send \u2018Govindas\u2019, who form human pyramids during the festival, to <strong>Spain<\/strong> to showcase this traditional practice.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About the Intangible cultural heritage<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It includes the practices, knowledge, expressions, objects, and spaces that communities see as part of their cultural identity.\n<ul class=\"wp-block-list\">\n<li>Passed down over generations, this heritage evolves, strengthening cultural identity and appreciation of diversity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Historical Background: <\/strong>For the Safeguarding of Intangible Cultural Heritage, UNESCO adopted the <strong>2003 Convention<\/strong> during its 32nd General Conference in Paris.\n<ul class=\"wp-block-list\">\n<li>India ratified the convention in <strong>2005.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>India&#8217;s UNESCO heritage entries: <\/strong>To date, <strong>16 Indian elements<\/strong> have been inscribed on the UNESCO Representative List (including Deepavali, Durga Puja, Kumbh Mela and Garba)<strong>.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Dahi Handi Festival<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dahi Handi, held a day after <strong>Janmashtami <\/strong>to mark the <strong>birth of Lord Krishna<\/strong>, combines religious devotion with community participation and sport.<\/li>\n\n\n\n<li><strong>Participants, or Govindas<\/strong>, form tall human pyramids to reach and break an earthen pot filled with curd, butter, and milk.<\/li>\n\n\n\n<li>According to legends, the <strong>child-god Krishna or Kanha<\/strong> and his friends used to form human pyramids to break pots hung from the ceilings of neighbourhood houses to steal curd and butter.<\/li>\n\n\n\n<li>The practice became particularly popular across <strong>Mumbai and the Mumbai Metropolitan Region<\/strong>, where Dahi Handi competitions are now organised with substantial prize money.\u00a0<\/li>\n\n\n\n<li>The state government also provides <strong>Rs 10 lakh<\/strong> insurance cover to each Govinda participating in Dahi Handi.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>India-Spain Connection<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The traditional practice of building <strong>human pyramids and towers<\/strong> is the common link between the <strong>Dahi Handi festival and Spain<\/strong>, where communities practice building <strong>human towers called castells<\/strong>.<\/li>\n\n\n\n<li>Spain\u2019s Catalan Castells (human towers)\u2014 is already Award <\/strong>announcements was observed.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Communal Award&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In August 1932 British Prime Minister <strong>Ramsay MacDonald<\/strong> formally announced the <strong>Communal Award.\u00a0<\/strong><\/li>\n\n\n\n<li>It recognised the <strong>Depressed Classes<\/strong> as a minority and granted them <strong>separate electorates for 20 years.\u00a0<\/strong><\/li>\n\n\n\n<li>The arrangement gave them <strong>71 special seats in the provincial legislatures.<\/strong><\/li>\n\n\n\n<li>It also provided separate electorates for Muslims, Sikhs, Indian Christians, Anglo-Indians and Europeans, along with communal allocations of seats in the provincial legislatures and other safeguards for minority representation.<\/li>\n\n\n\n<li>MacDonald backed the proposal on the ground that <strong>separate electorates would provide the Depressed Classes distinct political representation<\/strong>, while their voting rights in general constituencies would preserve their unity with other Hindus.\u00a0<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"d6d7d5\" data-has-transparency=\"false\" style=\"--dominant-color: #d6d7d5;\" loading=\"lazy\" class=\"wp-block-heading\"><strong>Mahatma Gandhi Response&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>He was opposed to the British suggestion of separate electorates for the Depressed Classes vehemently claiming that it would <strong>split the Hindu society rather than solve the social problems<\/strong> of the community.\u00a0<\/li>\n\n\n\n<li>He warned Secretary of State Samuel Hoare that he would fight the move with his life.\u00a0<\/li>\n\n\n\n<li>He began his <strong>fast unto death at Poona <\/strong>on 20 September 1932, declaring his determination to end untouchability and to bring about social peace between the caste Hindus and the Depressed Classes.\n<ul class=\"wp-block-list\">\n<li>Prominent personalities like M.C. Rajah and B.G. Horniman also denounced separate electorates which they believed could widen the gulf between the Depressed Classes and other Hindus.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>B.R. Ambedkar Views<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>He was the most vocal champion of separate electorates for the Depressed Classes, believing that upper-caste reformers like Gandhi were unable to represent them sufficiently and that they needed autonomous political leadership and representation.\u00a0<\/li>\n\n\n\n<li>As Gandhi\u2019s fast approached, Madan Mohan Malaviya contacted the leaders of the Hindu and the Depressed Classes for negotiations, but Ambedkar first declined, emphasising that the interest of the Depressed Classes was more essential than Gandhi\u2019s personal fast.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Poona Pact&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>During Gandhi&#8217;s Poona fast, key figures including Madan Mohan Malaviya, Tej Bahadur Sapru, M.R. Jayakar, C. Rajagopalachari and Rajendra Prasad talked with B.R. If less fuel is required, some of the saved mass can potentially be used for additional satellite payload.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>In a conventional engine,<\/strong> fuel burns
