{"id":78948,"date":"2026-07-11T17:43:19","date_gmt":"2026-07-11T12:13:19","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=78948"},"modified":"2026-07-11T17:43:35","modified_gmt":"2026-07-11T12:13:35","slug":"india-oman-bilateral-relations","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/11-07-2026\/india-oman-bilateral-relations","title":{"rendered":"India\u2013Oman Bilateral Relations"},"content":{"rendered":"\n<p><strong>Syllabus<\/strong><strong>: GS2\/International Relations<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, the External Affairs Minister of India met his Omani counterpart in Muscat and held discussions on various facets of the cooperation between the two countries.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About India-Oman Relations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Sultanate of Oman<\/strong> is a <strong>strategic partner of India<\/strong> and an <strong>important interlocutor<\/strong> at the Gulf Cooperation Council (GCC), Arab League, and Indian Ocean Rim Association (IORA) fora.<\/li>\n\n\n\n<li>India and Oman have a historic, multi-dimensional and strategically important relationship.<\/li>\n\n\n\n<li>Oman, strategically <strong>located at <\/strong>the <strong>mouth of the Persian Gulf<\/strong> overlooking the <strong>Strait of Hormuz<\/strong>, is a critical maritime partner for India\u2019s energy security, trade and Indo-Pacific vision.<\/li>\n\n\n\n<li><strong>Significance for India:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Gateway to West Asia and the Gulf;<\/li>\n\n\n\n<li>Strategic position near the Strait of Hormuz;<\/li>\n\n\n\n<li>A reliable power supplier;<\/li>\n\n\n\n<li>Resilient defence and maritime co-operation;<\/li>\n\n\n\n<li>Key partner in <strong>India&#8217;s West Asia Policy,<\/strong> <strong>SAGAR<\/strong> (Security and Growth for All in the Region) and <strong>MAHASAGAR<\/strong> maritime vision;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Historical Development<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ancient Period:<\/strong> Thriving sea trade of spices, textiles, dates, copper, frankincense.<\/li>\n\n\n\n<li><strong>Colonial Era:<\/strong> Traders from Gujarat and Kerala in India set up thriving business communities in Muscat.<\/li>\n\n\n\n<li><strong>Post Independence<\/strong>: Diplomatic relations were established in 1955 and consolidated after Sultan Qaboos assumed power in 1970.<\/li>\n\n\n\n<li><strong>Strategic Partnership (2008)<\/strong>: Enhanced cooperation on defence, maritime security, energy, trade and investment.<\/li>\n\n\n\n<li><strong>Contemporary Phase:<\/strong> Relations diversified to technology, renewable energy, food security, digital economy, connectivity<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India-Oman Relations: Key Dimensions<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Political Relations:<\/strong> Regular visits at high level. Institutional dialogue through Joint Commission Meeting (JCM), Foreign Office Consultations and strategic consultations.\n<ul class=\"wp-block-list\">\n<li>Oman continues to be one of India\u2019s most reliable partners in the Gulf.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Defence and Security Cooperation:<\/strong> Defence Cooperation is one of the strongest pillars of bilateral relations.\n<ul class=\"wp-block-list\">\n<li><strong>Defence Exercises:<\/strong> <strong>AL NAJAH<\/strong> Exercise (Army), <strong>Eastern Bridge<\/strong> Exercise (Air Force) and <strong>Naseem Al Bahr<\/strong> Exercise (Navy)<\/li>\n\n\n\n<li><strong>Security Cooperations:<\/strong> Maritime Security, Naval Cooperation, Hydrography, Counter Terrorism, Anti-Piracy Operations, White Shipping Information Sharing and Capacity Building<\/li>\n\n\n\n<li><strong>Strategic Significance:<\/strong> Oman gives India operational access to the Port of Duqm, thereby extending India\u2019s naval footprint in the western Indian Ocean.\n<ul class=\"wp-block-list\">\n<li>Duqm Port provides logistics, ship maintenance and strategic access to Africa and West Asia.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Economic and Trade Relations:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Bilateral Trade:<\/strong> US$ 8.947 billion (FY 2023-24) and 10.613 US$ billion (FY 2024-25)<\/li>\n\n\n\n<li><strong>Main Indian Exports:<\/strong> Engineering goods, food products, rice, pharmaceuticals, machinery, textiles, chemicals.<\/li>\n\n\n\n<li><strong>Key Imports: <\/strong>Crude oil, LNG, fertilisers, petrochemicals, minerals.<\/li>\n\n\n\n<li><strong>Investment:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Indian investments<\/strong> are in manufacturing, steel, cement, health care, education, hospitality, renewable energy and Information Technology.<\/li>\n\n\n\n<li><strong>Omani investments<\/strong> in India are increasing with sovereign wealth funds and private enterprises.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Energy Cooperation:<\/strong> Key areas are long term crude oil supplies, LNG imports, petrochemicals, green hydrogen, renewable energy, clean fuels and strategic petroleum cooperation.\n<ul class=\"wp-block-list\">\n<li>The two countries are looking at collaborating on green hydrogen, green ammonia and energy transition technologies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Diaspora Relation:<\/strong> India has the largest expatriate community in Oman with more than 6 lakh Indians living and working there .\n<ul class=\"wp-block-list\">\n<li>Indians contribute significantly in healthcare, education, engineering, banking, construction, services and Information Technology.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Cultural Relations:<\/strong> India-Oman have vibrant civilisational links and celebrate Indian festivals and cultural exchanges.\n<ul class=\"wp-block-list\">\n<li>Cooperation in education and traditional medicine and Indian schools operate throughout Oman.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Issues in India\u2013Oman Relations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Economic:<\/strong> Low levels of bilateral trade, below potential, and limited diversification beyond hydrocarbons.<\/li>\n\n\n\n<li><strong>Geopolitical:<\/strong> Regional instability in West Asia; Iran\u2013Gulf tensions; and maritime security challenges in the Arabian Sea and Gulf region.<\/li>\n\n\n\n<li><strong>Competition:<\/strong> Growing engagement of China, United States and European states in Oman&#8217;s infrastructure and strategic sectors.<\/li>\n\n\n\n<li><strong>Labour Issues:<\/strong> Omanisation policy could reduce opportunities for foreign workers; and need for continuous skill upgradation of the Indian workforce.<\/li>\n\n\n\n<li><strong>Connectivity:<\/strong> Limited direct integration of logistics; Scope to improve connectivity for shipping and air cargo.<\/li>\n\n\n\n<li><strong>Investment Bottlenecks:<\/strong> Regulatory procedures and need for more private-sector participation.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward: Deepening India-Oman Relations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Political:<\/strong> Institutionalise annual strategic dialogue; and increase parliamentary and state level exchanges<\/li>\n\n\n\n<li><strong>Defence<\/strong>: Enhance naval interoperability; boost joint military exercises; reinforce Maritime Domain Awareness; and operationalise greater use of Duqm Port.<\/li>\n\n\n\n<li><strong>Trade:<\/strong> Expand trade basket, facilitate MSME collaboration, and enhance logistics connectivity.<\/li>\n\n\n\n<li><strong>Energy:<\/strong> Transition from hydrocarbons and Develop partnerships in green hydrogen, green ammonia, renewable energy, critical minerals and carbon capture technologies.<\/li>\n\n\n\n<li><strong>Investment:<\/strong> Promote joint ventures, encourage sovereign wealth funds\u2019 participation and build industrial corridors and logistics hubs.<\/li>\n\n\n\n<li><strong>Technologies:<\/strong> AI cooperation, digital public infrastructure, cyber security, FinTech, semiconductor collaboration and start-up ecosystem.<\/li>\n\n\n\n<li><strong>Blue Economy: <\/strong>Fisheries, marine biotechnology, port-led development and ocean governance.<\/li>\n\n\n\n<li><strong>People-to-People: <\/strong>Safeguard welfare of diaspora;
