GS3\/Employment<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The transition from <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/02-07-2026\/vb-g-ram-g-act\"><strong>MGNREGA to VB-G RAM G<\/strong><\/a> has coincided with a sharp fall in rural employment generation, raising concerns over implementation, wage security and rural livelihoods.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About MGNREGA and VB-G RAM G<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>MGNREGA<\/strong>, enacted in 2005, is a rights-based, demand-driven employment guarantee programme <strong>providing up to<\/strong><strong>100 days of unskilled wage employment<\/strong> to rural households willing to undertake manual work.\n<ul class=\"wp-block-list\">\n<li>It promotes livelihood security, women\u2019s participation, Panchayati Raj institutions and creation of durable rural assets.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>VB-G RAM G<\/strong> represents the Union Government\u2019s new framework for rural employment and livelihoods.\n<ul class=\"wp-block-list\">\n<li>Its stated objective is to strengthen rural employment while integrating employment creation with infrastructure, livelihood promotion and the broader <strong>Viksit Bharat<\/strong> development vision.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Changes in the Transition<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The transition involves important changes in the design and financing of rural employment:\n<ul class=\"wp-block-list\">\n<li><strong>Higher employment guarantee:<\/strong> The new framework seeks to expand the guaranteed employment period beyond the MGNREGA framework.<\/li>\n\n\n\n<li><strong>Greater State participation:<\/strong> Unlike the predominantly Centre-funded MGNREGA wage-employment architecture, VB-G RAM G introduces greater <strong>Centre-State cost sharing<\/strong>.<\/li>\n\n\n\n<li><strong>Planning and convergence:<\/strong> Greater emphasis is placed on integrating employment works with rural infrastructure, agriculture, water management and livelihood assets.<\/li>\n\n\n\n<li><strong>Technology-based monitoring:<\/strong> Digital attendance, facial recognition and other technology-driven mechanisms are being emphasised for transparency and verification.<\/li>\n\n\n\n<li><strong>Revised wage framework:<\/strong> Wage rates have been separately notified under the new system.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The transition was <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/02-07-2026\/vb-g-ram-g-act\"><strong>formally operationalised from July 1, 2026,<\/strong><\/a><strong> <\/strong>following the framing of rules and associated notifications.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of the Transition<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The reform can potentially improve rural employment policy in several ways:\n<ul class=\"wp-block-list\">\n<li><strong>Convergence:<\/strong> Employment expenditure can generate productive assets and strengthen rural infrastructure.<\/li>\n\n\n\n<li><strong>Livelihood diversification:<\/strong> Linking wage employment with agriculture, water conservation and allied activities may improve long-term income opportunities.<\/li>\n\n\n\n<li><strong>Fiscal predictability:<\/strong> A defined financing framework may improve budgetary planning.<\/li>\n\n\n\n<li><strong>Digital transparency:<\/strong> Technology can reduce ghost beneficiaries, duplicate attendance and leakages.<\/li>\n\n\n\n<li><strong>Viksit Bharat objective:<\/strong> Rural employment can be aligned with broader goals of inclusive growth, poverty reduction and resilient rural economies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Research supports the importance of employment guarantees as instruments of <strong>social protection, income smoothing, rural wage formation and women\u2019s economic participation<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Issues and Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The immediate concern is the <strong>collapse in employment generation during the transition<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>MGNREGA and VB-G RAM G<\/strong> together generated only <strong>about 70 crore person-days between April and July 2026<\/strong>, compared with 119\u2013128 crore in the corresponding period of the preceding two years.<\/li>\n\n\n\n<li>There is <strong>a decline of roughly 43% from the recent average<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>July 2026 witnessed a particularly sharp fall. Even if the final employment figure is around <strong>9 crore person-days<\/strong>, employment would still be more than <strong>40% below July 2025<\/strong>.<\/li>\n\n\n\n<li>The problem is especially <strong>severe in poorer States.<\/strong> In <strong>10 of 19 major States<\/strong>, employment generation reportedly fell by 60\u201385%.\n<ul class=\"wp-block-list\">\n<li>In Madhya Pradesh, Uttar Pradesh and Jharkhand, employment virtually came to a standstill during parts of April\u2013July 2026.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Union Budget (2026\u201327) has allocated <strong>\u20b995,692 crore<\/strong> for VB-G RAM G.\n<ul class=\"wp-block-list\">\n<li>The overall resource envelope was expected to reach around <strong>\u20b91.5 lakh crore, i<\/strong>ncluding State contributions, substantially higher than MGNREGA expenditure in 2025\u201326.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Other major concerns include:\n<ul class=\"wp-block-list\">\n<li><strong>Implementation Disruption:<\/strong> Confusion over rules and opening of works undermined employment during the crucial summer lean season.<\/li>\n\n\n\n<li><strong>Centre-State Financing:<\/strong> Higher State contributions may constrain poorer States\u2019 ability to generate employment.<\/li>\n\n\n\n<li><strong>Digital Exclusion:<\/strong> Facial recognition and technology-dependent attendance may exclude workers because of connectivity, authentication or technical failures.<\/li>\n\n\n\n<li><strong>Delayed Wage Payments:<\/strong> Administrative and technological bottlenecks could undermine the central promise of timely wage employment.<\/li>\n\n\n\n<li><strong>Inter-State Disparities:<\/strong> The decline has been especially severe in several large and poorer States.<\/li>\n\n\n\n<li><strong>Demand Suppression:<\/strong> If workers stop demanding employment because access becomes difficult, lower recorded employment may falsely appear as lower demand.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Efforts Related to Rural Employment<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rural employment should be viewed as part of a wider policy ecosystem, including:\n<ul class=\"wp-block-list\">\n<li><strong>DAY-NRLM<\/strong>: Women\u2019s self-help groups and rural livelihoods;<\/li>\n\n\n\n<li><strong>PM-KISAN<\/strong>: Income support to eligible farmer families;<\/li>\n\n\n\n<li><strong>PMAY-G<\/strong>: Rural housing and associated employment;<\/li>\n\n\n\n<li><strong>PMGSY<\/strong>: Rural road connectivity;<\/li>\n\n\n\n<li><strong>Skill India\/PMKVY<\/strong>: Employability and skill development;<\/li>\n\n\n\n<li><strong>DDU-GKY<\/strong>: Skill training and placement for rural youth;<\/li>\n\n\n\n<li><strong>Watershed &amp; Irrigation Programmes<\/strong>: Climate-resilient rural asset creation.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward: Strengthening Rural Employment in India<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The objective should not merely be to replace one scheme with another, but to <strong>preserve the rights-based employment guarantee while improving implementation<\/strong>.<\/li>\n\n\n\n<li>The government should ensure uninterrupted availability of employment during agricultural lean seasons and strengthen Gram Panchayat-level planning.<\/li>\n\n\n\n<li><strong>Centre-State financing<\/strong> needs to be designed so that poorer States are not discouraged from providing employment.<\/li>\n\n\n\n<li><strong>Technology<\/strong> should remain an <strong>enabler, not a barrier<\/strong>.
