\n\n\n<li>It promotes high-tech commercial farming, protected cultivation, and robust cold-chain infrastructure, which reduce crop waste and maximise<strong> profits.<\/strong><\/li>\n\n\n\n<li>It covers crops such as capsicum, cucumber and tomato, along with flowers such as<strong> rose, lilium and chrysanthemum.<\/strong><\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"c4dbe3\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"468\" height=\"643\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-214.png\" alt=\"\" class=\"not-transparent wp-image-82841\" style=\"--dominant-color: #c4dbe3;
