Disruptions in India"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, the <strong>Parliamentary Affairs Minister<\/strong> reported productivity of <strong>19% in Lok Sabha and 39% in Rajya Sabha <\/strong>after the Monsoon Session, reviving concerns over legislative disruptions.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Parliamentary Disruptions in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Parliamentary disruption refers to repeated interruptions, adjournments, protests, sloganeering or other actions that prevent the Houses from conducting scheduled business.<\/li>\n\n\n\n<li>Persistent disruption undermines Parliament\u2019s deliberative and accountability functions while disruption can be a legitimate instrument for the Opposition to draw attention to urgent issues.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Past Disruptions<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Winter Session (2010):<\/strong> A near-total washout amid the 2G spectrum controversy and the Opposition\u2019s demand for a JPC; Lok Sabha functioned for only <strong>5%<\/strong> and Rajya Sabha <strong>2%<\/strong> of scheduled time.<\/li>\n\n\n\n<li><strong>Winter Session (2013):<\/strong> Protests over the 2G JPC findings, Telangana, and other issues reduced productivity to <strong>6% in Lok Sabha and 19% in Rajya Sabha<\/strong>.<\/li>\n\n\n\n<li><strong>Interim Budget Session (2014):<\/strong> Productivity remained low at <strong>21% and 27%<\/strong>, respectively.<\/li>\n\n\n\n<li><strong>Monsoon Session (2015):<\/strong> Lok Sabha functioned for <strong>46%<\/strong>, while Rajya Sabha functioned for only <strong>9%<\/strong>, amid the Lalit Modi and Vyapam controversies.<\/li>\n\n\n\n<li><strong>Winter Session (2016):<\/strong> Demonetisation protests reduced productivity to <strong>15% and 18%<\/strong>.<\/li>\n\n\n\n<li><strong>Budget Session (2018):<\/strong> Cauvery dispute, Andhra Pradesh\u2019s special-category-state demand and PNB-related allegations contributed to productivity of <strong>21% and 27%<\/strong>.<\/li>\n\n\n\n<li><strong>Monsoon Session (2021):<\/strong> Pegasus allegations and protests over farm laws resulted in productivity of <strong>21% and 29%<\/strong>.<\/li>\n\n\n\n<li><strong>Budget Session (2023):<\/strong> The Adani controversy, Rahul Gandhi\u2019s remarks abroad and his subsequent disqualification contributed to productivity of <strong>33% in Lok Sabha and 24% in Rajya Sabha<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Declining Legislative Productivity in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The 17th Lok Sabha (2019\u20132024) <\/strong>held only <strong>274 sittings <\/strong>across <strong>15 sessions, <\/strong>the lowest for any full-term Lok Sabha in Indian history.<\/li>\n\n\n\n<li>The proportion of Bills referred to <strong>Parliamentary Standing Committees <\/strong>declined from <strong>71%<\/strong> during the <strong>15th Lok Sabha (2009\u201314) <\/strong>to <strong>27% <\/strong>during the<strong> 16th Lok Sabha (2014\u201319)<\/strong> and around <strong>16% <\/strong>during the <strong>17th Lok Sabha (2019\u201324).<\/strong><\/li>\n\n\n\n<li>During the Monsoon Session 2025<strong>,<\/strong> the<strong> Lok Sabha<\/strong> functioned for only <strong>29% <\/strong>of its scheduled time, while the <strong>Rajya Sabha<\/strong> functioned for only <strong>34%<\/strong> of its scheduled time.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"dfe8f3\" data-has-transparency=\"false\" style=\"--dominant-color: #dfe8f3;\" loading=\"lazy\" decoding=\"async\" width=\"429\" height=\"199\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-120.png\" alt=\"declining legislative productivity in india\" class=\"not-transparent wp-image-81673\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-120.png 429w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-120-300x139.png 300w\" sizes=\"auto, (max-width: 429px) 100vw, 429px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Why Parliamentary Disruptions Matter?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Legislative scrutiny suffers:<\/strong> Bills may receive inadequate debate and committee examination.<\/li>\n\n\n\n<li><strong>Executive accountability weakens:<\/strong> Question Hour and discussions on government policies are lost.<\/li>\n\n\n\n<li><strong>Public money is wasted:<\/strong> Parliamentary time is a valuable public resource.<\/li>\n\n\n\n<li><strong>Federal concerns get limited space:<\/strong> Rajya Sabha provides representation to States and must function effectively.<\/li>\n\n\n\n<li><strong>Democratic deliberation declines:<\/strong> Parliament is constitutionally intended to reconcile competing interests through debate.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Concerns &amp;
