Graham Sanctioning Russia and Iran Act of 2026.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The bill allows the US to impose <strong>100% tariffs<\/strong> on the <strong>world&#8217;s top five purchasers of Russian oil or natural gas, including India and China.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Apart from China and India, the other top purchasers of Russian oil are <strong>Slovakia, Hungary and Azerbaijan.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The bill calls for the <strong>US Trade Representative to reassess the top five purchasers every 180 days,<\/strong> to adjust tariff rates based on changes in purchasing behaviour.<\/li>\n\n\n\n<li><strong>It provides exceptions for countries<\/strong> that import<strong> less than 15% <\/strong>of their natural gas from Russia and are taking steps to reduce those imports.<\/li>\n\n\n\n<li><strong>Regarding Iran, <\/strong>the legislation extends the<strong> Iran Sanctions Act<\/strong> for an additional five years, keeping critical secondary restrictions in place until 2031.\n<ul class=\"wp-block-list\">\n<li>It also <strong>extends existing sanctions authority<\/strong> aimed at r<strong>estricting funding for Iran&#8217;s energy and weapons sectors.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Supporters of the bill claim<\/strong> it&#8217;s necessary to choke off <strong>Russia\u2019s energy income,<\/strong> weakening the <strong>DAANVEER initiative<\/strong> to digitize Gram Panchayats.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>DAANVEER<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a <strong>citizen participation initiative<\/strong> aimed at strengthening the digital infrastructure of Gram Panchayats across the country.<\/li>\n\n\n\n<li>It will enable citizens, organisations, philanthropists, and the Indian diaspora to donate standardised computer bundles to eligible Gram Panchayats voluntarily.<\/li>\n\n\n\n<li>The initiative is likely to benefit<strong> around 2.5 lakh Gram Panchayats<\/strong> by supplementing existing digital governance platforms like e-GramSwaraj, Meri Panchayat, Sabha Saar, AuditOnline and Gram Manchitra.<\/li>\n\n\n\n<li><strong>Major Features:\u00a0 <\/strong>It provides pre-approved, quality-checked computer bundles tailored to fulfil the specifications of each state.\n<ul class=\"wp-block-list\">\n<li>It provides end-to-end digital tracking, automatic delivery details, transparency, and a digital certificate of appreciation to donors.<\/li>\n\n\n\n<li>It is available on the Meri Panchayat Mobile App<\/li>\n\n\n\n<li>It is connected to the DigiHaat marketplace for easy donations.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Significance<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It will improve digital governance and delivery of public services at the grassroots level.<\/li>\n\n\n\n<li>It will improve the efficiency, transparency and government has approved the Reserve Bank of India\u2019s (RBI\u2019s) proposal to introduce<a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/23-07-2026\/plastic-currency-india\"> polymer banknotes <\/a>in the denominations of 10 and 20 rupees.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The RBI will introduce <strong>one billion (100 crore) polymer banknotes each<\/strong> of the \u20b910 and \u20b920 denominations for <strong>field trials<\/strong>.\u00a0<\/li>\n\n\n\n<li>Regular issuance of polymer banknotes in these denominations will be considered after the successful completion of the field trials.\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What are Polymer Banknotes<\/strong><strong>?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Unlike conventional cotton-based banknotes, polymer banknotes (also known as plastic banknotes) are more resistant to dirt, moisture and tearing, giving them a longer lifespan.\u00a0<\/li>\n\n\n\n<li>They also incorporate advanced security features, making counterfeiting more difficult.\u00a0<\/li>\n\n\n\n<li><strong>Australia <\/strong>became the <strong>first country<\/strong> to introduce polymer currency in <strong>1988<\/strong>, and today over <strong>60 countries<\/strong>, including the UK, Canada, Australia, New Zealand, Singapore, Malaysia and Vietnam, use polymer notes either fully or partially.<\/li>\n\n\n\n<li>India had earlier experimented with polymer banknotes. In <strong>2012<\/strong>, the RBI conducted pilot trials of<strong> \u20b910 polymer banknotes <\/strong>in Kochi, Mysuru, Jaipur, Bhubaneswar and Shimla, representing diverse climatic conditions. However, the initiative was later discontinued due to operational and ATM-related challenges.\u00a0<\/li>\n\n\n\n<li>These technological limitations have since been addressed, enabling ATMs to process polymer banknotes without difficulty.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Why is the Move Significant<\/strong><strong>?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cash demand is still rising. India&#8217;s currency in circulation reached a record \u20b942.86 trillion, growing 11.5% year-on-year, showing that despite UPI&#8217;s success, cash remains important.<\/li>\n\n\n\n<li>At the same time, maintaining paper currency is becoming expensive.
