aspect-ratio:0.7597834843195727;width:394px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-209-778x1024.png 778w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-209-228x300.png 228w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-209-768x1011.png 768w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-209-1167x1536.png 1167w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-209.png 1556w\" sizes=\"auto, (max-width: 778px) 100vw, 778px\" \/><\/figure>\n<\/div>\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Index of Industrial Production (IIP):<\/strong> Measures changes in the volume of industrial output, with manufacturing constituting its largest component.<\/li>\n\n\n\n<li><strong>GVA<\/strong> captures value added and includes estimates for the informal sector, whereas <strong>IIP <\/strong>is primarily an index of output volumes in the organised industrial sector.<\/li>\n\n\n\n<li>It makes the recent divergence between the two series an important issue for policymakers and UPSC aspirants studying <strong>national income accounting, industrial policy and data governance<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h3 class=\"wp-block-heading\"><strong>Gross Value Added (GVA)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It measures the value of goods and services produced by an economic sector after deducting the cost of intermediate inputs used in production.\n<ul class=\"wp-block-list\">\n<li><strong>GVA = Value of Output \u2013 Intermediate Consumption<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It is an important measure of economic activity and forms the basis for estimating <strong>Gross Domestic Product (GDP)<\/strong>.<\/li>\n\n\n\n<li>GVA can be measured for different sectors such as <strong>agriculture, industry and services<\/strong>.<\/li>\n\n\n\n<li>At the aggregate level, <strong>GDP at market prices = GVA at basic prices + product taxes \u2013 product subsidies<\/strong>.<\/li>\n\n\n\n<li>GVA is particularly useful for understanding the contribution and underlying performance of individual sectors, including manufacturing.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Index of Industrial Production (IIP)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a short-term indicator that measures changes in the <strong>volume of industrial production<\/strong> over time.<\/li>\n\n\n\n<li>In India, the IIP covers three broad sectors, ie <strong>Mining, Manufacturing and Electricity.<\/strong><\/li>\n\n\n\n<li>It is compiled and released periodically by the <strong>National Statistical Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI)<\/strong>.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why Do Manufacturing Numbers Matter?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Reliable data is essential to assess whether government interventions are producing the intended results.<\/li>\n\n\n\n<li>The <strong>Make in India Programme (2014)<\/strong> aimed to strengthen domestic manufacturing and investment, while the PLI scheme sought to encourage production in strategically important sectors.<\/li>\n\n\n\n<li>The stakes are particularly high amid intensifying global competition. China\u2019s export capacity can put pressure on lower-cost producers in developing economies, even as multinational firms diversify supply chains under the <strong>China+1 strategy.<\/strong><\/li>\n\n\n\n<li>India\u2019s ability to capture this opportunity depends not merely on headline growth rates but on whether manufacturing is actually expanding in output, productivity and employment.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Issues and Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Manufacturing GVA Deflator: <\/strong>The <strong>new GDP<\/strong> estimates reportedly show a <strong>fall in the manufacturing GVA deflator for nine consecutive quarters between 2023 and 2025<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It is difficult to reconcile with broader price trends, particularly when consumer inflation did not indicate sustained economy-wide deflation.<\/li>\n\n\n\n<li><strong>Wholesale Price Index (WPI) <\/strong>is influenced by input and commodity prices, whereas a GVA deflator should reflect the prices relevant to value added.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Divergence Between Real GVA and IIP: <\/strong>There is a substantial gap between real manufacturing GVA and IIP.\n<ul class=\"wp-block-list\">\n<li>By <strong>2025-26 real manufacturing GVA was about 15 percentage points above the IIP level<\/strong>, implying average annual growth of roughly <strong>11% for GVA compared with 6% for IIP between 2022-23 and 2025-26<\/strong>.<\/li>\n\n\n\n<li>The <strong>informal sector<\/strong> is included in GVA but <strong>excluded from IIP<\/strong>; however, recent informal-sector estimates have been proxied using formal-sector information.<\/li>\n\n\n\n<li>A persistent gap would instead raise questions about productivity gains, measurement methods or data sources.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Weakening Relationship Between GVA and IIP: <\/strong>Historically, manufacturing GVA and IIP growth moved <strong>broadly together<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Since <strong>methodological changes<\/strong> associated with the <strong>2011-12 base framework<\/strong>, however, the relationship appears to have <strong>weakened<\/strong>, with recent GVA growth displaying greater volatility than the comparatively stable IIP series.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"dddfe5\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"728\" height=\"291\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-208.png\" alt=\"\" class=\"not-transparent wp-image-82812\" style=\"--dominant-color: #dddfe5; aspect-ratio:2.501798850883316;width:610px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-208.png 728w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-208-300x120.png 300w\" sizes=\"auto, (max-width: 728px) 100vw, 728px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Efforts and Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has undertaken several measures to strengthen manufacturing:\n<ul class=\"wp-block-list\">\n<li><strong>Make in India:<\/strong> Promotes investment, innovation and domestic production.<\/li>\n\n\n\n<li><strong>PLI Scheme:<\/strong> Provides incentives linked to incremental production in selected sectors.<\/li>\n\n\n\n<li><strong>Atmanirbhar Bharat:<\/strong> Encourages resilient domestic supply chains and strategic self-reliance.<\/li>\n\n\n\n<li><strong>National Logistics Policy and PM Gati Shakti:<\/strong> Seek to reduce logistics costs and improve infrastructure integration.<\/li>\n\n\n\n<li><strong>Ease of Doing Business and infrastructure reforms:<\/strong> Aim to improve the competitiveness of Indian firms.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward: Reassessing Manufacturing Growth<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India should avoid treating a single indicator as the final verdict on manufacturing performance.\n<ul class=\"wp-block-list\">\n<li>Instead, policymakers should <strong>triangulate GVA, IIP, exports, employment, capacity utilisation and corporate investment data<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>MoSPI<\/strong> should publish a detailed methodological note explaining the new GDP calculations, including the construction of manufacturing deflators and estimates for the informal sector.&nbsp;<\/li>\n\n\n\n<li><strong>Greater transparency <\/strong>would enable independent scrutiny and improve public trust.&nbsp;<\/li>\n\n\n\n<li><strong>Regular reconciliation<\/strong> between IIP and national accounts data would help identify whether divergences reflect genuine productivity improvements or statistical issues.<\/li>\n\n\n\n<li>Ultimately,<strong> India\u2019s manufacturing challenge is strategic as well as statistical.<\/strong> As global supply chains adjust to Chinese competition and China+1 diversification, credible data is indispensable for judging whether India is genuinely gaining manufacturing strength, or merely measuring it differently.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Daily Mains Practice Question<\/strong><br><strong>[Q] <\/strong>Critically examine the importance of reliable manufacturing data in assessing the success of India\u2019s industrial policies.
