{"id":80470,"date":"2026-07-31T17:47:12","date_gmt":"2026-07-31T12:17:12","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=80470"},"modified":"2026-07-31T17:48:27","modified_gmt":"2026-07-31T12:18:27","slug":"shanti-maritime-framework-india","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/editorial-analysis\/31-07-2026\/shanti-maritime-framework-india","title":{"rendered":"SHANTI: India\u2019s Emerging Maritime Security Framework for the Bay of Bengal"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/International Relations; GS3\/Security<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>With India\u2019s recent bid for the <strong>UNSC (2028-29)<\/strong> being announced, the Ministry of External Affairs (MEA) has brought up <strong>SHANTI (Securing Holistic Advancement through Norms, Trust and Integrity)<\/strong> as the next phase of <strong>India\u2019s marine vision after SAGAR and MAHASAGAR.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why is the Bay of Bengal Strategically Important?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Bay of Bengal<\/strong> has emerged as the strategic fulcrum of <strong>India\u2019s maritime vision <\/strong>due to its economic, geopolitical and security significance.<\/li>\n\n\n\n<li>Traditional military-centric tactics are not sufficient to tackle the expanding <strong>non-traditional security concerns<\/strong> such as climate-induced disasters, illegal fishing, cyber hazards, supply chain disruptions and maritime pollution in the region.<\/li>\n\n\n\n<li>India has suggested the normative framework of <strong>SHANTI (Securing Holistic Advancement through Norms, Trust and Integrity)<\/strong> to enhance cooperative marine governance.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Geostrategic Significance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Bay of Bengal is the maritime bridge connecting South and Southeast Asia. It links the <strong>Act East Policy of India with ASEAN.<\/strong>\n<ul class=\"wp-block-list\">\n<li>It gives access to the Strait of Malacca, one of the world&#8217;s largest marine commerce routes.<\/li>\n\n\n\n<li>It is a critical element in the larger Indo-Pacific strategic architecture.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Economic Importance:<\/strong> It has important sea lanes for world trade and energy sources. It promotes the <strong>Blue Economy<\/strong> in the areas of fisheries, ports, offshore resources and marine trade. It is an important part of the regional connectivity activities under <strong>BIMSTEC.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Evolution of India&#8217;s Maritime Vision<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Security and Growth for All in the Region (SAGAR), 2015:<\/strong> It highlighted inclusive maritime development, regional security cooperation, Humanitarian Assistance and Disaster Relief (HADR), and capacity building among Indian Ocean littorals.<\/li>\n\n\n\n<li><strong>Mutual and Holistic Advancement for Security and Growth throughout Regions (MAHASAGAR), 2025:<\/strong> It broadened India\u2019s outlook by acknowledging interlinked security issues, enhancing collaboration throughout the Indo-Pacific and the Global South, and fostering comprehensive marine alliances.<\/li>\n\n\n\n<li><strong>SHANTI (2026): <\/strong>It was launched together with India\u2019s candidature for the <strong>UN Security Council (2028-29)<\/strong>. It spells out the way it will be implemented, assuming <strong>SAGAR <\/strong>was India\u2019s marine vision and <strong>MAHASAGAR<\/strong> increased its geographical ambit. It lays down the <strong>operational principles<\/strong> for maritime cooperation by focusing on:\n<ul class=\"wp-block-list\">\n<li><strong>Norms: <\/strong>Respect for international law and appropriate maritime behaviour.<\/li>\n\n\n\n<li><strong>Trust<\/strong>: Building confidence and sharing information.<\/li>\n\n\n\n<li><strong>Integrity<\/strong>: Open, inclusive and rules-based government.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why is SHANTI Needed?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Bay of Bengal has a number of similar concerns that transcend country boundaries:\n<ul class=\"wp-block-list\">\n<li>Natural disasters and cyclone recurrence;<\/li>\n\n\n\n<li>Coastal erosion and sea-level rise;<\/li>\n\n\n\n<li>Illegal, Unreported and Unregulated (IUU) fishing;<\/li>\n\n\n\n<li>Maritime pollution;<\/li>\n\n\n\n<li>Protection of undersea communication cables;<\/li>\n\n\n\n<li>Cyber vulnerabilities affecting ports;<\/li>\n\n\n\n<li>Supply chain disruptions;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Role of BIMSTEC in Operationalising SHANTI<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC)<\/strong> is the most ideal venue for the implementation of <strong>SHANTI<\/strong>.<\/li>\n\n\n\n<li>Recent advancements are:\n<ul class=\"wp-block-list\">\n<li><strong>Common standards for maritime law<\/strong> enforcement agreed.<\/li>\n\n\n\n<li>Enhanced cooperation on <strong>humanitarian assistance and disaster relief (HADR).<\/strong><\/li>\n\n\n\n<li>Proposal for <strong>White Shipping Information Sharing<\/strong> to Improve Maritime Domain Awareness<\/li>\n\n\n\n<li>Decision to hold the <strong>first BIMSTEC Joint Maritime Security Exercise (2026).<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These efforts promote regional resilience while preserving the sovereignty of member states.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance for India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>SHANTI increases India\u2019s capacity to:\n<ul class=\"wp-block-list\">\n<li>A partner of choice for security in the Indian Ocean region.<\/li>\n\n\n\n<li>The first response in the area for natural calamities.<\/li>\n\n\n\n<li>A champion of the rules-based order in the seas.<\/li>\n\n\n\n<li>A facilitator of inclusive regional government, not strategic hegemony.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The framework also compliments the<strong> \u2018Vasudhaiva Kutumbakam\u2019<\/strong> vision of India as it promotes common security and sustainable maritime development.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Challenges<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bay strategic competition, particularly with rising Chinese maritime dominance.<\/li>\n\n\n\n<li>Institutional overlap between BIMSTEC, IORA, ASEAN-led processes and other regional fora.<\/li>\n\n\n\n<li>Limited financial and technical capabilities of smaller littoral states.<\/li>\n\n\n\n<li>National sovereignty vs greater regional collaboration.<\/li>\n\n\n\n<li>Climate change exacerbates humanitarian and ecological risks.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Institutionalise regular BIMSTEC maritime drills and HADR coordination.<\/li>\n\n\n\n<li>Enhance Maritime Domain Awareness through secure information-sharing processes.<\/li>\n\n\n\n<li>Support Sustainable Blue Economy activities, maritime environment protection.<\/li>\n\n\n\n<li>Build coastal resilience with climate adaptation and catastrophe preparedness.<\/li>\n\n\n\n<li>SHANTI should be aligned with international standards such as the <strong>UN Convention on the Law of the Sea (UNCLOS)<\/strong> and the <strong>Indian Ocean Rim Association (IORA)<\/strong> framework.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusions<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has a chance to shift maritime security from a competition-based approach to one of cooperation, resilience, and shared responsibility in the Bay of Bengal.<\/li>\n\n\n\n<li>SHANTI is a living example of this transformation, putting norms, trust and integrity at the center of regional governance.<\/li>\n\n\n\n<li>Executed successfully through BIMSTEC and other regional structures, it may be a role model for the entire Indo-Pacific, strengthening India\u2019s position as a responsible maritime stakeholder and promoting a stable, secure and
