build an investment-friendly ecosystem.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why Higher Investment Matters?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India is the<strong> fastest growing major economy in the world<\/strong>, with <strong>average<\/strong> real GDP growth of<strong> 6.1% in FY1992-FY2025.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Investment is a major driver of economic growth, increasing productive capacity, creating jobs and generating demand.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It <strong>needs<\/strong> to maintain an average annual real GDP growth of <strong>7.8% over the next two decades<\/strong> to become a high-income economy by 2047 (<strong>World Bank)<\/strong>.<\/li>\n\n\n\n<li>India\u2019s growth has been <strong>more than 50% investment driven, demonstrating<\/strong> the centrality of investment in growth since the 1991 economic reforms.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of Public Investment<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Stimulates Economic Activity and Demand:<\/strong> Investment by its very nature creates demand through employment, incomes and consumption.\n<ul class=\"wp-block-list\">\n<li>Infrastructure projects have multiplier effects across sectors through procurement and construction and allied industries.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Crowding in Private Investment:<\/strong> Better infrastructure, policy certainty and ease of doing business motivate domestic and foreign investors to opt for productive investments.<\/li>\n\n\n\n<li><strong>Boosts long-term productivity:<\/strong> Investments in transport, logistics, energy, digital infrastructure and human capital reduce production costs and boost competitiveness.<\/li>\n\n\n\n<li><strong>Encourages Balanced Regional Development:<\/strong> Public investment in backward areas decreases regional inequalities by improving connectivity, industrialisation and access to public services.<\/li>\n\n\n\n<li><strong>Supports Job Creation:<\/strong> Construction, manufacturing and logistics are infrastructure-heavy sectors that create skilled and unskilled job opportunities.<\/li>\n\n\n\n<li><strong>Boosts India\u2019s Competitiveness on the Global Stage:<\/strong> Strong infrastructure and governance make India a more attractive destination for global manufacturing and investment.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Issues and Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Low Investment Rate: <\/strong>India\u2019s investment rate is still in the region of <strong>around 25% of GDP<\/strong>, which is <strong>far below the levels reached by East Asian economies<\/strong> in their high growth periods.\n<ul class=\"wp-block-list\">\n<li>But it is <strong>far from China\u2019s<\/strong> during its high-growth phase when it spent <strong>nearly 50% of GDP.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Disparities at the State Level:<\/strong> Infrastructure quality, regulatory efficiency, governance capacity and policy implementation vary widely across states.<\/li>\n\n\n\n<li><strong>Private investment slowdown: <\/strong>Private capital expenditure continues to be under pressure from global uncertainty, weak demand and risk aversion.<\/li>\n\n\n\n<li><strong>Constraints on Infrastructure Financing:<\/strong> Big infrastructure projects require enormous long-term financing, while fiscal constraints limit public spending.<\/li>\n\n\n\n<li><strong>Regulatory and Procedural Bottlenecks:<\/strong> Project execution is affected by issues such as land acquisition, delays in contract enforcement, environmental clearances and compliance burdens.<\/li>\n\n\n\n<li><strong>Global Economic Headwinds:<\/strong> Protectionism, geopolitical tensions and supply chain disruptions are creating uncertainties for investment flows.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Efforts and Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Investment Friendliness Index (2025): <\/strong>Developed by NITI Aayog to assess the investment ecosystem of states and promote data-driven policy reforms.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Investment Friendliness Index (IFI)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is<strong> launched by NITI Aayog<\/strong> to assess the investment attractiveness of 28 States and 8 Union Territories.<\/li>\n\n\n\n<li>It aims to assist states in identifying their investment ecosystem strengths and gaps, enhance policy interventions, and attract more domestic and foreign investments.<\/li>\n\n\n\n<li>It is <strong>not a ranking competition<\/strong>, but a diagnostic tool to promote cooperative and competitive federalism by states adopting best practices.<\/li>\n\n\n\n<li>Assessment Framework: States are rated on a 100-point scale based on a combination of primary surveys of investors and secondary data.<\/li>\n\n\n\n<li><strong>Eight Pillars of Assessment: <\/strong>Infrastructure; Business Climate; Resources; Government Policy; Regulatory Ease; Institutional Environment; Financial Health; and Environmental Resilience<\/li>\n\n\n\n<li><strong>Classification of States: <\/strong>Large States, Hilly &amp; North-Eastern States and City States &amp; Union Territories;<\/li>\n\n\n\n<li><strong>Overall Top Performers (2025): <\/strong>Gujarat; Maharashtra; Tamil Nadu; Goa; and Odisha;<\/li>\n\n\n\n<li><strong>Category-wise Leaders:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Large States:<\/strong> Gujarat, Maharashtra, Tamil Nadu<\/li>\n\n\n\n<li><strong>Hilly &amp; North-Eastern States:<\/strong> Uttarakhand, Assam, Himachal for infrastructure planning across ministries for improved multimodal connectivity.<\/li>\n\n\n\n<li><strong>National Monetisation Pipeline (NMP):<\/strong> Unlocks value of existing brownfield public assets to fund creation of new infrastructure.<\/li>\n\n\n\n<li><strong>Production Linked Incentive (PLI) Scheme:<\/strong> It offers performance-linked incentives to promote investment in manufacturing in strategic sectors.<\/li>\n\n\n\n<li><strong>Ease of Doing Business Reforms: <\/strong>The reforms related to digital approvals, labour reforms, faceless tax administration and single window systems are targeted at improving the investment climate.<\/li>\n\n\n\n<li><strong>Asset Creation through Capital Expenditure:<\/strong> The Union Government has always accorded the highest priority to capital expenditure in the recent Budgets to boost infrastructure-led growth.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Boost the rate of investment through continued public capital expenditure and greater private sector involvement.<\/li>\n\n\n\n<li>Improve the quality and efficiency of public expenditure through timely implementation of projects and better use of assets.<\/li>\n\n\n\n<li>Strengthen cooperative federalism by allowing states to adopt best practices identified through the Investment Friendliness Index.<\/li>\n\n\n\n<li>Increase investor confidence by simplifying regulation, providing policy stability and improving contract enforcement.<\/li>\n\n\n\n<li>Scale up financing of infrastructure through development finance institutions, municipal bonds and public-private partnership.<\/li>\n\n\n\n<li>Concentrate on green infrastructure, digital public infrastructure and innovation-led investments to encourage sustainable and inclusive growth.<\/li>\n\n\n\n<li>Investments should be focused on lagging states and aspirational districts to promote
