Publishes Laws and Regulations"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s legal publishing system remains<strong> fragmented and dependent on PDFs, <\/strong>making it difficult for citizens, lawyers and even courts <strong>to access, track laws and amendments in force.<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Adopting open legal publishing standards<\/strong> would make laws<strong> more accessible and strengthen democratic participation.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The rule of law requires that <strong>Bills presented before Parliament or a State Assembly<\/strong> be made known to the people in advance.\n<ul class=\"wp-block-list\">\n<li>It ensures that <strong>citizens are aware of the laws and amendments in force,<\/strong> and that the judiciary knows the state of the law it adjudicates.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>In reality, Bills are <strong>often not placed in the public domain<\/strong> before they are introduced.\n<ul class=\"wp-block-list\">\n<li><strong>Citizens struggle to find the law in force,<\/strong> and even when they locate a copy, determining what the law was on a given date is a challenge.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The government uses gazettes <\/strong>as its primary means of publishing laws and bringing them into force.\n<ul class=\"wp-block-list\">\n<li>These gazettes are published as PDFs, to ensure that a digital document looks identical on every device by embedding fonts and images.\u00a0<\/li>\n\n\n\n<li>While this makes PDFs easy to share and print, it also makes it ver<strong>y hard to extract the structure and meaning of a legal document.\u00a0<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Difficulty in Tracking Amendments:<\/strong> Frequent amendments across multiple Acts and notifications make it challenging to identify the current version of a law or determine the legal position on a specific date.<\/li>\n\n\n\n<li><strong>Fragmented Legal Information: <\/strong>Legal texts are dispersed across different gazettes, ministries, and websites without a unified, machine-readable repository, creating inconsistencies and duplication.<\/li>\n\n\n\n<li><strong>Inefficiency for the Judiciary and Legal Professionals:<\/strong> Judges, lawyers, researchers, and businesses spend considerable time verifying the latest applicable legal provisions, increasing litigation costs and delays.<\/li>\n\n\n\n<li><strong>Weak Democratic Participation:<\/strong> Inaccessible legal information hampers citizens&#8217;
