{"id":81340,"date":"2026-08-12T18:12:51","date_gmt":"2026-08-12T12:42:51","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=81340"},"modified":"2026-08-12T18:14:13","modified_gmt":"2026-08-12T12:44:13","slug":"india-cultural-diplomacy","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/12-08-2026\/india-cultural-diplomacy","title":{"rendered":"India\u2019s Cultural Diplomacy: Towards a National Framework for Global Engagement"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ IR<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India is strengthening its cultural diplomacy and international engagement through a Cultural Exchange Programmes with 98 countries.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What is Cultural Diplomacy?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cultural diplomacy is the <strong>exchange of ideas, information, art, language and other aspects of culture <\/strong>among nations and peoples in order to foster mutual understanding.\n<ul class=\"wp-block-list\">\n<li>It functions as a soft but potent force for unity and coexistence.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Following independence, several countries centred their foreign policy around culture or development policies around inter-state cooperation in culture.<\/li>\n\n\n\n<li><strong>Examples of Soft Power:<\/strong> The formation of the EU is an excellent example of the triumph of soft power to settle centuries of dispute and conflict in Europe.\n<ul class=\"wp-block-list\">\n<li>Immediately after World War II, school children from France and Germany were sent on exchange programmes to learn about each other\u2019s culture, language and customs.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pillars of India\u2019s Cultural Diplomacy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Saman (Peace): <\/strong>India\u2019s commitment to peace is reflected in its long history of non-violence and diplomatic engagements.\n<ul class=\"wp-block-list\">\n<li>India has played a proactive role in <strong>UN peacekeeping missions<\/strong> contributing personnel to over 40 missions globally.&nbsp;<\/li>\n\n\n\n<li>The country\u2019s <strong>peace-oriented foreign policy<\/strong> combined with its non-aligned status has bolstered its image as a peaceful and stable power.&nbsp;<\/li>\n\n\n\n<li>India\u2019s advocacy for <strong>global South-South cooperation<\/strong> has earned respect from developing nations which view India as a model for economic development.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Samriddhi (Prosperity): <\/strong>India\u2019s economic success through initiatives such as Make in India and Startup India has positioned it as an emerging global economic powerhouse with an emerging global market.\n<ul class=\"wp-block-list\">\n<li>The country\u2019s growing trade relationships particularly with <strong>Africa, Southeast Asia and the Middle East<\/strong> showcase its economic influence.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Suraksha (Security):<\/strong> India\u2019s strategy for regional and global security is based on its alliances with significant powers like the <strong>United States, Russia and Japan.<\/strong>\n<ul class=\"wp-block-list\">\n<li>India has established itself as a crucial actor in Indo-Pacific security balancing its historical non-aligned stance with active involvement in security platforms like the <strong>QUAD.&nbsp;<\/strong><\/li>\n\n\n\n<li>India\u2019s emphasis on counterterrorism and humanitarian efforts reflects its position as a contributor to regional security.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Sanskriti (Culture):<\/strong> Bollywood, classical arts, yoga and food are among the most visible exports of Indian culture.\n<ul class=\"wp-block-list\">\n<li><strong>The International Day of Yoga<\/strong> which is observed all around the world exemplifies how India expanded its cultural history to reach out to global audiences.&nbsp;<\/li>\n\n\n\n<li><strong>Indian diaspora<\/strong> play a vital role in spreading Indian culture and values. Making its impact in an interconnected globalized world.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Initiatives taken by Government<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Global Engagement Scheme (GES): <\/strong>The <strong>Ministry of Culture<\/strong> promotes India\u2019s cultural relations with other countries through the <strong>GES<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>GES comprises four major components:<\/strong> the International Cultural Exchange Programme (ICEP), Project Mausam, Brihattar Bharat and the Scheme for Safeguarding the Intangible Cultural Heritage and Diverse Cultural Traditions of India.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The Indian Council for Cultural Relations (ICCR),<\/strong> an autonomous organisation under the Ministry of External Affairs, promoting Indian culture overseas and strengthening people-to-people ties through its network of Indian Cultural Centres and cultural programmes abroad.<\/li>\n\n\n\n<li><strong>Multilateral Cultural Engagement: <\/strong>Cultural diplomacy is also pursued through India&#8217;s participation in forums such as BRICS, G20, Shanghai Cooperation Organisation (SCO) and BIMSTEC.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Competition from Other Countries\u2019 Soft Power:<\/strong> China, South Korea, Japan and other countries spend a lot to promote their culture abroad.<\/li>\n\n\n\n<li><strong>Limited Institutional and Financial Resources:<\/strong> Organisations like Indian Council for Cultural Relations are limited in terms of budgetary and manpower resources compared to similar institutions of major powers.<\/li>\n\n\n\n<li><strong>Underutilisation of Cultural Assets:<\/strong> India\u2019s rich cultural heritage, languages, literature, museums and historical sites are not always effectively showcased internationally.<\/li>\n\n\n\n<li><strong>Digital and language barriers: <\/strong>Compared to competitors, Indian cultural content has less global accessibility due to limited translation and digital dissemination.<\/li>\n\n\n\n<li><strong>Commercialisation of culture: <\/strong>Excessive commercialisation leads to the commodification, or dilution of traditional cultural practices and reduces their authenticity.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Strengthen institutional capacity: <\/strong>Enhance the funding, manpower and global presence of ICCR and Indian Cultural Centres to expand India\u2019s cultural outreach.<\/li>\n\n\n\n<li><strong>Digital Diplomacy: <\/strong>Use OTT platforms, social media, virtual museums, digital archives and multilingual content to make Indian culture accessible to global audiences.<\/li>\n\n\n\n<li><strong>Strengthen Diaspora Partnerships: <\/strong>Engage the Indian diaspora as cultural ambassadors to promote Indian traditions, languages, festivals and values abroad.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Concluding remarks<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s soft power capability has significantly increased in the age of globalization fueled by its cultural diplomacy, economic advancement and strategic alliances.&nbsp;<\/li>\n\n\n\n<li>As India maneuvers through the intricacies of international geopolitics its soft power will be an essential asset for cultivating relationships, encouraging mutual respect and promoting its interests globally.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Source: <\/strong><a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2297151&amp;reg=48&amp;lang=1\" target=\"_blank\" rel=\"noopener\"><strong>PIB<\/strong><\/a><strong>, <\/strong><a href=\"https:\/\/ddnews.gov.in\/en\/india-uses-cultural-diplomacy-to-strengthen-global-ties-with-98-countries\/\" target=\"_blank\" rel=\"noopener\"><strong>DD NEWS<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p><strong> Context <\/strong><\/p>\n<li class=\"ms-5\"> India is strengthening its cultural diplomacy and international engagement through a Cultural Exchange Programmes with 98 countries. <\/li>\n<p><\/p>\n<p><strong> What is Cultural Diplomacy?
