{"id":78785,"date":"2026-07-09T18:21:31","date_gmt":"2026-07-09T12:51:31","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=78785"},"modified":"2026-07-09T18:22:38","modified_gmt":"2026-07-09T12:52:38","slug":"australia-india-pacts","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/09-07-2026\/australia-india-pacts","title":{"rendered":"Australia-India Partnership on Cyber, Critical Technologies and Supply Chains (PACTS)"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/IR<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>India and Australia<\/strong> launched the <strong>Australia-India Partnership on Cyber, Critical Technologies and Supply Chains (PACTS).<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The framework will replace the<strong> 2020 cyber cooperation arrangement.<\/strong><\/li>\n\n\n\n<li><strong>PACTS is built around five areas of cooperation:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Supply chain resilience: <\/strong>The two countries will work on trusted technology supply chains, semiconductor collaboration, critical minerals, undersea cable security and trade diversification.<\/li>\n\n\n\n<li><strong>Critical technologies: <\/strong>The partnership covers artificial intelligence, space technologies, telecommunications, biotechnology and advanced materials. It also includes research collaboration and work on international standards for safe and secure AI.<\/li>\n\n\n\n<li><strong>Cybersecurity: <\/strong>Both will cooperate on tackling cybercrime, protecting critical infrastructure, strengthening cyber diplomacy, expanding cybersecurity investments and building cyber skills.<\/li>\n\n\n\n<li><strong>Digital resilience: <\/strong>Both countries will promote India&#8217;s Digital Public Infrastructure (DPI) model across the Indo-Pacific and work on digital solutions for sectors such as health, education, clean energy and connectivity.<\/li>\n\n\n\n<li><strong>Defence research collaboration: <\/strong>The framework provides for joint defence science research, innovation partnerships, collaboration between defence research organisations and work on maritime technologies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Significance:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>The framework gives India a broader platform to work with Australia on technologies and supply chains that have become increasingly important for economic and national security.<\/li>\n\n\n\n<li>It also provides a structured mechanism for joint research, investment, standards development and technology partnerships across government, academia and industry.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Brief on India-Australia Ties<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India and Australia upgraded their bilateral relationship from a \u2018<strong>strategic partnership\u2019 in 2009 to a \u2018Comprehensive Strategic Partnership\u2019 in 2020.\u00a0\u00a0<\/strong><\/li>\n\n\n\n<li><strong>Bilateral mechanisms include:<\/strong> 2+2 Defence and Foreign Ministers\u2019 Dialogue, Joint Trade &amp; Commerce Ministerial Commission, Defence Policy Talks, Australia-India Education Council, Defence Services Staff Talks, Energy Dialogue, JWGs on different issues etc.<\/li>\n\n\n\n<li><strong>Bilateral Trade:<\/strong> Bilateral trade reached $24.1 billion in FY25, with India&#8217;s exports valued at $8.58 billion and imports at $15.52 billion. India ranks as Australia&#8217;s 8th largest trading partner, while Australia is India&#8217;s 14th largest.\n<ul class=\"wp-block-list\">\n<li>Negotiations are underway for a more <strong>comprehensive Comprehensive Economic Cooperation Agreement (CECA) <\/strong>to further deepen trade relations.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Defence and Security: <\/strong>The <strong>&#8216;Quadrilateral Security Dialogue&#8217; (QSD)<\/strong> is an <strong>informal strategic forum <\/strong>comprising four nations &#8211; <strong>the United States of America (USA), India, Australia and Japan.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>Two Navies had signed the <strong>\u2018Joint Guidance for the India \u2013 Australia Navy to Navy Relationship\u2019 document in 2021.<\/strong><\/li>\n\n\n\n<li><strong>Defence Exercises: <\/strong>In 2020, Australia participated in the MALABAR naval exercise and thus <strong>joined India, the U S and Japan<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>AUSINDEX<\/strong>: It is a naval exercise between the Royal Australian Navy and the Indian Navy<\/li>\n\n\n\n<li><strong>The Pitch Black exercise<\/strong>: The Indian Air Force joined Exercise Pitch Black in Darwin in 2018.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Mutual Logistic Support Arrangement and Defence Science &amp; Limited Diversification: <\/strong>India\u2019s exports remain limited compared to Australia\u2019s resource-heavy exports, creating a persistent trade imbalance and slow progress on a Comprehensive Economic Cooperation Agreement (CECA).<\/li>\n\n\n\n<li><strong>Indian Diaspora &amp;
