It commemorates the launch of the <strong>Swadeshi Movement in 1905<\/strong>, which promoted indigenous goods and encouraged self-reliance.\n<ul class=\"wp-block-list\">\n<li>The Government of India declared 7th August as National Handloom Day in <strong>2015.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The occasion celebrates India\u2019s weaving traditions and recognises the socio-economic and cultural contribution of handloom workers.<\/li>\n\n\n\n<li>It recognises <strong>35.22 lakh weavers<\/strong> and allied workers, over <strong>72%<\/strong> of whom are women.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Handloom Industry of India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Indian handloom industry is one of the oldest and most vibrant cottage industries in the world.<\/li>\n\n\n\n<li><strong>Handloom Census:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>India has conducted <strong>four censuses<\/strong> so far: 1987-88, 1995-96, 2009-10 and 2019-20.<\/li>\n\n\n\n<li>They are conducted at intervals averaging <strong>8-12 years.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>According to the 4th All India Handloom Census (2019\u201320),<\/strong> about 35.22 lakh households are involved in this work, and around <strong>72% of economic handloom weavers are women.\u00a0<\/strong><\/li>\n\n\n\n<li><strong>Top Export Destination:<\/strong> In FY 2024-25, the <strong>United States<\/strong> remained the largest destination, followed by the United Arab Emirates, the Netherlands, France, and the United Kingdom, respectively.\u00a0<\/li>\n\n\n\n<li><strong>Products:<\/strong> Made-ups such as cushion covers, curtains, table linen, and other household items contributed 42.4% in 2024-25, followed by floor coverings like carpets, rugs, and mats, which made up 40.6%.\n<ul class=\"wp-block-list\">\n<li>Clothing accessories contributed 12.7%, while fabrics accounted for 4.3%.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"e5e1e2\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"782\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-61.png\" alt=\"handloom industry of india\" class=\"not-transparent wp-image-80996\" style=\"--dominant-color: #e5e1e2; aspect-ratio:0.7928547165664276;width:430px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-61.png 620w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-61-238x300.png 238w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Major Challenges Faced by the Industry<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Declining Number of Weavers: <\/strong>Younger generations moving away due to low income, lack of social security, and absence of modern skill training.\n<ul class=\"wp-block-list\">\n<li>Traditional weavers are aging, leading to a shrinking workforce.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Economic Distress:<\/strong> Prices of raw materials (cotton, silk and dyes) were high while selling prices were low due to exploitation by middlemen.<\/li>\n\n\n\n<li><strong>Competition from Powerlooms &amp; Mills: <\/strong>Machines create Fabrics in large quantities which are cheaper, faster to make and control the marketplace.\n<ul class=\"wp-block-list\">\n<li>Handloom products of better quality and distinctive are priced non competitively.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Weak Marketing &amp; Branding: <\/strong>Poor penetration in domestic and worldwide markets due to lack of branding, modern retail and e-commerce acceptance.<\/li>\n\n\n\n<li><strong>Technological &amp; Skill Gaps: <\/strong>Traditional looms are less productive and labour consuming.<\/li>\n\n\n\n<li><strong>Globalisation &amp; Import Competition: <\/strong>Cheap imports (especially from China and Bangladesh) are flooding Indian markets.\n<ul class=\"wp-block-list\">\n<li>Indian handloom struggles to compete internationally due to high production costs and a lack of aggressive export promotion.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>An Ecosystem of Support for Handloom Weavers<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>National Handloom Development Programme (NHDP):<\/strong> NHDP was formulated for implementation from <strong>2021-22 to 2025-26.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>It follows a need-based approach to the integrated development of the handloom sector, focusing on the welfare of handloom weavers.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"c7dde3\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"599\" height=\"337\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-62.png\" alt=\"\" class=\"not-transparent wp-image-80997\" style=\"--dominant-color: #c7dde3; aspect-ratio:1.7775665399239544;width:510px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-62.png 599w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-62-300x169.png 300w\" sizes=\"auto, (max-width: 599px) 100vw, 599px\" \/><\/figure>\n<\/div>\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Raw Material Supply Scheme (RMSS): <\/strong>The Scheme supports access to yarn by reimbursing freight charges on all types of yarn.\n<ul class=\"wp-block-list\">\n<li>It also provides a <strong>15%<\/strong> price subsidy on specified yarns, subject to prescribed quantity limits.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>GST Relief for Handlooms and Traditional Crafts: <\/strong>The Next-Generation GST reforms recommended at the <strong>56th GST Council meeting <\/strong>in 2025 included measures supporting the handloom sector.\n<ul class=\"wp-block-list\">\n<li>Under the GST rationalisation, the tax rate on 36 handicraft items was reduced from 12% to 5%.<\/li>\n\n\n\n<li>Cotton handloom rugs and handwoven carpets were also brought under the <strong>5% GST rate.<\/strong><\/li>\n\n\n\n<li>The rate on domestic and industrial sewing machines was similarly reduced from <strong>12% to 5%,<\/strong> easing costs for tailoring units and supporting domestic manufacturing.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The Union Budget 2026-27<\/strong> placed special emphasis on textiles through several new measures:\n<ul class=\"wp-block-list\">\n<li><strong>The National Fibre Scheme<\/strong> is designed to strengthen the textile raw-material base.<\/li>\n\n\n\n<li><strong>Traditional clusters <\/strong>will be modernised under the Textile Expansion and Employment Scheme.<\/li>\n\n\n\n<li><strong>The Mahatma Gandhi Gram Swaraj Initiative<\/strong> will strengthen khadi, handloom and handicrafts while benefiting weavers, village industries, rural youth and the One District One Product (ODOP) initiative.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"d9e4e9\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"528\" height=\"528\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/08\/image-60.png\" alt=\"\" class=\"not-transparent wp-image-80995\" style=\"--dominant-color: #d9e4e9;
