{"id":79396,"date":"2026-07-16T17:46:14","date_gmt":"2026-07-16T12:16:14","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=79396"},"modified":"2026-07-16T17:55:15","modified_gmt":"2026-07-16T12:25:15","slug":"one-nation-one-election-4","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/editorial-analysis\/16-07-2026\/one-nation-one-election-4","title":{"rendered":"One Nation, One Election: Constitutional Reform or Democratic Trade-off?"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Polity &amp; Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Parliament of India is set to take up the <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/13-02-2026\/simultaneous-polls-basic-structure\"><strong>Constitution (One Hundred and Twenty-Ninth Amendment) Bill<\/strong><\/a><strong> <\/strong>to synchronise Lok Sabha and all state assembly elections, <strong>inserting a new Article 82A<\/strong> and <strong>amending Articles 83 and 172.<\/strong><\/li>\n\n\n\n<li>It requires a two-thirds majority in both Houses and ratification by half the states.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About One Nation, One Election (ONOE)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Its aim is to hold elections to <strong>Lok Sabha and all the State Legislative Assemblies<\/strong> simultaneously thereby returning to the electoral cycle which was in vogue <strong>during 1952-1967.<\/strong><\/li>\n\n\n\n<li>A constitutional amendment, <strong>two-third majority in both Houses of Parliament<\/strong> and r<strong>atification by at least half of the States<\/strong> are required for the proposal as it impacts the federal structure.<\/li>\n\n\n\n<li>The proposed framework <strong>includes Article 82A<\/strong> for holding simultaneous elections and <strong>amendments to Articles 83 and 172<\/strong> to modify the duration of the <strong>Lok Sabha and the State Legislative Assemblies<\/strong>, respectively, for a common electoral cycle.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Rationale Behind Bill<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lower the recurring cost of elections to governments and political parties.<\/li>\n\n\n\n<li>Minimise disruption to governance from <strong>Model Code of Conduct (MCC).<\/strong><\/li>\n\n\n\n<li>Reduce the burden of deployment on security forces and government employees.<\/li>\n\n\n\n<li>Strengthen the continuity of administration and policy implementation.<\/li>\n\n\n\n<li>Create more policy certainty to increase economic growth.<\/li>\n\n\n\n<li>The <strong>High-Level Committee (HLC)<\/strong> headed by Ram Nath Kovind, former President of India, has found that synchronised elections contribute to <strong>1.5\u20131.6 percentage points of higher GDP growth<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Arguments in Favour of ONOE<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Administrative Efficiency:<\/strong> Elections are held frequently, requiring the repeated deployment of security forces, election officials and teachers, which impacts governance and public service delivery.\n<ul class=\"wp-block-list\">\n<li>Simultaneous elections may enhance administrative continuity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Limited Reduced Model Code of Conduct:<\/strong> The repeated imposition of the MCC delays new government schemes and policy announcements.\n<ul class=\"wp-block-list\">\n<li>One synchronised election cycle would cut down on repeated administrative disruptions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Cost savings<\/strong>: The government says holding simultaneous polls would cut expenditure on logistics, polling infrastructure and security arrangements.\n<ul class=\"wp-block-list\">\n<li>Official estimates point to significant savings in public resources over successive election cycles.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Certainty of Policy:<\/strong> Fewer elections mean that governments can concentrate on long-term governance rather than constant electoral mobilisation.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Arguments Against ONOE<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Questionable Economic Justification:<\/strong> The main economic argument is the correlation between co-occurring elections and higher GDP growth. But:\n<ul class=\"wp-block-list\">\n<li><strong>India\u2019s high growth phase (2003-11)<\/strong> coincided with staggered elections.<\/li>\n\n\n\n<li>The election timing cannot be the main reason for growth as the major growth drivers are the <strong>1991 economic reforms, globalisation, IT expansion and capital inflows.<\/strong><\/li>\n\n\n\n<li>It suggests that part of the growth effect is transmitted through <strong>higher government spending<\/strong> and <strong>fiscal deficits<\/strong>, which raises concerns about political business cycles rather than structural economic gains.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Limited Impact on Election Expenditure: <\/strong>Government election expenditure is very small as a share of public expenditure, according to Election Commission accounts.\n<ul class=\"wp-block-list\">\n<li>A significant chunk of poll expenditure is unaccounted for <strong>(\u2018black money\u2019),<\/strong> independent studies estimate it to be <strong>over \u20b91 lakh crore in the 2024 Lok Sabha elections.<\/strong><\/li>\n\n\n\n<li>Synchronisation could just shift spending rather than reduce it.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Federal Concerns:<\/strong> Simultaneous elections could <strong>cause a \u2018wave effect\u2019 <\/strong>where voters could vote for the same party <strong>both for Parliament and the State Assemblies.<\/strong>\n<ul class=\"wp-block-list\">\n<li>In <strong>Kesavananda Bharati v. State of Kerala (1973)<\/strong>, the Supreme Court held that parliamentary democracy and free and fair elections are part of the <strong>Basic Structure of the Constitution.<\/strong><\/li>\n\n\n\n<li>It may dilute the importance of state issues and weaken the regional parties which will affect the cooperative federal structure of India.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Examining ONOE<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Political Dimension:<\/strong> Under <strong>Article 75,<\/strong> parliamentary democracy is based on <strong>collective responsibility.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The question of constitutional complications regarding a premature dissolution or extended period of President&#8217;s Rule arises when a government loses its majority before the common electoral cycle ends.<\/li>\n\n\n\n<li>The<strong> constructive vote of no-confidence,<\/strong> introduced on the basis of Germany\u2019s practice, is a radical departure from India\u2019s established parliamentary practice.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Economic Dimension: <\/strong>Government expenditure on elections is <strong>less than 0.1% of the Union Budget,<\/strong> as per the official data of the <strong>Election Commission of India (ECI).<\/strong>\n<ul class=\"wp-block-list\">\n<li>The money saved from government election spending seems rather modest.<\/li>\n\n\n\n<li>Instead of eliminating interruptions in governance under MCC, they are <strong>compressed into one nationwide election period<\/strong> and could cause larger temporary interruptions.<\/li>\n\n\n\n<li>The economic evidence for <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/20-05-2026\/jpc-simultaneous-elections\">ONOE <\/a>is still <strong>correlational and not conclusive.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Social and Constitutional Dimension:<\/strong> Aligning the length of the Assembly term to elections raises issues of <strong>popular mandate and electoral accountability.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The proposal does <strong>not cover Panchayat and Urban Local Body elections<\/strong> which have been left to be conducted by State Election Commissions as per the <strong>73rd and 74th Constitutional Amendments.<\/strong> So many governance and spending issues would still be there.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward: Strengthening Elections in India<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Reforms should aim to improve the quality and integrity of elections, for instance, not only through electoral synchronisation.\n<ul class=\"wp-block-list\">\n<li>Requiring donations to be disclosed and making political funding more transparent.<\/li>\n\n\n\n<li>Strict enforcement of <strong>expenditure limits on candidates.<\/strong><\/li>\n\n\n\n<li>Speeding up the process of <strong>criminalisation of politics<\/strong> and disqualification of convicted candidates as per the law.<\/li>\n\n\n\n<li>Enhancing the <strong>autonomy and institutional capacity of the Election Commission of India.<\/strong><\/li>\n\n\n\n<li>Enhance campaign finance regulation, the use of technology and voter awareness while protecting <strong>India\u2019s federal and parliamentary constitutional structure.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ONOE strives to improve governance through synchronised elections and better administrative efficiency.
